A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EDGEWATER, FLORIDA, ESTABLISHING RULES AND
REGULATIONS AND THE CODE OF CONDUCT RELATING
TO ATHLETIC PROGRAMS SPONSORED BY THE CITY'S
PARKS AND RECREATION DEPARTMENT; PROVIDING
FOR CONFLICTING RESOLUTIONS AND ESTABLISHING
AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Edgewater, Florida, has made the following
determinations:
WHEREAS, the City of Edgewater operates youth athletic programs for youths from 5 - 17
years of age; and
WHEREAS, youth athletic programs are provided for various organized sports, including
but not limited to baseball, softball, basketball and soccer; and
WHEREAS, the City has identified a need for rules and regulations along with a code of
conduct that will govern athletic programs; and
WHEREAS, the City of Edgewater has reviewed and recommended approval of these rules
and regulations for athletic programs proposed in this resolution.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Edgewater,
Florida:
Section 1. The Rules and Regulations set forth in Exhibit "A" (attached hereto and
incorporated herein by reference) are established for athletic programs in the City of Edgewater,
Florida.
Section 2. The Code of Conduct set forth in Exhibit "B" (attached hereto and
incorporated herein by reference) shall be honored by all coaches, players, parents and observers that
participate in athletic programs sponsored by the City.
Section 3. The Director of Parks and Recreation is authorized to periodic revisions of

the Code of Conduct whelomed necessary upon the express apprdz of the City Manager.
Section 4. All resolutions or parts of resolutions in conflict herewith be and the same are
hereby repealed.
Section 5. This resolution shall take effect upon adoption.

CODE OF CONDUCT
The Edgewater Parks and Recreation Baseball/Soccer League greatly
appreciates its volunteer coaches and officials involved in this program.
This Recreation League is committed to creating, through its opportunities
and experiences for each and every child who signs up to play, the
development of positive moral and ethical standards within the youth of our
communities and will promote good sportsmanship among all participants.
The achievement of these goals, in large part, depends on the character and
conduct of persons involved in our program.
No person has a right, or property interest, in participating as a
volunteer in this program. Such participation is controlled by the Edgewater
Parks and Recreation Department. As inducement to permitting their
participation in the program, the Edgewater Parks and Recreation
Department must be assured that such persons are committed to conducting
themselves in a manner which will serve as positive role models for the
participants and which will be consistent with the high moral and ethical
standards and the ideals of good sportsmanship.
In order to assure the department of his/her continuing commitment to
these goals, all coaches and officials hereby agree to abide, and be bound, by
the following standards of conduct and further agree to the authority of the
Edgewater Parks and Recreation Department to enforce these standards:
1. Abstain from using any tobacco or alcohol products in or around the
playing field or the sports complex in which the field is located.
2. Refrain from participating in any game or practice activity when it is
apparent that you have consumed alcohol prior to arriving for the
activity.
3. Refrain from using abusive or profane language in or around the
playing field or the sports complex in which the field is located.
4. Provide equal opportunities for all players regardless of race, color,
ethnic background, religion, or physical condition if otherwise
qualified.
5. Strive to promote good mental and physical health in all aspects of
participation and refrain from any type of verbal or physical abuse of
any players.
6. Constantly display and demand good sportsmanship in practice and in
games, including, but not limited to, accepting decisions of game
officials in a professional manner; refrain form criticizing opposing
coaches, players, and fans; congratulate opposing player; and coaches
following a game; refrain from teaching unsportsmanlike strategies;
and refrain from `running up the score" rather than providing more
players with opportunities to participate.
7. Consistently act in a manner, which is in keeping with the positive
image and high standards of personal conduct, which each program
should strive to teach and to foster.
8. Conduct yourself in accordance with all rules, regulations, and
determinations of the particular league or program in which you are
participating.
9. Be sure your motivation is instruction and not criticism.
IO.Hold a pre -season parents' meeting, and maintain open
communications with parents relating to all aspects of participation,
including conduct of both parents and players.
I l.Consistently act in the best interests of the players and the particular
program in which you are participating so as to provide a positive
experience for each player and to promote a positive image of the
program.
All volunteers serve at the pleasure of the Edgewater Parks and
Recreation Department. Actions or activities that are considered contrary
to these standards of conduct will be dealt with by the administrators of
the program who will take appropriate action in that regard which it
believes to be in the best interest of the participants, the program, and the
Parks and Recreation Department. Such action may include, but shall not
be limited to, removing the offender from a particular game, suspension
of the offender for the appropriate period of time, or disqualification of
the offender from participation in any program(s) operated by the
Edgewater Parks and Recreation Department.
