A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EDGEWATER, FLORIDA, SUPPORTING THE COUNTY
COUNCIL OF VOLUSIA COUNTY IN THEIR HOLDING OF
A REFERENDUM ELECTION TO BE HELD ON NOVEMBER
7, 2000, TO DETERMINE IF THE ELECTORS OF THE
COUNTY OF VOLUSIA APPROVE THE LEVIES OF
ADDITIONAL AD VALOREM TAXES WHICH WILL
PROVIDE FUNDING FOR THE VOLUSIA FOREVER:
ACQUISITION AND IMPROVEMENT OF
ENVIRONMENTALLY SENSITIVE, WATER RESOURCE
PROTECTION AND OUTDOOR RECREATION LANDS AND
VOLUSIA ECHO: ENVIRONMENTAL, CULTURAL,
HISTORIC AND OUTDOOR RECREATION PROJECTS TO
ENHANCE OUR QUALITY OF LIFE; ENCOURAGING ALL
RESIDENTS TO SUPPORT THIS REFERENDUM;
DIRECTING THE CITY CLERK TO FORWARD COPIES OF
THIS RESOLUTION TO THE APPROPRIATE PARTIES;
REPEALING RESOLUTIONS IN CONFLICT HEREWITH
AND ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Edgewater, Florida, has made the following
determinations:
WHEREAS, the County of Volusia recognized the need for future growth and desires to
initiate a long-term program, known as Volusia Forever, which would acquire and improve
environmentally sensitive, water resource and outdoor recreation lands along with Volusia ECHO,
which would enhance the quality of life for its residents by providing environmental, cultural,
historical and outdoor recreational opportunities; and
WHEREAS, the City and County Comprehensive Plan encourages the preservation of
significant archaeological or historic resources and the development, enhancement, and promotion
of heritage tourism opportunities, experiences, and resources in the City of Edgewater and County
of Volusia; and
WHEREAS, it is an objective of the City and County to foster public memory and
community identity by promoting and providing access to destinations and experiences associated

with past events, peoples taw places; and
WHEREAS, the County Council authorized referendum questions relating to the Volusia
Forever and Volusia ECHO be placed on the ballot for the November 7, 2000 election; and
WHEREAS, the City believes that enactment of these programs will enhance both the City
of Edgewater and the County of Volusia.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Edgewater,
Florida:
Section 1. City Council encourages the electors of the City of Edgewater to support the
following ballot question submitted by the County of Volusia that reads as follows:
BALLOT
VOLUSIA FOREVER: Acquisition and improvement of environmentally sensitive,
water resource protection and outdoor recreation lands
Shall Volusia County fund the acquisition and improvement of environmentally
sensitive, water resource protection and outdoor recreation lands and related property
interests for the purposes of conservation and resource -based recreation, including
issuing bonds therefore an amount not exceeding $40,000,000 bearing interest not
exceeding the maximum legal rate, payable from an additional ad valorem tax not
exceeding 1/5mill levied for 20 years?
Section 2. City Council encourages the electors of the City of Edgewater to support the
following ballot question submitted by the County of Volusia that reads as follows:
BALLOT
VOLUSIA ECHO: Environmental, cultural, historic and outdoor recreation projects
to enhance our quality of life
Shall Volusia County fund the acquisition, restoration, construction and improvement
of environmental, cultural, historic and outdoor recreation projects for public use,
including issuing bonds therefore in an amount not exceeding $40,000,000 bearing
interest not exceeding the maximum legal rate, payable from an additional ad
valorem tax not exceeding 115 mill levied for 20 years?
Section 3. The City Clerk is hereby directed to forward copies of this resolution to the
Volusia County Council.

Section 4. All r2Solutions or parts of resolutions in confliPerewithbe and the same are
hereby repealed.
Section 5. This resolution shall take effect upon adoption.
