BACKGROUND:
On April 1, 1996, the Council adopted Ordinance 96-0-01 establishing
regulations for the outside storage of vehicles, equipment and
materials. Section 1101.01 provided for a vehicle restoration permit,
the permit fee and permit renewal fee to be established by resolution of
the City Council. Attached is Resolution No. 96-R-15 which proposes a
permit fee and permit renewal fee of $15.00.

Staff recommends that the City Council cons±der adoption of Resolution

A. RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EDGEWATER, FLORIDA, ESTABLISHING A VEHICLE
RESTORATION PERMIT FEE AND VEHICLE RESTORATION
'tow PERMIT RENEWAL FEE; REPEALING RESOLUTIONS IN
CONFLICT HEREWITH AND ESTABLISHING AN
EFFECTIVE DATE.
WHEREAS, the City Council of the City of Edgewater, Florida,
has made the following determinations:
1. On April 1, 1996, the City Council adopted Ordinance No.
96 -0 -01 establishing regulations for the outside storage of
vehicles, equipment and materials.
2. Section 1101.01 provided for a vehicle restoration permit,
the permit fee and permit renewal fee to be established by
resolution of the City Council.
2. It is in the best interest of the citizens of Edgewater

that the vehicle restoration permit fee and permit renewal fee be
established at this time.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City
of Edgewater, Florida:
Section 1. A vehicle restoration permit fee and permit
renewal fee of fifteen and 00/100 dollars ($15.00) is hereby
established.
Section 2. All resolutions or parts of resolutions in
conflict herewith be and the same are hereby repealed.
Section 3. This resolution shall take effect June 1, 1996.

expenditures of the Florida Department of Environmental
Protection Loan (FDEP Loan No. 794020, for the period December

The audit work and conclusions have resulted in a "clean opinion"
on the City's use of these loan funds.
The City Council should accept the results of this audit at the
next scheduled meeting - we will mail the appropriate number of
copies to the FDEP.

statement is the responsibility of the City of Edgewater, Florida's management. Our
responsibility is to express an opinion on this statement based on our audit.

We conducted our audit in accordance with generally accepted auditing standards and
Government Auditing Standards, issued by the Comptroller General of the United States.
Those standards require that we plan and perform the audit to obtain reasonable
assurance about whether the statement of loan revenues and expenditures — budget and
actual is free of material misstatement. An audit includes examining, on a test basis,
•• evidence supporting the amounts and disclosures in the statement of loan revenues and
expenditures — budget and actual. An audit also includes assessing the accounting
principles used and significant estimates made by management, as well as evaluating the
am overall statement presentation. We believe that our audit provides a reasonable basis for
our opinion.

1. Basis of Presentation
The City of Edgewater, Florida (the "City ") is a political subdivision of the State of
Florida. The City provides a full complement of municipal services, except for certain
education, health and welfare services which are administered by other governmental
entities. Included among these services are water and sanitary sewer services accounted
for in the City's Water and Sewer Fund. The City has completed a project to construct an
expansion and upgrade of its Sewer Treatment Plant (STP) to an Advanced Wastewater
4 . • Treatment Plant (AWTP) and reclaimed water reuse facility. Funding of this project was
provided by a loan and a grant from the Department of Environmental Protection Agency
(DEP).
This statement of loan revenues and expenditures — budget and actual is prepared on the
basis of accounting practices prescribed by the Florida Department of Environmental
... Protection in order to comply with a loan agreement between the City and the DEP dated
December 2, 1991. The financial statement covers only the project described in the loan
agreement and is not representative of the City of Edgewater or the City's Water and
.• Sewer Fund taken as a whole.
2. Contingency
INN
The loan revenue amount received from the DEP is subject to audit and adjustment. If
any expenditures are disallowed by the DEP as a result of such an audit, any claim for
reimbursement to the DEP would become a liability of the City. In the opinion of
management, all loan expenditures are in compliance with the terms of the loan
agreement and Chapter 17 -503 of the Florida Administrative Code.

The management of the City of Edgewater, Florida is responsible for establishing and
maintaining an internal control structure. In fulfilling this responsibility, estimates and

of internal control structure policies and procedures. The objectives of an internal control
structure are to provide management with reasonable, but not absolute, assurance that
assets are safeguarded against loss from unauthorized use or disposition, and that
transactions are executed in accordance with management's authorization and recorded

risk that errors or irregularities in amounts that would be material in relation to the
statement of loan revenues and expenditures — budget and actual being audited may occur
