03-17-2008 - Workshop CITY COUNCIL OF EDGEWATER WORKSHOP MARCH 17, 2008 6:00 P.M. COMMUNITY CENTER MINUTES 1. CALL TO ORDER Mayor Thomas called the Workshop to order at 6:00 p.m. in the Community Center. ROLL CALL Mayor Michael Thomas Present Councilwoman Debra Rogers Present Councilwoman Gigi Bennington Present Councilwoman Harriet Rhodes Present Councilman Ted Cooper Present Acting City Manager Tracey Barlow Present Assistant City Attorney Michael Ciocchetti Present City Clerk Bonnie Wenzel Present Acting City Manager Barlow explained the reason for the workshop. He stated they would look at the Advisory Boards and how vacancies are filled. How the selections are made and creating standard By -Laws for consistency. Assistant City Attorney Ciocchetti asked Council what their issues where. Councilwoman Bennington stated her issues were how the appointment of Board members rotate and getting the Boards more involved in appointing new members. She would like to see recommendations from the Boards themselves. Councilman Cooper stated he had no problem with the rotation of appointments. Assistant City Attorney Ciocchetti stated his recommendation would be to put something in the Administrative Section of the Code, consolidate rules for all of the Boards. He stated that appointments were a policy decision, but could be clarified in the Code, revising the By -Laws and the Land Development Code. Councilwoman Bennington stated in previous years anyone on Council could make a nomination. 1 Council Workshop March 17, 2008 Councilman Cooper stated he like the idea of the Board making a recommendation. Each Board should have a say in the criteria for their Board. Acting City Manager stated that Council should give the Boards direction. They could look at cookie - cutter criteria with some specifics for each Board. Acting City Attorney Ciocchetti suggested not providing criteria for removal from a Board. Councilman Copper stated he would like to see the Boards do their due diligence and provide a recommendation to Council when there is a vacancy. Councilwoman Rogers would like to see the applications address the By -Laws. Councilman Cooper stated volunteers should apply for a specific Board, not just apply to be on Advisory Boards. Acting City Manager Barlow agreed with Councilman Cooper. Acting City Attorney Ciocchetti stated each application could be modified for each specific Board, he suggested keeping the applications for a specified time period, and they could also adopt By -Laws as part of the application. Councilwoman Rogers would like to see the applications on the City website. She would like the applications kept on file for one year and when they are ready to expire the City clerk can notify the applicant. Councilman Cooper stated put a basic ordinance in the Code of Ordinances, streamline the applications and include the By -Laws with the application. Councilwoman Bennington stated she would like to get two or three recommendations from the Board for appointments. Councilwoman Rhodes stated but still get all of the applications and add to the By -Laws that the Boards will make a recommendation to City Council.
