99-R-01 ......, ~ RESOLUTION NO. 99-R-Ol A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDGEW A TER, FLORIDA, RECOMMENDING "ALTERNATIVE 2 (TRANSPORTATION SYSTEM MANAGEMENT AND MULTI-MODAL EMPHASIS)" FOR THE US #1 TRANSPORTATION STUDY; REPEALING ALL RESOLUTIONS IN CONFLICT HEREWITH AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Council of the City of Edgewater, Florida has made the following determinations: 1. The Florida Department of Transportation (FDOT) and the V olusia County Metropolitan Planning Organization (MPO), TEl Engineers and Planners and City staff are cooperatively working together to study the U.S. 1 corridor from 1-95 north of Ormond Beach south to State Road 442 in Edgewater. 2. Through the study process, six alternatives have been developed which identify potential future highway, bicycle, pedestrian, and transit improvements corridor-wide. 3. Potential U. S. 1 alternative improvements were evaluated using 37 individual performance measures divided into the following six board categories of: traffic capacity/automobile performance impacts, growth management and economic/social impacts, improvement costs, environmental impacts, multi-modal features, and public acceptance. 4. Alternative proposals have been presented at public workshops and to the City Council to solicit and address input. 5. Florida Department of Transportation and the Volusia County Metropolitan Planning Organization have requested the City review the proposed alternatives and provide a recommendation of a locally preferred alternative to the Florida Department of Transportation and 99-R-Ol 1 -- ..." the V olusia County Metropolitan Planning Organization. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Edge water, Florida: Section 1. In connection with the U.S. 1 Transportation Study, the City of Edgewater hereby selects "Alternative 2 (Transportation System Management and Multi-Modal Emphasis) as its preferred alternative, which is attached hereto and incorporated herein as Exhibit "A". Alternative 2 will maintain the existing 4 lanes, improvements to 15 intersections and includes a high emphasis on improvements for bus service, bicycle facilities and pedestrian facilities. Section 2. The City hereby requests the following items be addressed: a. Expand the study limits to include the southern portion of U.S. 1 starting at State Road 442 and continuing south to Roberts Road. b. Address all areas along U.S. 1 within the City limits of Edge water currently without sidewalks. c. Review traffic turning movements and patterns at the Post Office located at Ocean Avenue and U.S. 1. d. Review traffic turning movements and patterns at Park Avenue and U. S. 1. Section 3. The City Clerk is hereby directed to provide a certified copy ofthis Resolution to the Florida Department of Transportation and the V olusia County Metropolitan Planning Organization together with the recommended proposal. Section 4. hereby repealed. Section 5. All resolutions or parts of resolutions in conflict herewith be and the same are 99-R-Ol This resolution shall take effect upon approval. 2 After Motion by Councilman Gornto and Second by Councilman Hammond, the vote on this resolution was as follows: Mayor Randy G.
