05-13-2004 COMMUNICATIONS INTERLOCAL AGENCY— GOVERNING BOARD ,` MAY 13, 2004 — MONTHLY MEETING MINUTES The May meeting was held pursuant to public notice at the City of Port Orange, City Council Chambers, City Center Circle, Port Orange, Florida on May 13, 2004. Chairman Donald Schmidt called the meeting to order at 9:05 a.m. A roll call was held with Mayors Schmidt and Vandergrifft present. Mayor Green was excused. Also in attendance were Port Orange City Manager Kenneth Parker, Edgewater City Manager Ken Hooper and New Smyrna Beach City Manager Frank Roberts. Board Counsel Margaret Roberts, Fire Commander Ken Burgman and Port Orange Police Chief Gerald Monahan were also present. Chairman Schmidt asked for all to rise for the Pledge of Allegiance. The regular minutes for March and the special minutes of April's meeting were reviewed with a motion to approve from Mayor Vandergrifft and a second from Mayor Schmidt for a unanimous vote of approval from the Board to approve the minutes. There were no public comments or correspondence. Port Orange City Manager Kenneth Parker addressed the Governing Board stating that Ormond Beach and Holly Hill had each asked for a proposal to provide services to them. Holly Hill would be for fire services only. Ormond Beach would be a phased in approach first with fire services and then police. Mayor Schmidt asked if they would come in as partners. City Manager Parker stated that as Holly Hill would be for fire services only, they would be a contract service similar to that of Ponce Inlet. Ormond Beach would like to consider a partnership. Mr. Parker stated that though we provided a proposal to Daytona Beach, it appears they will be going with the County. Mayor Vandergrifft asked if there was a reason, and Mr. Parker stated it was a matter of savings through the term of the contract. The Sheriffs Office will take over both fire and police dispatching. City Manager Roberts stated that the Ormond Beach City Manager stated that they were interested in the governance issue with RCC as a partner. Mayor Schmidt also asked about Daytona Beach Shores, and Mr. Roberts stated that the Daytona Beach Shores Public Safety Director is adamant about doing their own dispatch. There was no Finance and Budget report this month from Port Orange Finance Director John Shelley, but Director Kelly stated that the affairs of RCC were in good shape percentage wise and that he was currently working on next years budget. Under the Director's report, Mr. Kelly stated that he's found the Center very stable & well designed with a very good group of people providing good service to the public. Director Kelly has been working on the proposal from Holly Hill and Ormond Beach. Now Director Kelly presented the activity report for the last two months, which shows an *41,w, increase in phone activity, which means eventually we will have to discuss growth issues in the Center. Director Kelly stated that he would eventually like to do away with the temporary positions and make them full time employees, to raise the staffing levels. Overtime usage has been high to accommodate sick and vacation needs, and we would like to reduce the amount of overtime spent. There was no Attorney Report although Board Counsel Roberts stated that under New Business we would be adding the proposal regarding the Police Consortium with the University of Central Florida. There was no unfinished business. Under New Business, the Director stated that there was going to be an agreement drawn up between the University of Central Florida and RCC to provide services to the three Police Departments. The service cost is $5000 per year to access UCFs database, though this first year would be pro -rated plus an additional cost to provide a server, which would belong to RCC. Port Orange Police Chief Gerald Monahan addressed the Board thanking Board Counsel for assisting him with the Consortium. Chief Monahan stated that all the talk about the consolidation of services brought about a stumbling block in that different software can't communicate with one another. UCF, in conjunction with the Orange County Sheriffs Office, has found a way for different software systems to communicate so that agencies involved in the Consortium can access records from different agencies all over the state to assist in investigations, `ow individual's criminal records, etc and the database will kick out any information available from the participating agencies, which numbers approximately 20 agencies so far. There are also pawnshop records from all participating counties included. The cost for an agency participating in the Consortium under 99 employees is $2500. It would have cost the three agencies $7500 to do this separately, but the cost for an agency with over 100 employees is $5000. As an investigative tool, the program would be incredible. Mayor Schmidt asked if there would be any budget issues, which the Director answered no. Mayor Vandergrifft moved to approve the motion of RCC joining the Consortium to service the three Police Departments with a second from Mayor Schmidt for unanimous approval. There were no summary comments.
