SPECIAL MEETING - MR. BRYANT
MEETING HELD
AUGUST 16, 1974
Mayor Severance explained that the reason for this Special Meeting
was to talk to Mr. Bryant, interviewing him for the position of
City Manager for the City of Edgewater, Florida.
Mayor Severance stated that Mr. Bryant has been involved in politics
both as a City Councilman and Mayor down in Cocoa. He worked at
the Cape for a number of years. He is presently City Manager of
Moorehaven, Florida.
Mayor Severance then gave each of the Councilmen the floor to talk
and ask questions of Mr. Bryant.
Councilman Bevel asked him if he had had any experience with Water
& Sewer Departments.
Mr. Bryant answered that in Moorehaven, they are
Water Plant. He stated that he has gone through
efforts of the various agencies that you have to
that the water plant that was down there require
just to keep it operating.
Councilman Lodico stated that the City needs someone that can look
into some of the things that the City Clerk and the lawyer do not have
time for.

Mayor Severance explained that the City Clerk is having to do the
functions of the City Manager, City Clerk, Finance Officer and every-
thing else combined and the Attorney is carrying some of that load
plus all of the legal matters. The Council will spend two to two
and a half hours on items that don't even warrent our discussion.
Where if we had a City Manager these items would never come before
us the would be solved, and out of the way.
Councilman Sikes asked Mr. Bryant is people work well for him, does
he have problems managing them, and how many people are working under
him.
Mr. Bryant~stated that he hasn't had any problems, and he runs the
whole City down there with 19 people which includes an Electrical
Distribution System.
Mayor Severance stated that what is important is if he has a proceedure
or a process with the way that you operate that would improve the
current operation of the City then this is what we are looking for.
Mr. Bryant stated that there should be a record of what work has been
accomplished so that he can keep the Council informed as to what these
people are doing.
Mayor Severance stated that one of the major job of the City Manager
will be to handle all purchase orders. The City Clerks major functions
will be the financial end of it, the payroll, posting of the bills
and ect. For the Councils benefit we will have a complete rundown
on City Managers Duties and responsibilities.
The City Clerk asked Mr. Bryant if he had worked with the budget.
He answered that he was very much involved in the budget.

She also asked what his duties as building inspector were.
He said that he made physical inspections.
Mr. Bryant asked the Council, Mayor & City €lerk if they have considered
anything in the budget for moving purposes. He stated that if he could
prevail upon the City for $500.00 for moving expence, he would greatly
appreciate it.
Mayor Severance stated that if the Council does select him as our
new City Manager, that there would be no problem in corning up with
the necessary funds to assist him in moving up here.
Mayor Severance adjourned this meeting.
