A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EDGEWATER, FLORIDA, ESTABLISHING A
PERSONNEL SYSTEM, ADOPTING A PERSONNEL "PAY
FOR PERFORMANCE PLAN", AND ESTABLISHING A
PERSONNEL ADVISORY COMMITTEE TO ASSIST THE
CITY MANAGER IN ACCORDANCE WITH THE CITY
CHARTER 1 REPEALING ALL RESOLUTIONS IN
CONFLICT HEREWITH AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City Council of Edgewater has reviewed and
determined the necessity and value of establishing a sound and
equitable personnel system and appropriate compensation plan to
reward employees based on performance of job skills as stated in
all job descriptions; and
WHEREAS, a comprehensive job analysis, job inventory of work
skills,
revisions
and updates
of all
job descriptions,
classification of every City position, and market study of
comparable positions and compensation have been completed by a
professional personnel consultant (Hammack Enterprises); and
WHEREAS,
the professional
recommendations
of
Hammack
Enterprises regarding a personnel system, classification and "pay
for performance" plan have been determined by City Council to meet
the standards and needs of the City of Edgewater; and
WHEREAS, the City Charter requires an appointed Personnel
Advisory Committee be established for the expressed purpose of
assisting the City Manager as needed in the administration and
effectiveness of maintaining the personnel system and policies of
the City; and
WHEREAS, the responsibility of administrating the City
personnel system and policies is assigned to the City Manager by
the City Charter.

NOW, THEREFORE, HE IT RESOLVED that the City Council of the
City of Edgewater, Florida:
Section It Does hereby adopt the recommendations of the
Hammack Study and:
1) Directs the City Manager to administrate the
personnel system and all appropriate adopted personnel
policies as part of the City of Edgewater's
Administrative Code.
2) Directs the City Manager to distribute pay
compensation in compliance with the annual adopted City
budget each fiscal year beginning October 1, which will
be applicable to any union contracts on the date of
execution by all parties.
Section 2. All resolutions or parts of resolutions in
conflict herewith be and the same are hereby repealed.
Section 3. This resolution shall take effect upon adoption.
After motion by Councilman Hays and Second by Councilperson
Gillespie, the vote on this resolution was as follows:
