RESOLUTION NO. 92-R-09
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EDGEWATER, FLORIDA, ESTABLISHING ATTENDANCE
REQUIREMENTS FOR CITY BOARDS, COMMITTEES AND
AGENCIES; REPEALING RESOLUTIONS AND BYLAWS IN
CONFLICT HEREWITH AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City Council greatly appreciates and relies on
the willingness of the citizens of Edgewater to voluntarily serve
on the various City boards, committees and agencies which are so
necessary to conduct the business of the City; and
WHEREAS, the City Council recognizes that the required
commitment of time for service on boards, committees, and agencies
has increased as the City continues to grow, but the continued
absenteeism of members has at times resulted in the inability of
these entities to conduct business to the detriment of members of
the public who are awaiting their action; and
WHEREAS, the continued absenteeism of some members is unfair
to those members who consistently fulfill the responsibilities and
duties of the office to which they were appointed; and
WHEREAS, there are other opportunities for service to the City
other than boards, committees, and agencies which require
consistent attendance at meetings; and
WHEREAS, the policy for addressing absenteeism is not
consistent among the various City boards, committees, and agencies.
NOW, THEREFORE, be it resolved by the City Council of the City
of Edgewater, Florida:
Section 1. If a member of any City board, committee, or
agency is absent for three (3) consecutive regular meetings or is
absent for twenty-five (25) percent or more of all meetings held
during any calendar year, said member shall forfeit the office and
it shall be deemed vacant.
Section 2. All current members and secretaries of City
boards, committees and agencies shall be notified by the City Clerk
of the adoption of this policy.
Section 3. The City Clerk shall notify new members of the
absenteeism policy at the time these members are sworn into the

office.
Section 4. This absenteeism policy shall apply to meetings
conducted after May 30, 1992.
Section 5. All resolutions or bylaws or parts of resolutions
or bylaws in conflict herewith be and same are hereby repealed.
Section 6. This resolution shall take effect upon adoption.
After Motion by Councilperson Martin and Second by Councilperson
Gilliespie, the vote on this resolution was as follows:
