" 'w" ...., RESOLUTION NO. 92-R-07 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA, REGARDING THE EDGEWATER BEAUTIFICATION AND TREE COMMITTEE; ESTABLISHING THE PURPOSE, MEMBERSHIP, TERMS, SELECTION OF CHAIRMAN AND VICE CHAIRMAN, QUORUM AND MEETINGS OF THE COMMITTEE; PROVIDING FOR THE ESTABLISHMENT OF OTHER RULES AND PROCEDURES; REPEALING RESOLUTIONS IN CONFLICT HEREWITH AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on March 2, 1992, pursuant to Ordinance No. 92-0-2, the City Council of the City of Edgewater, Florida, reconstituted the Beautification Committee as the Edgewater Beautification and Tree Committee; and WHEREAS, it is accordingly necessary to establish the purpose and procedures for this newly established Committee. NOW, THEREFORE, be it resolved by the City Council of the City of Edgewater, Florida: Section 1. Purposes. The Edgewater Beautification and Tree Committee (hereafter Committee) is established for the following purposes: ( a) To promote public interest in the general improvement of the appearance of the City. (b) To study, develop, and recommend to the City Council, plans for improving beautification of the City. (c) To encourage planting and preservation of trees, plants, flowers and other objects and ornamentation in the City. (d) To advise and recommend plans to organizations and groups in the City for the beautification of the City. (e) To recommend new ordinances and changes to existing ordinances concerning the beautification of the City. (f) To study, investigate, counsel, and develop and/or update annually, and administer a written plan for the care, preservation, pruning, planting, replanting, removal or disposition of trees and shrubs in City parks, along streets, and in other public areas. (g) When requested by the City Council, to consider, investigate, make findings, report and recommend upon any special matter or question coming within the scope of its responsibilities. Section 2. Membership. The Committee shall be composed of no less than five (5) members and no more than seven (7) members appointed by the City Council. Section 3. Terms. Members shall serve a term of three (3) years. However, in order to provide for continuity on the Committee and to address the membership of the previously constituted Beautification Committee, some members will serve less than three (3) years. Selection of Chairman and Vice Chairman. The Committee shall select a Chairman and a Vice Chairman to serve a term of one (1) year from among its members at the first regular meeting in June of each year. The Chairman and Vice Chairman may be reappointed in the discretion of the Committee. Section 5. Quorum. A quorum of the currently constituted Committee shall consist of three (3) members and any action of the Committee must be approved by a majority of those present. Section 6. Meetinqs. The Committee shall establish a regular meeting date, but may hold special meetings as needed. Section 7. Rules and Procedures. The Committee may establish such other rules and procedures which are necessary to carryon its business and implement the purposes for which it has been established. Section 8. All resolutions or parts of resolutions in conflict herewith be and same are hereby repealed. Section 9. This resolution shall take effect upon adoption.
