RESOLUTION NO. 92-R-Ol
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EDGEWATER, FLORIDA, REGARDING THE CITIZENS
COUNCIL ADVISORY COMMITTEE, AMENDING
RESOLUTION NO. 90-R-74 TO CLARIFY THE PURPOSE,
MEMBERSHIP, TERMS, SELECTION OF CHAIRMAN, VICE
CHAIRMAN, AND CHAIRMAN PRO-TEM, QUORUM AND
MEETINGS OF THE COMMITTEE; ESTABLISHING
RESPONSIBILITIES OF COMMITTEE MEMBERS;
REPEALING RESOLUTIONS IN CONFLICT HEREWITH AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on December 17, 1990, the City Council of the City of
Edgewater, Florida, adopted Resolution No. 90-R-74 creating the
Citizens Council Advisory Committee; and
WHEREAS, on December 11, 1991, the City Council held a
Workshop with the Citizens Council Advisory Committee to clarify
the purpose and duties of the Committee; and
WHEREAS, as a result of that workshop the City Council
determined that an amendment of Resolution No. 90-R-74 was in the
best interests of the City Council and Citizens Council Advisory
Committee.
NOW, THEREFORE, be it resolved by the City Council of the City
of Edgewater, Florida:
Section 1. Resolution No. 90-R-74 is hereby amended as set
forth in Sections 2 through 8.
Section 2. Purpose. The Citizens Council Advisory Committee
is established for the following purposes:
(a) To extend the communications of the City Council to
improve dialogue with residents of the City in a
responsive, objective manner;
(b) To reflect and present the vision and viewpoints of
citizens on the City's governing process;
(c)
To assist the
understanding and
citizens' interests.

Section 3.
Responsibilities of Committee.
Members of the
Citizens Council Advisory Committee shall have the following
responsibilities:
(a) Attend Committee meetings and actively participate
by offering comments and reactions to issues before
the Committee;
(b) Hear, report and act on residents' and elected

officials' concerns and interests in a timely
manner within the framework established by this
resolution;
(c) Maintain an obj ecti ve posture when dealing with
citizens, elected officials or other members of the
Committee;
Section 4.
Membership.
The Citizens Council Advisory
Committee shall be composed of seven (7) members appointed by the
City Council.
Section 5. Terms. The term of each member of the Committee
shall expire on November 30, 1992, unless extended by the City
Council for an additional term to be established at that time by
the City Council.
Section 6. Selection of Chairman, Vice Chairman and Chairman
Pro-Tern. The Committee shall select a Chairman and a Vice-Chairman
to serve in the absence of the Chairman. The Chairman and the Vice
Chairman shall serve for an initial term ending November 30, 1992.
If the City Council extends the term of the Committee beyond
November 30, 1992, the Chairman and Vice Chairman shall serve a
term of one (1) year, but may be reappointed by the Committee. The
Committee shall select a Chairman Pro-Tern in the event both the
Chairman and Vice-Chairman are absent from a meeting. The Chairman
Pro-Tern shall only serve for that particular meeting.
Section 7.
Quorum.
A quorum shall consist of four (4)
members of the Committee and any action of the Committee must be
approved by a majority of those present.
Section 8. Meetinqs. The Committee shall establish a regular
meeting date, but may hold special meetings as needed.
Section 9.
All resolutions or parts of resolutions in
conflict herewith be and same are hereby repealed.
Section 10. This resolution shall take effect upon adoption.

Councilperson Louise Martin, the vote on this resolution was as
