05-13-2004 CITY OF EDGEWATER Charter Review Committee Minutes Thursday, May 13, 2004 ' tow 3:00 p.m. 1. CALL TO ORDER Chairman Card called to order the regular meeting of the Charter Review Committee at 3:00 p.m. 2. ROLL CALL Members present were Pat Card, Ferd Heeb, Bob Lott and Donna Wagner; Bill Miller arrived at 3:05. Also present were City Manager Ken Hooper, Assistant City Manager Liz McBride, Paralegal Robin Matusick, Committee Secretary Bonnie Wenzel, Edgewater Firefighter David Newell, News Journal reporter Lynn Bulmahn, and citizen John Cordeiro. 3. APPROVAL OF MINUTES Mr. Lott moved to accept the minutes of April 22, 2004 as presented, second by Mr. Heeb. MOTION CARRIED 5 -0. 4. OLD BUSINESS A. Continued discussion regarding three (3) forms of government. Mr. Heeb stated that he agreed with the Mayor of Deltona, the City must maintain balance. He added that he felt the issue of a larger Council should be looked at again in five (5) years. fir► Mr. Heeb moved to recommend to Council no change to Sections 3.01; 3.02; 3.03; 3.04; 3.06; 3.07; 3.08 with the caveat that in five (5) years the next Charter Review Committee look at the form of government again, second by Ms. Wagner. There was discussion regarding this motion. Mr. Heeb modified his motion to recommend no change to Sections 3.01; 3.02; 3.03; 3.06; 3.07; 3.08; 3.09; 3.10; 3.11; 3.12; and 3.13, second by Ms. Wagner. MOTION CARRIED 4 -1, with Mr. Card voting NO. 5. NEW BUSINESS A. Public Comments There were no public comments at this time. B. Member Reports There were no member reports at this time. C. Discussion of Section 3.04 — Term Limits 5 -13 -04 minutes 1 CITY OF EDGEWATER Charter Review Committee Minutes Thursday, May 13, 2004 Ni "' 3:00 p.m. Mr. Lott stated he now feels voters will decide when a Council members term is up. Mr. Miller stated there were term limits every time there was a vote. Mr. Heeb explained where the term limits came from. The following citizens spoke: John Cordeiro, 1515 Pine Tree Drive Edgewater Firefighter David Newell Chairman Card stated he also did not believe in term limits. Mr. Miller moved to eliminate term limits as presently structured in the Charter and have no term limits, second by Mr. Lott. The MOTION CARRIED 5 -0 Chairman Card asked for a strike- thru/underline version of the recommendation. 'tow The following citizen spoke at this time. John Cordeiro, 1515 Pine Tree Drive Edgewater Firefighter David Newell spoke at this time regarding adding the Fire Department to the City Charter. Mr. Newell provided portions of the City of Cocoa and Titusville Charters. There was discussion as to whether or not the Fire Department should be included, and if other departments would then want to be added. Mr. Hooper spoke about the County trying to consolidate all Fire Departments. Mr. Miller moved to add the Edgewater Fire Department into the City Charter, second by Mr. Lott. There was further discussion regarding adding any departments to the Charter. Mr. Miller withdrew his motion. Mr. Heeb moved to have the City Manager draft an amendment putting the Fire and Police Departments into the Charter, second by Mr. Lott. Nalw The MOTION CARRIED 5 -0 5 -13 -04 minutes 2 CITY OF EDGEWATER Charter Review Committee Minutes Thursday, May 13, 2004 3:00 p.m. Chairman Card set the agenda for the May 27, 2004 meeting to include: Old Business — The addition of the Fire and Police Departments in the Charter. Discussion of Section 3.05 — Compensation New Business — Any other motion that might come before the committee Mr. Heeb stated he felt they only need to go through Article 3 and the new issue of the Fire Department. Chairman Card stated he would ask for motions on some items he has listed, if there is none it will be done.
