04-22-2004 CITY OF EDGEWATER Charter Review Committee Thursday, April 22, 2004 3:00 p.m. 1. CALL TO ORDER Chairman Card called to order the regular meeting of the Charter Review Committee at 3:04 p.m. 2. ROLL CALL Members present were Pat Card, Bill Miller, Ferd Heeb, Bob Lott and Donna Wagner. Also present were City Manager Ken Hooper, Assistant City Manager Liz McBride, Councilman Dennis Vincenzi, Committee Secretary Bonnie Wenzel, Mayor John Masiarczyk of Deltona, News Journal reporter Lynn Bulhman, and citizen John Cordeiro. Chairman Card recommended to the Committee that they move on to new business and allow Mayor Masiarczyk to speak first. There was no opposition from the committee. 3. NEW BUSINESS Mayor John Masiarczyk was introduced to everyone present. Mayor Masiarczyk gave some background on himself and how Deltona created its Charter. He stressed that there must be balance within the Charter. Chairman Card stated he would allow public comment within the discussion. There was discussion regarding the pros and cons of single member districts. Mayor Masiarczyk spoke extensively about the way Deltona's government works. He further spoke about voters being in touch with their district candidate. Mr. Miller spoke about certain groups voting and controlling the outcome because they consistently vote. There was discussion regarding Edgewater's limit on reserves. Mayor Masiarczyk stated he felt having a healthy reserve was good, and that all things in Deltona are paid for. There was further discussion regarding spending. There was discussion regarding term limits. Mayor Masiarczyk stated he did not agree with term limits, that if you had someone good you should keep them, he again added that there must be balance within the City. Councilman Dennis Vincenzi stated the Mayor Masiarczyk had some really good ideas, although his did not agree with his view on term limits. Mayor Masiarczyk spoke about benefits for Council members. The committee thanked Mayor Masiarczyk for speaking to them. 4 -22 -04 minutes 1 CITY OF EDGEWATER Charter Review Committee Thursday, April 22, 2004 3:00 p.m. 4. APPROVAL OF MINUTES Mr. Heeb moved to accept the minutes of April 8, 2004 as read, second by Mr. Miller. MOTION CARRIED 5 -0. 5. OLD BUSINESS Chairman Card suggested tabling Old Business until the next meeting. Mr. Heeb so moved, second by Mr. Lott. MOTION CARRIED 5 -0 Public Comment The following citizens spoke: John Cordeiro 1515 Pine Tree Drive There was discussion regarding benefits for Council members. Mr. Heeb moved to table the discussion on benefits to the next meeting, second by Ms. Wagner. MOTION CARRIED 5 -0. Mr. Miller suggested sending Mayor Masiarczyk a letter of thanks for attending the meeting. Chairman Card stated be would draft one. Chairman Card set the agenda for the May 13, 2004 meeting as follows: Old Business — Continued discussion regarding three (3) forms of government. New Business — Availability of benefits and whether or not they should be included in the Charter. Mr. Hooper stated the Committee should come up with a schedule to wrap up discussions.
