1. CALL TO ORDER
Chairman Card called to order the regular meeting of the Charter Review Committee at 3:00 p.m.
2. ROLL CALL
Members present were Pat Card, Bill Miller, Ferd Heeb, and Donna Wagner; Bob Lott arrived at
3:03 p.m. Also present were City Manager Ken Hooper, Assistant City Manager Liz McBride,
Councilwoman Judy Lichter, Councilman Dennis Vincenzi, Committee Secretary Bonnie Wenzel,
Bill Hill and Richard Jones
3. APPROVAL OF MINUTES
MOTION by Mr. Heeb, SECOND by Ms. Wagner to approve the minutes of March 26, 2004
as read.
MOTION CARRIED 4 -0.
4. OLD BUSINESS
None at this time.
5. NEW BUSINESS
Mr. Heeb suggested changing the agenda for this meeting to allow Mr. Hill and Mr. Jones to join
the discussion. There were no objections.
Chairman Card stated there were no member reports at this time.
DISCUSSION
The topic of discussion was to be the three (3) structures of government:
1) No change to the current election process
2) Single member district, with mayor at large
3) Three (3) members at large, four (4) by district.
Discussion ensued regarding the current election process. Ms. Lichter stated the current process
was unique in the fact that each member had to live in the district they represent. There was
discussion regarding why the districts were created.

Each district is represented Encourages "quid pro quo"
Eliminates parochial activity Allows influence of districts
Encourages "citywide" views

MOTION by Mr. Heeb, SECOND by Mr. Miller to not change to four (4) single member
districts with the Mayor at- large.
MOTION CARRIED 5 -0.
There was further discussion regarding the different election processes, as well as who votes and
who does not.
MOTION by Mr. Heeb, SECOND by Mr. Miller to table this discussion to the April 22, 2004
meeting.
MOTION CARRIED 5 -0
Chairman Card set the agenda for the April 22, 2004:
Old Business — Continue discussion regarding three (3) forms of government.
New Business — Discussion with Mayor Masiarczyk from the City of Deltona.
6. ADJOURNMENT
The meeting was adjourned at 4:27 p.m.
