93-R-12 "W' ...", RESOLUTION NO. 93-R-12 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA, SUPPORTING THE MOSQUITO LAGOON AS A NATIONAL ESTUARINE RESEARCH RESERVE; REPEALING RESOLUTIONS IN CONFLICT HEREWITH AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the National Oceanographic and Atmospheric Administration established a system of estuarine research reserves to better promote an understanding of the nation's fragile estuaries; and WHEREAS, the purpose of these reserves is to encourage scientific research and environmental education; and WHEREAS, the Volusia County Mosquito Lagoon has been chosen as a finalist for the location of a new estuarine research reserve; and WHEREAS, Volusia County has initiated major programs in the areas of water quality monitoring, mapping of seagrass, sediments, land use, and stormwater outfalls, provided for the reconnection of impounded marshes, initiated enforcement of failing septic and stormwater systems, provided resource planning tools, and public awareness and education; and WHEREAS, the funding of the National Estuarine Research Reserve program and the establishment of a permanent funding source will result in the successful continuation and completion of projects designed to preserve and restore our valuable surface waters such as the Mosquito Lagoon System. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Edgewater: Section 1. That the City Council respectfully requests the support of the Mosquito Lagoon as a National Estuarine Research Reserve and urges work towards establishing a permanent funding source for this most worthwhile endeavor. Section 2. All resolutions or parts of resolutions in conflict herewith be and the same are hereby repealed. Section 3.
