RESOLUTION NO. 95-R-07
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EDGEWATER, FLORIDA, ADOPTING THE
REAPPORTIONMENT OF VOTING MEMBERSHIP ON THE
VOLUSIA COUNTY METROPOLITAN PLANNING
ORGANIZATION TO INCLUDE REPRESENTATIVES FROM
EACH OF THE FIFTEEN (15) CITIES AND THE COUNTY
COUNCIL; REPEALING RESOLUTIONS IN CONFLICT
HEREWITH AND ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, The Volusia County Metropolitan Planning Organization
(MPO) has been duly recognized by the Governor of the State of
Florida, as the agency responsible for the continuing, cooperative,
and comprehensive transportation planning process in the urbanized
areas of Volusia County; and
WHEREAS, in October 1987, the Federal Highway Administration
designated the entire County as the study boundary for the Volusia
County Metropolitan Planning Organization (MPO); and
WHEREAS, the cities of DeBary, Lake Helen, Orange City,
Daytona Beach Shores, Ponce Inlet, Pierson, Oak Hill, and the
surrounding unincorporated communities of Volusia County, Florida
comprise rapidly developing areas with increasing population and
employment; and
WHEREAS, the resulting transportation needs of the area will
be adequately addressed only through a continuing, cooperative, and
comprehensive transportation planning process; and
WHEREAS, the establishment of such a transportation planning
process under the direction of an MPO is a condition to the receipt
of Federal Capital and operating assistance by urbanized areas of
50,000 or greater population; and
WHEREAS, Section 339.175, Florida Statutes, provides that the
Governor shall, with the agreement of the affected units of general
purpose local governments as required by federal rules and
regulations,
apportion the MPO members among the various
governmental entities within the area on the basis of equitable
geographic-population ratio.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City
of Edgewater, Florida:

Section 1.
The City of Edgewater does support the
reapportionment of voting members on the MPO.
Section 2.
That the City of Edgewater does agree that the
membership reapportionment plan set forth here below is the most
equitable reapportionment possible.

Section 3 .
All resolutions or parts of resolutions in
conflict herewith be and the same are hereby repealed.
Section 4. This resolution shall take effect upon adoption.
