05-26-2004 MINUTES CITY OF EDGEWATER Tree Committee - Minutes Wednesday, May 26, 2004 8:00 a.m. 1. ROLL CALL Members present were Kristine Pluscec, Kim Long and Daniel Young arrived at 8:04 am. Joe Martin was excused. Also present, Chief Planner Darren Lear and Planning Technician Bonnie Wenzel. 2. APPROVAL OF MINUTES Ms. Long moved to accept the minutes of the April 21, 2004 meeting. MOTION CARRIED 2 -0 3. OLD BUSINESS None at this time 4. NEW BUSINESS a. Discussion of Volusia County Minimum Standards Ms. Long stated she felt there was not enough enforcement of the current Code. Mr. Lear stated the City Building Department checks for trees prior to the issuance of Certificate of Occupancy for residential. Ms. Long asked how they could be sure the ordinance will be followed. Chairwomen Pluscec stated they could look at that after they finalize the Code. She further stated she would like to review the outline provided. Mr. Young stated that Volusia County has a self - enforceable ordinance for water protection, and they could look at something of that nature for the tree ordinance. Mr. Lear stated that he met with Joe Waller and Ginger Martin of Volusia County regarding their minimum standards. He added that our requirements contain most of the County's minimum standards. Mr. Lear further stated that the City is stricter with the removal of historical trees. Mr. Young stated that they need to address "tree protection zones ". Ms. Pluscec spoke about tree protection during development and Coastal Zones. COMMITTEE RECOMMENDATIONS: SECTION 21 -55.01 Recommendation — add: Trees are valuable producers of oxygen, a necessary element to the survival of man, and serve to reduce the environmentally dangerous carbon dioxide concentration in the air. The leaves of the trees trap and filter out ash, dust and pollen in the air. 5 -26 -04 minutes 1 MINUTES CITY OF EDGEWATER Tree Committee - Minutes Wednesday, May 26, 2004 8:00 a.m. Trees provide shade and transpire water which helps to moderate temperatures and cleanse the air. SECTION 21 -55.02 Add: (a) Replacement trees shall be a minimum of 2 11 /2 inches in diameter measured 6 inches or 6 feet in height above the soil line. (b) Leave as is (c) Change Historical to Historic. (d) Add the following trees to Table V -6: Norfolk Island Pine; Paper Mulberry Mimosa; and Golden Raintree SECTION 21 -55.03 (a) Add reference to Section 21- 311.02. There was discussion regarding placing responsibility on the contractor. 5. PUBLIC COMMENT There was no public comment at this time. 6. MEMBER REPORTS There were no member reports at this time. 7.
