Tree Committee - Minutes
Wednesday, June 16, 2004
8:00 a.m.
1. ROLL CALL
Members present were Kristine Pluscec, and Kim Long. Daniel Young and Joe Martin were
absent. Also present, Chief Planner Darren Lear and Planning Technician Bonnie Wenzel.
2. APPROVAL OF MINUTES
Ms. Long moved to accept the minutes of the May 26, 2004 meeting.

3. OLD BUSINESS
None at this time
4. NEW BUSINESS
Mr. Lear informed the committee that he recently spoke with Ginger Martin from Volusia
County. She indicated that "tree" is under definitions and is stated as six - inches (6 ") or over.
This is the minimum standard for permit requirements. She added that this criteria was for new
construction only. Mr. Lear stated the biggest change the committee may make is to what you
need a removal permit for.
Ms. Long asked what the permit fees were. Mr. Lear stated the fees are done by resolution. Ms.
Long suggested having a work session regarding fees.
There was discussion regarding potential changes to the Code. Mr. Lear suggested having
Dennis Fischer, Building Official at the next meeting to discuss what types of existing trees
require a permit for removal.
COMMITTEE RECOMMENDATIONS:
Section 21 -55.02 — Tree Removal Permit
a. Standard Permits: A tree removal permit shall be required for specimen trees of
twelve six inches (-1-26 ") DBH (diameter at breast height measured 4 1 /2 feet from base of
tree) or larger on all residentially zoned property within the City limits. Specimen tTrees
shall be defined by Article 21- 56,0620.02. Trees to be removed in this category will be
required to be replaced if there is any insufficient number of trees left on the lot.
Replacement trees shall be a minimum of 2 1 /2 inches in diameter measured 6 inches
above the soil line or 6 feet in height. An application for the permit is available in the
Building Department.
Section 21 -55.03 (b)
1. Determine the tree to be removed is in such a condition that it is hazardous to the
surrounding area or proposed structure(s) that no replacement is necessary, or

3. Require the payment of money to the City's Recreation Fund per Section 21-
311.05 equivalent to the replacement cost of the replacement trees.
d. All mitigated tree planting shall be replaced if they die within one (1) two (2) years after
installation. The health of a replacement tree shall be maintained for a period of two (2)
years from the date of planting. The two (2) year maintenance period shall begin anew
whenever a tree is replaced.
f. The extent to which the actual or intended use of the property requires cutting down or
destruction of vegetation of trees, including whether the applicant has made every reasonable
effort to incorporate existing trees into the project and to minimize the number of trees
removed.
Mr. Lear suggested having a work session with City Council in August and possibly having two
(2) meetings in July. The committee decided to have an additional meeting on July 14, 2004.
