ANIMAL CONTROL BOARD
August 20, 2003

MINUTES
CALL TO ORDER
Chairperson, Donna Wagner called to order the regular meeting of the Animal
Control Board at 7:05 PM in the City Hall Conference Room.
ROLL CALL
Members present were: Chairperson Donna Wagner, Deborah Brazzell, and
Karen Mason. Also present were: Captain Jill Danigel, and Board Secretary
Shontella Jackson.
Absent were: Elizabeth DiMascio who called on 8/15/03 stating she would not be
present and Dr. David Vanis.
APPROVAL OF MINUTES
MOTION by Karen Mason, SECONDED by Deborah Brazzell to approve
the minutes of the May 21, 2003 meeting. MOTION CARRIED
UNANIMOUSLY.
New By -laws were presented to the board with corrections from the previous by-
laws sent in the packets. MOTION by Deborah Brazzell, SECONDED by
Karen Mason to approve the bylaws. Chairperson Donna Wagner
signed off the approved by -laws.
NEW BUSINESS
POSSIBLE SHELTER CONTRACT
Capt. Danigel conferred the possible shelter contract update with Halifax
Humane Society. Capt. Danigel spoke with a representative of the Halifax
Humane Society and understood that they were expanding. Capt. Danigel
informed them that we were looking for a shelter and Halifax Humane Society
stated that they are lobbying very hard not to have a contract with the City.
Capt. Danigel asked why and he said that they were overextended as it was and
that the expansion would not allow them to keep up with the contracts they
already have. But he would be willing to train an animal control officer in
euthanasia. Halifax stated if we do the euthanasia they would do the disposal.
In October, we will explore the euthanasia option. Chairman Wagner asked have
we every thought about contacting the County. Capt. Danigel stated not yet but
that will be next. Capt. Danigel stated that we do have a new part -time ACO Ray
Frazee is a police officer helping temporarily.
OLD BUSINESS
Chairman Donna Wagner revisited the Universal tag issue. The three big
counties that the universal tag people say are still doing universal tag and the
spay /neuter program is not happening. Orange County is no longer participating
in any thing, and the other two went out and brought buses. They are doing
their own spay /neuter instead of doing rebates. In our ordinance it says that we
are suppose to have a spay /neuter program. Dr. Vanis gave Chairman Donna
Wagner some figures that there are approximately 17,000 animals in Edgewater.
Dr. Vanis and Dr. Nieves composed the figures from records of animals that were
vaccinated in a year. Other than forcing people to comply we need to educate
them and explain what really is going on.
The pet festival was discussed briefly. Chairman Donna Wagner stated she did
some checking with the City Park and Recreation Dept. and the month of
October is pretty full. Suggestions were made to table this item and to consider
the spring for the pet festival.

MOTION by Karen Mason, SECONDED by Deborah Brazzell to adjourn
the meeting. MOTION CARRIED UNANIMOUSLY. The meeting was
adjourned at 7:20 pm.
