91-R-62RESOLUTION NO. 91-R-62 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA, URGING THE LOCAL LEGISLATIVE DELEGATION TO ADOPT A BEVERAGE CONTAINER DEPOSIT BILL; PROVIDING FOR READING BY TITLE ONLY; REPEALING ALL RESOLUTIONS IN CONFLICT HEREWITH, AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Edgewater, Florida, supports policies which promote and protect the well-being of its citizens, including specifically such areas as beautification, safety, sanitation, conservation of energy, salvaging valuable resources, and providing monetary savings to taxpayers where possible; and WHEREAS, disposable beverage containers are unsightly, unnecessarily hazardous, wasteful of energy, materials and money, and contribute nothing to the quality of living in the City of Edgewater; and WHEREAS, the City of Edgewater believes it would be beneficial to mandate, on a Statewide basis, an end to the unsightly, unhealthy, expensive and wasteful practice of using disposable beverage containers; and WHEREAS, studies prove that mandatory beverage container deposit laws previously adopted in many states have successfully resulted in reduced roadside litter, cleanup costs and impacts on solid waste landfills; and WHEREAS, resolutions in support of mandatory beverage container legislation have been adopted in past years by many respected organizations, including Audubon Society of Florida, Sierra Club of Florida, Common Cause of Florida, Florida Federation of Garden Clubs, Florida Native Plant Society, Florida Parks and Recreation Association, Florida Wildlife Federation, Izaak Walton League of Florida, Florida League of Cities, League of Women Voters of Florida, Silver Haired Legislature, and the State Association of County Commissioners; and WHEREAS, the Florida League of Cities is urging support for legislation which places a refundable deposit on beverage containers without exemptions, to, in turn, provide an incentive for their collection and reuse provided that the program will accomplish recycling goals with significantly less government funding and bureaucracy than any other available means. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA: SECTION 1: The Edgewater City Council urges our local Legislative Delegation in Tallahassee, consisting of State Representatives Richard Graham, T. K. Wetherell, and Jack Ascherl, and State Senator Locke Burt, to support mandatory Beverage Container Deposit Bill legislation. SECTION 2: The City Clerk is hereby directed to transmit a copy of this Resolution to the members of the local legislative delegation as listed above in Section 1. SECTION 2: That all resolutions or parts of resolutions in conflict herewith be and the same are hereby repealed. SECTION 10: That this resolution shall take effect immedi- ately upon its adoption by the City Council of the City of Edge- water, Florida, at a regular meeting of said Council held on the 18tb day of November ,1991 , and approved as provided by law.
