Matters to be considered include: 1) approval of engineers plans, specifications, cost estimates, and any amendments, 2) confirmation of the Initial Assessment Resolution and any amendments, 3) approval of the assessment roll, including the method of assessment, and any amendments; and 4) establishment of the interest rate and the terms of prepayment. The City Council will sit as a Board of Equalization so that any assessments to be approved shall be in proportion to the benefits received by the property to be assessed. Wastewater Collection System Pursuant to Appendix B of Resolution 91-R-9 adopted on March 11, 1991 by the City Council, as amended, the cost of the wastewater collection project shall be apportioned among all parcels of real property in the District based on the number of Equivalent Lots comprising each parcel. The majority of the existing parcels in the District consist of discrete multiples of standard size platted lots, which are defined as Equivalent Lots, each having 40 feet front footage. To illustrate, the District has 14.955 Equivalent Lots and the wastewater collection system project cost is estimated to be $17,092,721. The assessment per Equivalent Lot is determined as follows: $17,092,721 14,955 Eq. Lots = $1143/Eq. lot A parcel's wastewater collection system assessment would be equal to: 0 Eq. lots in the parcel x $1143/Eq. lot (as shown on Attachment A) B. Wastewater Treatment and Effluent Disposal Facilities Pursuant to Appendix B of Resolution 91-R-9 adopted on March 11, 1991 by the City Council, as amended, the wastewater treatment and effluent disposal (reclaimed water facilities) project costs are apportioned based upon the Equivalent Parcel method which assumes that each parcel. regardless of the number of Equivalent Lots it contains. is considered one (1) Equivalent Parcel, unless multiple unit buildings (i.e.. duplexes. triplexes, quadraplexes) are lotated on a parcel, in which case, the parcel's number of Equivalent Parcels will equal the number of units on the parcel. All parcels which have an Equivalent Parcel method assessment levied against them shall not be required to pay a wastewater impact fee at the time of connection to the wastewater system. Vacant parcels shown on tax records to be adjacent to another parcel with the same owner which has a residence or business on it are considered as part of the developed parcel Equivalent Parcel assessment and show a $0 wastewater treatment assessment on Attachment A. Should a parcel with a $0 wastewater treatment assessment be developed in the future, the parcel owner will be required to pay the City's wastewater impact fee at the time of development. Additionally, if any parcels which have been assessed as one (1) Equivalent Parcel are subdivided in the future. the owner will be required to pay a wastewater impact fee upon development of the subdivided parcel. To illustrate, there are 6028 Equivalent Parcels in the District and the wastewater treatment and effluent disposal project cost is estimated to be $3,254.763. The wastewater treatment assessment per Equivalent Parcel is determined as follows: $3 254 763 6028 Eq. Parcels = $540/Eq. Parcel PitMent of Assessments The assessment and annual payment amounts for your parcel are shown on Attachment A of this notice. You may pay the assessment in full or make equal annual payments over a 20 year period. If the annual payment method is used, the assessment amount is amortized over a 20 year period at an interest rate of 5.5% and adjusted for the discounts for early tax payment pursuant to Chapter 197.162, F.S. The annual payments shall apply first to interest accrued on the remaining assessment and thereafter to the unpaid balance of the assessment. The assessment will be collected by the Volusia County tax collector and failure to pay the assessment will cause a tax certificate to be issued against the property which may result in loss of title. The assessment payment schedule shall commence in the 1992 tax year at which tax payments become delinquent in April, 1993 for Phase I of the Project and in the 1993 tax year at which tax payments become delinquent in April, 1994 ter the remainder of the Project.
