MINUTES OF REGULAR MEETING OF TOWN COUNCIL OF EDGEWATER, HELD
JANUARY 18TH, 1927.

Called to order at 8 pm by Mr. H. E. Zipperer, Mayor.
Minutes of previous meeting approved as read.
Minutes of special meeting, and special report of clerk,
January 7th, 1927, approved as read.
C0MMUNICATIONS:

seconded by Mr. E. H. Lohman, clerk was in-
structed to handle the matter further with
4 Mr. Brown, looking toward adjustment of the
present situation.
T. R. Warren, tendering his resignation
as councilman, account moving his residence
from Edgewater. On motion by Mr. A. R. Patch,
seconded by Mr. E. H. Lohman, the resignation
was accepted.

On motion by Mr. A. R. Patch, seconded by
Mr. B. H. Lohman, the bills were ordered paid.
UNFINISHED BUSINESS:
Mr. Lohman stated that he had neglected to
make his report as chairman of Drainage Committee
ander that order of business. Mr. A. R. Patch
thereupon moved that reports of standing committees
be made the special order of business. Motion
seconded by Mr. A. B. Wilkinson, and carried.
REPORTS OF STANDING COMMITTEES:
(Drainage) committee on Drain & Sewerage, E. H. Lohman,
Chairman; The entire committee called on L. E.
Lobenthal, of Highland Shores, in a meeting
arranged by the clerk, at the request of Mr.
Lobenthal, to go over the drainage situation in
Highland Shores, which has be n unsatisfactory.
The committee found that the drainage ditch which
empties into the Gabardy Canal had been covered
over with one inch boards, fastened to palmetto
logs; the whole being then covered with earth to
the level of the surrounding territory, i.e.,
about two feet. These boards had become unfast-
ened in places, and the drainage seriously hindered,

if not completely stopped. This arrangement was not
approved by the committee, inasmuch as it appeared to
be insufficient, and of a very temporary nature. A
portion of the ditch had been opened, and at the time
the committee inspected it, about six inches to one
foot of water was standing in it. Mr. Lobenthal claimed
that his ditch was lower than the portion north of his
property, and therefore the water could not drain out
of the ditch and into the canal. This position was not
substantiated by the committee. Mr. Lobenthalt, in the
opinion of the committee, did not indicate any attitude
of taking any farther action about the situation, not-
withstanding the several notices of the council addressed
to the owners of the property to have the ditch opened
up, and cleaned out.
Mr. A. R. Patch moved that the report of the committee
be accepted. Seconded by Mr. A. B. Wilkinson, and carried.
The mayor recommended tp the council that the matter
as outlined by the committee report be handled with the
State Board of Health.
On motion by Mr. A. R. Patch, seconded by Mr. A. B.
Wilkinson, clerk was instructed to handle the matter with
the Board of Health as outlined.

President)
Mr. A. R. Patch moved that Mr. A. B. Wilkinson be
elected President of the council for the balance of the
year. Mr. E. H. Lohman seconded themotion, and Jr.
Wilkinson was elected.
(Appointment of
Uouncilman)
Mr. A. B. Wilkinson moved that Mr. H. L. Spicer be
elected by the council to fill the unexpired term of
T. R. Warren, resigned, as councilman. The motion was
seconded by Mr. E. H. Lohman, and Mr. Spicer was elected.
Mr. H. E. Zipperer administered oath of office to
Mr. Spicer, who thereupon took seat as councilman.

Mr. A. B. Wilkinson moved that the body adjourn.
Seconded by Mr. A. R. Patch, and adjourned.
