02-16-1927 - Special MINUTES OF SPECIAL MRRTING OF TOWN COUNCIL, HELD FEBRUARY 16TH 1927 Roll Call: H. E. Zipperer, Mayor, Present A. B. Wilkinson, Prest. Absent E. H. Lohman, Present A.tt. Patch, Present H. L. Spicer, Present Called to order at 7:45pm by Mayor Zipperer, who presided in the absence of the President of the Council. Minutes of meetings of February 4th and February 15th approved as read. CO:.'MUNiC 4T IONS: Miss Elanor Marshall, relative ditch on Dixie Highway. Referred to clerk for h=andling, to assist Miss Marshall in disposing of the matter. it —as brought to the attention of the council here that some action should be taken in the ma tt:r of infant enild in care of Mr. and Mr . Lrorcton, who ire in the custody of the police. Mayor Zipperer stated that he was handling the case, and would see that proper protection was afforded the child. Simpson 15.00 171 New Smyrna Breeze 12.00 172 Hibbard Hdwe. Co. 17.50 173 M. L. Fuller 29.11 174 Mr. Patch moved that the bills be ordered paid. Seconded by Mr. Lohman, and carried. REPORTS: Fiscal report for month of January submitted to council, showing cash balance as of January 31st of *1895.61. On motion by ear. Patch, seconded by Mr. Spicer, the report was accepted. Mayor Zipperer reported that mr. ChadirIc had entered complaint regarding taxes for 1926. On motion by Mr. Patch, seconded by Mr. Lohman, the matter was referred to clerk for handling and report. Mayor Zipperer also reported that his canal work was -'rogressing, and that work had begun on fill at new bridge over Gabardy Canal. He also reported that bridges on Park Avenue were being overhauled, and put in more usable condition. tte stated that the fill at the new bridge would be readynfor traffic by the time the New 6myrna side was opened up. Mention was madef of the courtesy of Mr. McDonald, contractor for "ftessw Narrow' New Smyrna in paving the north side of fill, in extending to our mayor the use of pumps, etc., without cost. Mayor Zinperer also stated that it would be necessary to meet the labor oayroll for these projects Saturday, February 19th. it was arranged that clerk should issue warrant at that time for such amount as needed by Mr. Zipperer, same to be sup-or ted by usual receipts at next regular meeting. The drainage committee reported at length on the drainage project west of the railroad. The report was referred back to the committee for inspection of canal from railroad to Gabardy Canal, wtth it's recommendations. SPECIAL ELECTION Petitions were received by the council, signed by the requirednumber of qualified voters, to place the following names upon the ballot at special election to be held February 28th: H. L. ''picer, for councilman, to fill unexpired term of T. R. Warren, resigned, for balance of two year term. G. D. Brinckerhoff, for councilman, to fill unexpired term of S. R. Fee, resigned, for balance of one year. Mr. Patch moved that the petitions be accepted. Motion seconded by Mr. Lohman, and carried. Mr. Patch moved that clerk be instructed to secure list of qualified electors, properly certified, from Supervisor of Registration in Deland, in duplicate, for use at special election to be held February 28th. Seconded by Mr. Spicer, and carried. Mr. Patch moved thaA cleric be instructed to prepare the ballot box for special election to be held February 29th. Seconded by Mr. Lohman and carried. Mr. Patch moved that the foliating be appointed to serve on the election board, as specified: Lee W. Sparks, Clerk H. W.
