02-22-1927 - Special MINUTES OF SPECIAL MEETING OF TOWN COUNCIL OF EDGEWATER, HELD FEBRUARY 22ND 1927 Roll Call: H. E. Zipperer, Mayor, Present A. 3. Wilkinson, Prest. Absent E. H. Lohman, • Present A. R. Patch, Present H. L. Spicer, Present Called to order at 7:45 om by Mayor Zipperer, acting in absence of President Wilkinson. mayor Zipperer presided over the meeting. Minutes of previous meeting approved as read. COMMUNICATIONS: C. G. J. Alden, relative the recent suit for withdrawal against the town. Mr. Alden expressed his pleasure that the suit had been defeated, and assured the town of his continued good will. The communication was referred to the clerk, to be filed. BILK AND ACCOUNTS: Following bills were approved by r'inance Committee: Neal Silvernail, 412.00 Warrant #176 Neal Teague, 18.00 177 A. J. Frisch, 20.00 178 On motion by Mr. Patch, seconded by Mr. Lohman, the bills were ordered paid. REPORTS: Mayor Zipperer reported at length upon several matters coming before him. This report is attached hereto, and is made a part hereof. Mr. Patch moved that the report be accepted by the council. Mr. Zipperer being incapaciated, the motion was put by Mr. Lohman, after being seconded by Mr. Spicer. The motion was carried, and the report accepted. (Drainage) Mr. Lohman, chairman of drainage committee, reported as follows: A representative of the State nsoard of Health had called, and together with another member of the council, wentover several matters in connection with drainage. After examination of the Highland Shores situation, it was stated by the representative that it would be necessary for the Highland Shoves-people to either open up the drainage ditch through their property, or to provided a permanent drainage of different type than that existing at present. He suggested that they installa thirty six inch galvanized pipe, or if this could not be done, two twenty four inch galvanized pipes might prove satisfactory. in any event, the canal would have to be opened to a greater extent than at present. Failing to provided the proper pipe, it would be necessary for the Highland Shores people to make an open canal. The representative advised Mr. Lohman that he would handle the matter with Mr. 9 A , Barnhart, and with Mr. Lobenthal, through the Board of nealth. The conditionmof r. L. Moores property on the river front was also noted, and it was suggested that Mr. Moore discontinue the use of this property as a damn, it being at present unsightly, and a menace to public health. Mr. Pitch thereupon offered the following resolution: R E S O L u l I O N WHEREAS, it appearing thatthe condition of the property facing the river front in Edgewater, rlorida, known as the property of F. L. Moore, constitutes a menace to public health, by reason of it's use as a repository for trash and other objectionable matter; ANS 'WHEREAS, it further appearing that use of the afore mentioned property for the purpose above stated is contrary to the public health and the well being of the citizens of the Town of Edgewater, rlorida, DE IT RESu!.VED Bx THE TOWN UOUNCiL OF THE TO'.1N OF EDGEWATER, FLORIDA, ASFOLLO'7S: Section 1. That the use of the property specified in the foregoing; or the use of any property whatever within the corporate limits of the Town of Edgewater, rlorida, as a dump or repository for refuse and trash be declared insanitary, and a public mena=ce. Section 2. That the town clerk be instructed to communicate this resolution to Mr. r. L. Moore, with the request that Mr. Moore immediately take steps to eliminate the existing condition, by burning, removal, or otherwise. Section 3. That no dumping of trash, filth or refuse be permitted within the corporate limits of the Town of Edgewater, rlorida, contrary to existing ordinances, or ordinances that may hereafter be passed, except upon express authority of the Mayor and Council. upon motion by Mr. Spicer, second(=d by Mr. Lohman, the resolution was unanimously passed. (Drainage) Mr. Lohman reported that he was unable to advise farther at this time regarding the rlorida East Coast Railway drainage situation, due to the fact that he had been unable to get his committee together. (Marshall ) Officer Simpson reported that a great quantity of old newspapers, etc., had been scattered along the river front by Barkley Charpia's truck. Mayor Zipperer stated that he would handle this matter with Mr. Charp a, through the regular channels. Officer Simpson reported that a drive had been made against reckless drivers in the town, and that a total of fourteen cars had been stopped, and the drivers either summoned to 95 1 4. the Mayor's court, or dismissed with warnings. upon motion by Mr. Patch, seconded by Mr. Spicer, the meeting was adjourned. 4 o k. / 1 1 I 3 1 1 i f1 r � MAYOR'S REPORT To the Town Councils Below i am giving you full and complete report of all matters handled under my jurisdiction, and those matters that were referred to me for action. The drainage canal west of the Dixie Highway, from Park Avenue to the Gabardy Canal, has been cleaned out, and opened up, at a cost of $45.00. 1 found after examination that the series of bridges on Park Avenue west of the railroad was badly in need of attention. At a cost of 415.00 for the project, 1 had the flooring of the bridges removed, and the channel way underneath each of them cleaned out, and deepened to a depth of from four to ten inches below drainage. This will assist in flowing the water off quickly, in event of flloding rains. After the flooring had been replaced on the bridges, the fill was coaipitied, and the street placed in better condition to accomodate traffic safely along this ppint. The fill at the new bridge on the Strand is practically complete. rrrom the time work was started on this fill to February 19th, approximately 175 yards of filling were handled, at a cost of $66.00. The fill is not yet entirely complete, there being about one more days work yet to be done before opening for heavy traffic. All of this work, including drainage and fills, was done under my personal supervision. Labor payrolls were met ~ ith my personal funds, and by order of the council i have been reimbursed from the town treasury for labor accounts. Proper receipts have such payments on labor accounts have been taken, and are now in the hands of the clerk, for the scrutiny and approval of the council. much labor as will be used this week in completing the fill will be paid with my personal funds, and bill for same will be presented to the council at the next meeting, properly supported by receipts for s ueh payments. There is not enough shell accumulated at this fill to complete the surfacing, but twill arrange to spread such shell as is at present available. t would recomment that no more shell be spread at this fill until after traffic has moved over it for some time, and same has settled. Then more shell will be necessary to make a complete job. t would li'e to also call your attention to the condition of the Strand. if the money is available, t would recorr;ment that the council make a sufficient appropriation to have this street repaired, and placed in better condition. i believe that sufficient shell can be found along the roadway to fill up the holes in the street proper, and that this work can be done almost entirely with wheelbarrows and shovels, with not more than two men on the job. This street will no doubt be used for considerable traffic when the new bridge is opened up, and in it 's present condition, is almost certain to bring about complaints, being very rough, and not in safe condlt' on for heavy traffic. I have in my possession three shovels and three wheelbarrows, the property of the town. When the present pro i ect on the fill is completed, I will hold these tools for disposal orders from the council. When this work was first started, I tried to borrow tools, but found that this was not satisfactory for several reasons. However, even after figuring depreciation on the tools, they have maid for themselves on this one small job, over what a contract price would have been. Uf these tools, all have been paid for except two shovels, and bill is in the hands of the clerk for them. Page 2 of Mayor's report During the week of rebruary 14th, while the carnival was in progress, three special police were employed to assist the marshal during the week, being distributed as follows: One man to regulate parking, to avoid congestion of streets; One man to regulate tra fie at Parke Avenue and Highway; One man to assist marshall in maintaining order on the carnival grounds. Bills will be presented to the council covering this service by the officers concerned, which should be approved by the marshall before payment. it might be mentioned at this time, that no trouble of any consequence whatever arose during this week, and it was not found necessary to make any arrests. This I attttbute in great part to our precaution in providing sufficent police force to cope withany possible emergency that might have arisen. There wer-z no cases of disorderly or improper conduct brought to my attention, and perfect order was at all times maintained on the grounds and in the vicinity of the amusement grounds. • f � •or Town of Edgewater, rlorida.
