H. Lohman, Chairman /6/.4eeteh e. 1g27 Your committee on Drainage begs to submit to the Honorable Mayor and Council the following report of it' s action in the matter of drainage west of the Florida East Coast Railroad: Your committee met with elayor Zipperer and President Wilkinson since the last council meeting, and again went over the drainage situation as detailed below. Beginning at the trestle under the railroad's main track, canal "D" indicated on attached sketch was traced trough it' s entire route, ending at culvert "B". It was found that this canal is at present dry, and it was found that the canal was in need of cleaning, as well as lowering at points where it has filled up. It was also found that the bottom of the four pipe culverts "B" under the railroad' s Edgewater-Creighton cutoff is about 16 inches higher than the present water level in savannah "E" , which this culvert proposes to drain. Since water is at present standing at an estimated average depth of about six inches in this sava._r_ah, it is apparent that culvert "B" cannot perform it's full functions unless it is lowered a suitable depth. It would seem, frau the committee' s inspection, that these four pipes should be lowered about twenty two inches, thus permitting complete drainage of the territory bounded by the railroad tracks and Park Avenue. If these pipes are lowered, Canal "D" should also be lowered, in order to effect a positive flow northward. This lowering of canal "D" can be done at the time of cleaning same out at a minimum cost. It is therefore recommended by your committee that the Town of Edgewater open up, clean out , and lower canal "D" from the mouth of culvert "B" to the trestle under the railroad's main track; lowering of the canal to be sufficient to place the gradient of the canal below the bottom of the four pipe culverts "B" , as proposed hereinaft er. It is recommended that an auxiliary canal be opened, at a suitable depth, from point of panposed culvert "A" , to an int er- section with canal "D" at a suitable point; this canal to bear such gradient as will asbist in the efficient flwwigg of water away from the savannahs, and northward into the TJrnbull canal. It is recommended, however, that the opening of this proposed auxiliary canal be deferred until such time as it is demonstrated that the eff ‘`„r.. 'Alas/ existing canal "D" is incapable of habdling the flow; and it is also noted here that suah an auxiliary canal as recommended will be without great value unless a suitable culvert is placed by the railroad company underneath their Edgewater-Creighton cut off. It is recommended that the railroad company be requested to lover theexisting fourmpipe culverts a sufficient depth so that the bottom of the pipes may be low enough to allow a complete drainage of the territory lying between their main track, their Edgewater Creighton cutoff, and Park Avenue, more particularly referred to as savannah "E". It is noted, however, that the canal "D" should be completely cleaned out and put in proper coed tion before such request is made of the railroad companyl It is recommended that the railroad company be requested to place a culvert at the proper location under the Edgewater-Creighton cutoff, which location is indicated on sketch as "A" , and which location is believed to be approximately one half of the distance between the present culvert and the main track switch of the cutoff. The railroad company should be advised, when such request is made of them, that the Ton of Edgewater will, upon or before the completion of the culvert, arrange to provide an auxiliary canal from the mouth of such culvert , thereby making the same effective. Your committee feels that this drainage situation is deserving of the most particular attention from your honorable body. There are at present some residents of the town, living in the affected area, who are attempting to produce truck for the market. Your committee feels that all legitimate enterprises that might develops in the town should be encouraged, more particul- arly those of this nature. Under the present conditions, crops are invariably in great and eminent danger of being flooded, which conditions are not calculated to stimulate a greater amount of productiveness or industry among the residents of the town so affected. By control of the flood menace , conditions will be relatively much safer, and the drainage of this territory will release an area believed to be capable of intensive production. Your committee therefore recommends that the council gives erious attention to the matter , and apply all such remedies as might be within the reasonable ability of the to government to provide. Your committee feels that it has spent considerable time in going over this situation at various times, and respectfully urges that the council continue to use it' s findings as a basis of vigorous handling until such time as the condition is alleviated. Roy Mathewson, relative to his possession of certain maw,- etc., belonging to the Town a Edgewater. Mr. Brinckerhoff stated that I.'r. Mathewson denied having any property of the Town of Edgewater whatever. Upon motion by Mr. patch, seconded by Mr. Loirea.e , the report was accepted, end ordered spread upon the minutes. Clerk: The clerk reported in the matter of petition to open Live Oak Street end shell same, as follows: That no record could be found of the Town of Edgewater having accepted or received any right of way for such street , end no obligation • on the part of the Town of Edgewater to shell or otherwise maintain the particular portion of Live Oak Street in question could be developed. Upon motion by Mr. Patch , seconded by Mr. Brinckerhoff, the report was accepted, and ordered spread upon the minutes. MISCELLEAEOUS: Upon motion by Mr. Patch, seconded by Mr. Locoman, clerk was instructed to repturn petition requesting the opening and shelling of Live Oak Street, to the parties delivering same into the hands of the council, with the advice that inasmuch as such street had not been accepted by the council in behalf of the Town and inasmuch as there did not appear to be any obligation on the part of the Town of Edgewater to shell, open or maintain the partior. of the street as set forth in the petition, the Tbwn bf Edgewater could rot, et this time, agree to grant the request of the petlZon_ers, and that the same was respectfully returned. Upon motion by Mr. Patch, seconded by Mr. Brinckerhoff, clerk was instructed to consulek with the marshall regarding the enforcement of ordinance providing for the issuance of occupational license tax. Mayor Zipperer was authorized by the council to proceed with negotiations regarding the scraping and improvement of the Strand and other streets, arranging for scraper, pour and an necessary to get the streets in better condition.
