Gentlemen:
I hand you herewith my report for the first
half of May.
The following work has been done under my
supervision since our last regular meeting:
I have had a one ton truck and driver, and
two extra men, hauling shell on streets for three days.
The drainage canal from Park Avenue to the
Gababdy Canal, between the Dixie Highway and the Railroad,
has been opened through Highland Shores Subdivision at a
labor cost of $54.00. Two bridges were erected over
streets in Highland `:shores where canal was opened.
Lumber for these bridges was purchased from the Bond
Howell Lumber uo.
The drainage canal between Edgewater-Creighton
cutoff and Main Line of the Railroad has been completed
at a Lotal cost of $54.00. I have paid from my personal
funds labor costs as follows, and receipted bills are in
the h-ands of the clerk for same:
Labor on canal through Highland whores $54.00
Hauling shell on streets 12.00
gleaning canal west of railroad 6.00
Total $ 72.00
The Council is respectfully requested to
order warrant drawn to my order, as reimbursement for this
outlay. The payroll for this week will be taken care of
from my personal funds, and bills for same will be presented
at the next regular meeting.

the report of clerk M. L. Fullerwas ordered accepted and
spread upon the minutes.
Mr. Lohman, moved that the Uouncil go on record
as voting thanks to the clerk for the manner in which the
above report was prepared and rendered. Seconded by Mr.
Patch, and carried.
On motion by Mr. Path#, seconded. by Mr. Lohman,
clerk was instructed to prepare statement fran his report, to
be published once in each of the New Smyrna newspapers , and to
post several copies of this report in Edgewater at the usual
places.

DRA INAG ':
Mr. Patch reported that pipe ••as being unloaded
on the Edgewater Ureieton Cutoff of the Railroad, and that /
active work was in progress toward plating the ad3itional
openings in this line by the railroad.
ORDINANCE:
Mr. Brinckerhoffs report in re the building permit
matter was read by the clerk, which included a draft of an
ordinance to cover this matter. Mr. Patch requested that the
clerk lid take this report, and prepare a draft for an ordinance
covering the points mentioned by Mr. brinckerhoff, to be submitted
to the uouncil later for consideration.
G TERAL:
Mr. Leddin appeared before the council and requested
th:,t some action be taken to have vacantlots and property cleaned
and brushed, to avoid the fire menace. After considerable
discussion, on motion by ikr. Patch, seconded by Mr. Spicer, Mr.
Leddins request was accepted, and taken under advisement.
Mr. Patch moved. that Mayor Zipperer, Chairman Wilkinson
and Marshal Simpson be authorized to issue calls for the liew Smyrna
Fire Department when advisable. Seconded. by Mr. Lohman, and
carried..
The matter of the condition of Hamilton Streetawas
pointed out by the Mayor, and after discussion, the clerk was instructed
to confer with Hon. W. 2. Wilkinson, with a view of the Uounty taking
over the maintainance of this street as a deteour during the time when
*he Dixie Highway is closed north of the Gabardy Uanal.
Mr. Patch moved that ten dollars be appropriated for the
use of Mayor Zipperer in removing a tree maim and stump from the roadway
on Hat± ton Drive, seconded by Mr. Lohman, and carried.

SUMMARY
Due to the old bridge over the Gabardy Canal on Strand Boulevard
becomingveakened and unsafe, contract was let to Austin Brothers Bridge
Company, jointly with New Smyrna, for the construction of a creosote timber
bridge to replace it, at a cost of $3200.00. The cost of this construction
was equally divided between the City of New Smyrna and the Town of Edgewater,
each paying one half. This bridge has been completed, accented, and paid for.
The Strand at this point has been partly straightened out, the degree
of the curve at the bridge lessened considerable, and a fill constructed of
earth placed at the south eni of the bridge. This fill has been surfaced with
shell, and arrangements made to give it attention until it has thoroughly
settled. The cost of the fill to date has been §129.00, and same was built
under the directtion of Mayor Zipperer.

In January, 1927, Geo. I. 2ullerton and associates filed a petition
with the Judge of the Circuit Court, praying that the Gourt eliminate from
the incorporated limits of the Town of Edgewater approximately two thirds
of the territory then embraced within the Town, leaving the south line of
the Town at approximately Merrimack Avenue. Inasmuch as the granting of
this petition would have so weakened the Town that its continued existence
would have been problematical, attorneys were employed to defend this action.
The Town was successful in its efforts, due to the prompt and decisive
action of the Town Government and the persistent active efforts of Attorney
F. P. Whitehair. This suit caused the outlay of $749.85 altogether. This
amount, however, also includes the services of the attorneys in drafting
ordinances and resolutions providing for the regulation of Town elections,
and matters relating thereto.
The Town Marshal has been placed on a salary basis, in order to
command his services whenever it becomes necessary, and to provide police
protection to the 0ittzens of the Town. The Marshal has been provided with
all necessary equipment for the satisfactory discharge of his duties.
Particular attention has been given the curbing of reckless driving through
the business and more densely populated sections of the Town. A total of tam
arrests have been made for violation of traffic laws, and a large number of
drivers have been halted and ;warned. yuring the period of the exhibition of
the Florida Amusement Company, the police force was augmented with three
officers, and no disturbances of any nature took place during that time,
perfect order being at all times maintained, under the direction of Mayor
Zipperer and the Town Marshal.

As an aid to motorists who are not familiar with the limits of the
Town, speed limit signs have been painted on the surface of the Dixie
Highway at several points, in large white letters. 'These signs are in
addition to the signs already provided at the side of the road, and are
kept freshly painted by the Marshal without additional cost.

An office has been constructed in the VIA Hall, for the ulerk and
Tax Collector, and necessary equipment and fixtures installed to handle
the business of the Town satisfactorily.

A comprehensive system of accounts has been installed, whereby
each officer handling money is placed under bond, and required to keep.
a complete and intelligible set of books, and a complete record of every
transaction involving public funds. Each officer is required to make a
monthly report to the Council. These reports are audited by the Clerk, and
a fiscal statement, reflecting the condition of the Treasury, and reporting
all disbursements and receipts, is made monthly. These reports are available
for public inspection at the office of the ulerk, and reflect in detail just
how the money of the Town is received, and d sbursed.

Drainage conditions have received very active handling. All of
the main canals have been cleaned out, opened, and placed in good
condition, from Park Avenue north to the sabardy Canal. The Tom
Government has been successful in removing without friction all obstacles
to this work, and the drainage system is now in better condition to
care for high water than ever before. The Town ubvernment has also '31ti
been successful in securing the interest and the cooperation of the
Florida East Coast 'railway Company in the drainage matters, and 7W1
arrangements are practically complete to provide additional openings
unddr their #racks in Edgewater, which will assist in relieving flood
conditions when they arise.

A large amount of shell has been placed on various streets, and
especially at street intersections, where necessary. while the entire
street system of the Town has not yet been covered with this work of
repdxing, the work is going forward steadily at this time, at a minimum
of cost to the tax-payers. The Town is obtaining shell considerably
lower in price than heretofore, and the principal cost of the work is
in the labor, which is nominal. An advantageous arrangement has been
entered into °ith the county Commissioners, whereby in return for the
Town cleaning and brushing Park Avenue, which is a portion of a through
route west, the County will plow two streets in the •Town. in this
manner, the accomplishment of both has been done with the expense of
only one project.

Particular attention is directed to the fact that the Council,
and the Mayor, as met on an av=rage of once each wedt during the
six month period covered by this report. in many instances the body
has met still oftener, when the pressure of the business of the Town
made it seem advisable, in order to give to each situation as it
arose the proper, careful and just consideration it merited.
The committees of the vouncil have been active in their individual
fields. The records of the clerk reflect many conditions which have
been the subject of much study and exhibit the active interest of the
Committees, among them notably being the drainage, finance, street and
ordinance matters. it's also well to note that in the case of each
of the committees, the entire Council has been disposed to assist in
the several undertakings of individual committees.
Finally, it is remarked that each individual connected with the
Town Government has given most freely and willingly of his time,
whenever called upon, and whatever the occasion; although no member
ofethe council receives any remuneration. Only three of the Town
officers receive any pay, those being the Marshal, the Tax Collector,
and the clerk. The costs of Mayor's Court are added to fines
assessed, and other than this source, the Mayor receives no remuneration.

ZVHEEAS, it is deemed to the best interests of the
people of Edgewater, and of thek Town, to make an
appointment to fill this vacancy, said appointment
to empire at the completion of the present term of

Statutes of the S4ate of Florida.
Sec. 2. The Town ulexk is hereby appointed to
fill the unexpired term of Tax Assessor.
