REPORTS OF OFFICERS: t
•
Clerk reporte r on following matters:
As Tax Assessor, reported that arrangements had
been completed with Engineer N. A. Hotard to make a map of the
Town of Edgewater, primarily for assessment purposes, and that
work was expected to actively begin on the same immediately.
Also that work would also immediately start on Assessment maps,
to be prepared by Clerk, so that both sets might be completed
at approximately the same time, and that no delay would result
to the completion of the assessment roll.
As Clerk, reported that in reference to the matter
of drafting an ordinance providing for the issuance of building
permits, that due to the very large vo1umn of e,rtra and additional
work that was left to the clerk to carry through, this
ordinance had not yet been drafted, but that the same was being
kept in sight, and as soon as the bulk of the more important work
in connection with the offices of Tax Collector, Clerk and Assessor
was disposed of, that this matter would receive attention.
As Deputy Tax Collector, reported as follows: Mrs.
Maybelle Lctiman, renular Tax Collector, was called out of town on
June 4th, Saturtlay, account of serious illness in her family. Due
to the short notice in connection with her trip, and the lack of
sufficient time in which to make other arrangements, Mrs. Lohman
appointed M. L. Fuller as Deputy Tax Collector, to handle the business
of the office in her absence, more particularly the Tax Sale, which
was held. June 6th. This sale was properly conducted on that date,
and all property upon which taxes had not been paid prior to the time
of actual sale, were sold for non payment of such taxes. All such
parcels upon which no outside bids were received, were bid in for the
Tam of Edgewater by the Deputy Tax Collector, as provided by law.
142
*.„10.)
The accounts of the Tax Collector were then automatically
releeved of all collections, and the sax Collectors account
closed, pending full settlement and submission of regular
final report by Mrs, Lehman on her return to the city.
The Deputy Tax Collector suggested, that in view of
the immediate necessity of striking a balance on the amount of
the Tax Sale to be charged into the account of the Clerk, that
warrant be drawn to the favor of Deputy ax Collector to cover
collectors fee of fifteen cents per parcel sold, as provided by
law; upon the issuance of such warrants, the amount of the same
to be immediately charged to the Clerk for collection along with
other costs incurred in the stile of the property. It was
understood that this warrant would be accepted by the Deputy Tax
Collector, and that the proceeds of the same would be divided
between himself and the Tax Collector upon an equitable basis,
relieving the Council of further obligation in this respect.
The Deputy Tax Collector also suggested that in the
matter of the recording of such lands as were sold for taxes,
in accordance with law, that as a certified and correct list
of such lands had been made and prepared as provided, for
submission to the clerk of Circuit Court at Deland, that this
be done immediately, and the cost of such recording to be pro-
rated among the delinuents, and the costs of same as pro-rated
to be charged into the account of the clerk for collection along
with other costs and charges.
After discussion, Mr. Patch suggested that Deupty Tax
Collector, before submitting list to Clerk at ueland, call the
Clerk on te '_ephone, and determine just what the expense of the
recording would be before proceeling, and that if the expense
appeared to be prohibitive, to withhold action until next meeting
of the council.
Mr. Wilkinson also suggested that in view of the fact
that warrant for collectors fee of .15¢ per item was being drawn
in favor of :Deputy `ax collector, that records of the meeting
should indicate that this was being done under the xpress
understanding that the obligation of the Town in this connection
was being fully and completely discharged, and that any settlement
of the warrant between the Tax Collector and the Deupty Tax Collector
would rest entirely between those two officers.
With these additions, the report of the clerk was accepted,
and warrant ordered drawn in f-'.vor of Li. L. r'uller, Deputy Tax
Collector, in the amount of $57.15, covering tax collectors fees
for holding tax sale June 6th, 1927, and for preparing records,
certificates and other details incidental thereto, in full payment,
upon motion by Mr. Pitch, seconded by Mr. .brinckerhoff, and carried.
(Clerk's note: This warrant as referred to next above, satisfies
all obligations of the Town in connection with sale and collection
of taxes, exception the regular commission due to 'lax Collector fcr
collection of items collected prior to June 6th, 192 7, and which
latter commission will be 'lue upon presentation of final report from
Lax Collector. )
Upon motion by Lir. brinokerhoff, seconded by Lir. Patch,
the meeting was adjourned.
