Mr. Mershon: Requesting permission to
construct a railway for handling boats into and out of the
water at the foot of Pine Bluff Street. On motion by Mr.
1 Brinckerhoff, seconded by Mr. Spicer, the communication was
referred to the Building committee Byr investigation and
report.

TO THE HONORABLE TOM COUNCIL,
TOWN uF EDGENATER, FLORIDA.
Herewith I submit my report of various
projects handled under my supervision.
A new bridge was built on Ocean Avenue,
on account of original bridge having been destroyed by
fire. Labor cost on this job was -;3.00, covered by
payroll 1o. 10, which has been paid. Lumber for this
bridge was purchased from the Bond Howell Lumber vo., and
amounted to $11.33, for Waich bill is in hands of the
clerk.
Removing trees, and stumps on Hamilton
Drive, and leveling street off, labor cost $18.00. This
work removed a serious menace to traffic on this street,
by making the street wide enough to accommodate traffic
in both directions through its entire length, doing away
with the "bottle neck" that existed previously at the 4
east end of this street. Payroll Bo. 7 covers, and has
been paid.
repairing approaches to bridges on
Park Avenue, Labor 0.00. Payroll ao. 6 covers, and
has been paid.
The drainage program has been finally ty�
completed as far as author/sled, the last labor outlay y�
being $9.00, as covered by payroll No. 9, which has been Clo,, r
paid. This completed the cleaning of ditch west ,f the (
FEC main track. All drainage ditches and canals have
now been cleaned and brushed, and should be in good condition,
that have been maintained by the Town.
Shelling streets, labor costs $18.00, as
covered by payroll No. 8 and 5, which have been paid. This
includes labor in placing shell on Hamilton Drive, and at
a number of street intersections, and on fill at new bridge.
Truck hire for this work amounted to 014.00, which has also
been paid.
All roxk assigned to me for handling has
been carried through to a conclusion, and all expenses incurred
by the Town in this connection have b=en defrayed, excepting
$11.33, due Bond Howell Lumber company, for which bill will be
presented tonight.
In connection with work on Hamilton Drive,
the County Authorities have had this street scrIped, in
consideration of its use as a detnour during construction work
on Dixie Highway north of Canal. No doubt the County will
arrange to give assistance in maintaining this street during the
balance of the construction period.

TO THE H0NOR BLE MAYOR AND TOWN
COUNG L OF EDGE WATER, FLORIDA:
I hand you herein my report of the affairs
of the office of Tax Collector, as administered by me from
June 4th to and including June 6th, 1927. This report
covers in detail, matters which were verbally reported upon
at your last regular meeting.
In arranging necessary details to permit
tax sale to go forward without hitch, in the short length of
time from June 4th to noon of June 6th, a great deal of
painstaking and accurate work was necessary. I am pleased
to report that in taking care of the physical work incident
to the sale; and in the actual conduction of the sale itself ;
and in every detail and particular of this most important
matter, for the first time in the history of the Ton of
Edgewater, it was not found necessary to go outside of the
Town Officials for any aid, assistance or advice whatsoever.
Every detail of this work, beginning with the compilation of
list of unpaid taxes, up to and including the final actual
sale of such property was performed entirely by regularly
elected and appointed officers. In summing this work
up, it is interesting to note that it was necessary to list,
and relist, unpaid property, including descriptions, names,
amounts, etc., five separate and distinct times. It was
necessary to issue and sign and number three hundred and
ninety tax sale certificates, each containing full and complete
and detailed information. It was necessary to rewrite this
list, conitttin;, after deducting taxes paid after issuance of
certificates, of three hundred and eighty one items, in long-
hand,
in a bound book record, and to make provision for future
closing out of each item in this book record. In holding the
actual sale it was necessary to offer each of the three hundred
and eighty one items separately.

These amounts will be incorporated in the usual
monthly fiscal statement next following, and have been accounted
for as shove. The amount of $1053.36, as bid in for the Tarn
of Edgewater, has been charged into the account of the Cleat for
collection as delinquent taxes, together with such interest charges
and redemption fees ant accrue in each"individual instance. The
Clerk will be required to report to the Uouncil monthly, as to
the status of the "1925 DELIN:::UEET ACCOUNT" and the "1926 DT_ZINVUENT
ACCOTJNT" separately, and separate from all other accounting. In
this way, your body will be kept advised as to the exact status of
each account, as it is now charged to clerk for collection.
The Tax Collectors fee of fifteen cents for each
certificate issued hask been paid to me, and due accounting will be
made with tax collector in settlement of this feature, upon the
return of the tax collector to the city. This fee is included
in the above amounts, as is the costs of recording at Deland.
Costs of recording the certificates in Deland
amounted to $12.00, for which bill is in the hands of the clerk.

The. cost of this recording in the clerks office
at Deland is based upon 20$ for the first hundred words, and
10$ per hundred words thereafter. Due to the small amount involved,
it is practically impossible to definitely determine just what
portion of this cost each item should bear, as each item consists
of a different number of words. Accordingly, I have pro-rated
this cost among the remaining certificates, at a rate of three
cents per item, or approximately $11.50 total. That is the
nearest apportion that can be worked out to the exact amount, and
not bring about an overcharge.
The total amount of the pro petty bid in for the
Town is bearing interest at the rate of 25% pe r amnum for the first
year, and 8% thereafter, and as the certificates are redeemed in
each instance, such interest will be collected by the clerk, and
remitted to the Treasurer along with other funds.
It is here called to the attention of the Finance
committee, which the undersigned believes to be worthy of special
attention, that when the Finance Committee takes up the matters
of revision of accounts, etc. , before the end of the present year,
that the Finance Committee look into the matter of establishing
a separate interest account, to receive such items as those
mentioned. This will, of course, not be worth while unless
the Finance Omni' tee sees fit to divide the revenue of the Tom
into General and Special Funds, to be accounted for separately.
In concluding, they undersigned wishes to state
that nothing has been left undone in the conduct of the Tax Sale,
and matters -pertaining thereto, in an effort to handle it in an
entirely proper and correct manner. On the contrary, every
effort poseible h, s been put forth to see that proper and intelligent
records were made and maintained, and that the entire proceedings
might be proper in every respect, and that no unfavorable comment
might attach to the Town or any of its officers through its conduct
of the proceedings. It is particularly desired to th,hnk Mayor
Zippe rer and each member of the Council for their complete and
hearty cooperation in these matters, which has been received whenever
they were called upon.

Upon motion by Mr. Patch, seconded by Mr.
Spicer, the report of Jeppty Tax Collector was accepted, and
ordered spread upon them minutes.
Upon motion by Mr. Lohman, seconded by
Mr. Brinckerhoff, the Deputy Tax Collector was commended
for the manner in which the tax. sale, and records and reports
incident thereto, was handled.

Mr. Patch moved that Marshal be authorized

to purchase screen cloth for purpose of screening windows in
VIA Hall, it being understood that Marshal was to install the
screening. Seconded by Mr. Brinckerhoff, and carried.
Mr. Patch moved that Marshal procure
necessary labor, and have the VIA Hall cleaned, and windows
washed, having walls cleaned, etc. Seconded by Mr. Spicer,
and carried.

Mr. Patch moved that Marshal procure necessary
labor, and have the grounds in the immediate vintkity of the VIA
Hall cleaned and improved, having all trash and rubbish removed
and burned, and the grounds otherwise cleaned and made more
presentable. Seconded by Mr. brikcnkerhoff, and carried.

catch, the matter of the handling of police bonds in connection
with the arrest of parties named Vorberg and Bishop for traffic
law violations, was ti. red over to Mr. Spicer and the clerk for
handling.
