It is recommended that the Council study. the process of collection of taxes for the past fiscal year, with a view of making some changes which appear beneficial. It is thought that the penalty of 5% which has been added after February 1st sheuld be eliminated, and the millage raised. After raising the millage, provision to be made for allowing a discount before Febenary 1st. The net result will be the same, and the different procedure will allow a more accurate method of accounting, and will, perhaps, be more satisfactory to the tax payers. It is also noted that the method of assessment hs been changed, and the great number of individual bills done away with. This will result in better operation of collections also. The *ttention of the Council is also directed to the great amount of accounting. in connection with t' is Ii work, and to the absence of office apnliancsi to properly { handle it. It is felt that the addition of a small F adding machine to the office e7uipment before the next tax collection is begun will greatly facilitate the work, and enable the collector to handle it in a much more efficient manner.
