j NUTES OF REGULAR MEETING TOWN COUNCIL TOM OF.
EDGEWATER, FLORIDA HELD DECEMBER 4TH A.D. 1928.
Meeting called to order at 7:30 P .M. by Pres.Patch.

above bills , with exception of bill of Geo.rl.Abbott
for : 115.00 , were ordered braid.
Discu si0n by Pres .Patch on the Abbot bill dev-
eloped that according to his knowledge and understand-
ing, there had been no agreement made with Abbot to
rent or buy the scraper. 1:r.P atch stated that r.Abbott
loaned the scraper to the town gratis. ,
After general discussion by all present it was
unanimously agreed that Clerk return bill to Lr.Abbot
with request that he advise the Council what Town Officer
rented the machine from him and then.
COMMUNICATIONS:

At this juncture Mrs.Belinda Morgan, who
was present, requested permission to address the Council,
request granted and Mrs. yor an then read a peition from
The Hawks Park klub, requesting the Council to place a
street light at the intersection of Streets at the '+omans
Club.
Motion by Marx, seconded by Moore , that
petition be received and referred to Street Coniittee for
investigation and handling. Carried.
Mrs..riardwell, then asked Councils permission
to read petition signed by residents in the immediate vic-
inity of the intersection of Conn .a Ave . , and Fernald
Sts. , requesting Council to have a street light installed
at the intersection of these streets .
Motion by Marz seconded by Moore , that pet-
ition be received and referred to Street Committe- Carried.

Minutes Dec 4th- continued- Wage 2.
Mr.Marz presented his resignation as a member of
By-Laws and Ordinance Committee. Pres.Patch declined
to accept the resignation.
Discussion by Mr.Aenwick as to committee appointments .
Mayor Lembeck was heard on the subject of the Mayors
duties and priveliges as regards the Council, in which
it was developed that the Mayor had no legal authority
to open or close meetings of the Council.
The following Resolution was then read by Clerk.

A RESOLUTION AUTHORIZING AND ELTOWERING
THE TOtN COUNCIL JEJ THE TOWN OF EDGEy°dATER
TO APPOINT COMJaTTEES OF SAID TOWN COUNCIL;
DEFINING THE POWERS OF SAID CO TTEES;
AND RESTRICTING THE POWERS OF SAID COTE TTEES
WHEREAS , the Town Council of the Town of Edewat r
Volusia County, Florida, deems it advisable and to tIe
best interest of the people of the said Town of Edgewater
to provide for the appointment of committees of the *aid
Town Council in order to facilitate and expedite the
handling of matters necessary to the general well-being
of the said Town of Edgewater, AND
WHEREAS, it becomes necessary at this time for
the said Town Council of the Town of Edgewater to arrange
for the formation of such committees , and to define and
restrict the powers thereof , NOW THEREFORE
BE IT RESOLVED BY THE TOWN COUNCIL OF THE TO IT OF
EDGE WATER, FLORIDA, AS FOLLOWS :
Section 1. That the Town Council of th; Town
of Edgewater, Florida, shall appoint from its members ,
exclusive of the President of said Town Council, the
following named committees of said Town Council , to-wit:
Street Committee , Finance and Auditing Committee , Drainac
Committee and Ordinance committee. The aforesaid committees
shall exist and function during the pleasure of the Town
Council.
Section 2.. That eac' of the afoirenamed
committees shall consist of a Chairman and one member.
The member of any committee shall function as Chairman
of such committee during the disability of the Chairman
of such committee.
Section 3. That the Street Committee shall
consist of a Chairman and one member, who shall be
appointed by the Town Council, and who shall serve duri_rg
the pleasure of the Town Council; and shall recommend t.
the Town Council such actions as its periodical investigations
may develope to be necessary for the maintenance of safe
and proper streets , highways , bridges and docks ; and shall
also have supervision over the work of the Town Council
in connection with its action in building, repairing , add
maintaining such streets , highways, bridges and docks as
may be from time to time undertaken by t T0131 Council.
The Street Committee shall also have supervision over tI
lighting and illuminating of the streets of the town, nd
shall from time to time present to the Town. Council its
recommendations regarding the curtailment or extension of
street lights , as its investigations may develipjr necesswry
and to the best interests of the Town of Edgewater.
Section 4. That the .finance and Auditing
Committee shall be composed of a Chairman and one member,
who shall be appointed by and serve during the pleasure
of the Town Council; and it shall be the duty of the .einance

and Auditing Committee to oversee the financial accounts
of the financial officers of the Town of Edgewater; and
to approve all bills and accounts for payment by the
Town Council, with regard to the necessary funds being
in the treasury of the said Town for payment of arch bills
and accounts at the time same and rendered and approved;
PROVIDED that all bills and accounts must also be approvdd
and ordered paid by a majority vote of the Town -ouncil
before a warrant shall issue in payment of same; and it
shall be the duty of the Finance and Auditing Committee
to recommend from time to time such improvements and
changes in the system of financial accounts of tip
officers as i . may deem necessary and to the best interests
of the people of the Town of edgewater.
.section 5. That The Drainage Committee shall
consist of a Chairman and one member, Wo shall be
appointed by and serve during the pleasure of the Tonn
Council; and it shall be the duty of the Drainage Committee
to investigate drainage conditions in tIB Town of Edgewat_r,
to report its findings to the Town Council, and it shall
have charge of any work undertaken by the Town Council in
connection with drainage matters.
Section 6. That the Ordinance Committee
shall be composed of a Chairman and . one member, who
shall be appointed by and serve during the plesu e of
the Town Council; and it shall be the duty of the Ordinance

Committee to prepare and submit to the Town Council
such ordinances as it may from time to time direct ;
and it Mall further be the duty of the Ordinance
committee to investigate carefully the ordinances of
the Town of Edgewater in effect at this time , and to
report to the Town council the result of its investigations ,
and to recommend to the 'Town Council the advisability oL
revising the ordinances of said Town of Edgewater so as
to include all matters necessary to the prope r anl good
government of the said Town of Edgewater, and to eliminate
such ordinances as may have become obsolete; and in the
event of the Town Council ordering such revision of
ordinances , the revision shall be done under the
supervision of the Ordinance Committee , who shall 1. eport
to the Town Louncil its final findings and recommendations.
Section 7. That nothing in this Resolution
shalibe construed to in any way limit or restrict •the
powers of the Town council as they may now exist.
Section 3. That the Committees named in
this Resolution shall have no powers except those
specifically conferred by the Town Louncil; and no
Committee is empowered to proceed with any project of
any nature whatever except upon the specific authoritor
and approval of the Town Council of the To n of Edgewater.

adopted as read. Pres. patch ordered vote by Roll Call

Aid. arz, made motion, seconded by Ald.Goodyear, that *td.
Renwick, be appointed Chairman of Street Committee , and
that * d.Moore be appointed member of Street Committee .
Carried-
Motion by Ald.. Moore seconded by Ald. Marz , that Ald. Good-
year , be appointed Chairman, and that Ald. j'enwick be app-
ointed member of Finance and Auditing Committee. Carried.
Motion: by Ald. Goodyear, seconded by Aid. Renwick that
Ald. Moore be appointed Chairman of Drainage Committe , and
that Ald. Harz be appointed member of Drainage Committee .
Carried.
Motion by Renwick seconded by Ald. Moore that Ald. Mari bg
appointed Chairman of, and Aid. Goodyear, member of, Ord-
inance and By-Laws Com lttee . Carried.
Mrs.Cofrfin, who was present, asked permission
and addressed theVCouncil relative drainage and street lights
on Park Avenue ..
The matter was unanimously referred to Street
Committee for proper handling.
REPORTS OF OFFICERS :
Clerk read Clerks , Lreasurers , and
Fiscal Deport , for month of November. Upon motion by Aid.
Renwick seconded by Ald. .ianz, the reports were accepted,
and made a part of these minutes.
Miss Gilson, at this point asked per-
mission to address Council, permission granted , and Miss
Gilson, gave a hearty and cordial invitation to the Mayor
and council to attend the box supper at V.I .A. Hall , ':ed.
P.M. Dec 7th, at 7:30 oclock. Miss Gilson, was thanked by
.Mayor Lembeck and Pres .Patch in behalf of the .yor and
Council for the invitation.
NEW BUSINESS:
Clerk asked if any record of assessments
for taxes , Sou.Bell 12el & lei Co . , or Postal 1 el. Co.
Discussion developed that neither of these Corporations had
ever paid any Town raxes , and Clerk instructed write State
Comptroller, for assessment..
Motion by Marz, Seconded by Goodyear that
Street Committee have sign at South Canal and Strand, to
direct traffic from Strand to Dixie nigh'; ay, painted, at cost
not to exceed $5.00. Motion carried.
Marshall Simpson instructed to gee Ex-Mayor

Simpson instructed to pay r. ipperer $1.00 to be re-
imbursed by The Town Council .

Motion by Harz seconded by nenv ick that Town use List of
Voters, furnished by County Supervisor of "egristration
for the 0eneral Election November 12th, at the Special
Election to be held December 12th. Motion carried.
Clerk instructed to notify r.E .N.Dewitte , that he is
appointed Special Police for Poll Duty, at the Special
Election to be held December 12th. 1928.
Motion by Moore seconded by "enwick that meeting adjourn
until 7 P .M. December 12th.

`"ayor Lem eck, raarorted that negotiations relative filing
cabinet at State ank, had been made , and Clerk instructed
to call on State rank and examine the cabinet , and report
to Council his reccomendation. Mayor Lembec' ,a S . tated that
he had secured a safety deposit box at the ` k for
the use of the Town in placing their most valuable papers .
The Clerkir ate repartunf Election Board of the :target
Special Election held December 12th. Motion by "enwick
seconded by Moore that report be received.
The r'ollowing Resolution was then read by Clerk. Upon mot-
ion by Renwick seconded by Moore the Resolution was adopted
as read. ,
Mayor .1Jembeck then adlainistered the Oath of Office to P .H.
Simpson, who was declared elected Marshall of the Town of
Edgewater.
Motion by Ald. Marz seconded by Ald Moore that meeting adjourn
carried.
