traffic on Highway near Cemetery, to where it would be safe
for the persons using Highway. He was instructed to wear his
cap and badge , as his authority.
and Mr.Bigelow,
i.r. nyder nnn Mr.Hart7were present and asked permiss-
ion to address Council relative thefts from Orange Groves.
Mr.Snyder was heard from and he stated to Council that he and
Mr.Bigelow, who owned orange groves in the Town were suffering
from thefts of Oranges , and stated that he and Mr.Bigelow had
endeavored to secure the co-operation of other grove owners in
the town to jointly employ a watchman for the groves. Being un-
successful they had decided to appeal to the Council for some
assistance , since the matter was not confined to themselves alone
but was causing other tax payers considerable loss. 1r hart and
Mr.Bigelow corroborated Mr.Snyders statemnnts , and Mr.Hart ur-
ged; Council to consider measures for the apprehending. and even-
tually if possible , stopping thefts from groves in the Town.
After considerable discussion by the Council, viewing
the question from every angle , Council decided to bear a port-
ion of the expense of having all groves in the Town watched for
a period of 30 days. Mr.Snyder and r.Bigelow were then infor-
med that Council would appropriate and pay to them :x35.00 to
be used to help defray the expense of watching groves at night.
It was definately understood and agrred by Messers anyder and
Bigelow that watchman employed by them would not confine his
efforts to just the two gravest but would diTide his time and
watch all of the groves that were suffering from thefts.

Council pay the sum of . 35.00 to Mr. Snyder for Grove protect-
