MEETING called to order at 7:30 P .M. by Mayor Lembeck. MINUTES of adjourned Meeting held Jan 2nd 1999 , were approved as read. BILLS: The following bills were ream by the Clerk; New Smyrna News Co. , 12.00 New Smyrna Breeze 1. 50 • Upon motion by Marz seconded by Moore , the bills were ordered paid as read. REPORTS OF OFFICERS: Clerk read reports of Cler,Treasurer and Fiscal Statement of Clerk. , for month of December, 1928. Upon motion by Renwick seconded by Moore , reports were accepted as read. Motion carried. Mayor Lembeck reported that the Fid- elity Bank advised that they would consider the matter of furnishing the Town a safe deposit box without chare . REPORTS OF COMaaTTEES : Ald. Renwick stated that stump on Park Ave , near VIA hall, had been removed at a cost of 1 and recomended that Mr.C .A. illiams be rendered a bill for the cost of same , sinee ilr. illiams moved the tree without authority of the Town Council. FULLER MAYOR rEASURER CLERK TOWN OF EDGEWATER v VOLUSIA COUNTY FLORIDA January FIRST 1929 To the President and Aldermen of the Council of Edgewater , Florida Gentlemen: - In as much as this is the beginning of a ivew Year, it seems fitting that I should take this opportunity to wish you success in all your civic under- takings, and prosperity and happiness to you each, in your private ones. As your ;Mayor, I wish to thank you for your courteous cooperation in our civic relations , and I trust that these relations may continue throughout the coming year. As a citizen of this community I wish to express my real appreciation to you, for the labor, thought and time that you are giving to this town. You have been in office long enough now to be seriously considering some permanent progress for the future , and you are undoubtedly considering various plans. You are faced with certain stubborn financial facts, which will call for a very careful and conservative expenditure of your income and this will, of course, limit you from a very pretentious plan for permanent improvements. however, it is my sincere hope that you will find some way to further some such plan, during your term of office, that will be of permanent and mutual benefit to the entire community. You may rest assured that no matter what you undertake you will receive some adverse criticism, but don't let that stop you from doing something, and if you are unselfishly honest in your choice of endeavor , you will find that the majority of our citizens will back you up, and will be grateful for your efforts . 398 E ^ R. C. FULLER E. A. LEMBECK MAYOR CLERK TOWN OF EDGEWATER VOLUSIA COUNTY FLORIDA -2- The close financial condition that has been apparent in the last year can justly take up some of your consideration. If you can operate your town's business on a lesser income than you now receive, and still maintain a reserve, you should consider a reduction of taxation. You must be mindful that assessed valuations are constantly changing, and this is especially so in a locality where there has been an inflated or untrue value placed on property. Make sure that your present income is derived, in as equitable a manner as is possible, to assess property. If your present ordinances do not cover the necessary ground for you to work or if you feel that they should be revised, be assured that I will cooperate in every way in helping you to bring them up to date. Yours, Gentlemen, is no easy task, even considering that our town is small, for anything worth- while doing requires plenty of work, and I have every reason to know that you will accomplish these things and more besides. It is with a decidedly pleasant feeling that 1 look forward to this year and my civic relations with you and the entire personnel of your organization and I again wish you the best of luck for the New Year. GentleMen: L We the Street Committee, of this Town of Edgewater Florida on -this Fifteenth day of January nineteen hundred and twenty nine make the C f oll cm ing recommendations: "treat lights: Park Avenue: We recommend that two lights be placed on Park Avenue, between The Highway and the Rail- road, one directly over the first drain ditch west of said Highway and the other between drain ditch and the Highway. Our observation of -this porticn of Park Avenue influences us to rake this recommendation account the darkness, as well ea it being hazardous to pedestrians and motorists as well, especially at the drainage ditch. At this point the road is narrow, the coverings over the ditch at the sides of the road is in such condition that they would not support a vehicle, which increases the hazard and possibilty of a claim or claims against the town for neg- ligence. We also recommend, if it comes under the juris- diction of this committee, that authority be given for the repairing, or renewing of these coverings. t Jo also recommend that streets be given necessary attention after the next rain, by scrapping or filling in some of the bad places with shell. The streets needing attention the most as we have thus far observed, are Park Avenue East and West of the Dixie Highway, River Front, Street along Canal Known as the 'outh Canal, north limits of the Town of Edgewater. Vie also recommend the dumping shell, approximately Four (4) Ygrds, at the street or driveway of one on the Dixie Highway, next to Hotel Sunshine l4anor. Gentlemen*- We the Streets Comr::ittee, of this Town of Edgewater on this Fifteenth of January Nineteen hundred and Twenty Nine submit the fol- lowing report and recommendations* REPORT Arrangements made with The City of Newsmyrna, Florida for the setting of one or more poles in the immediate vicinity of intersection, Conneticut Ave and Fernald Streets for the placement of one linght, (LUMINUS or OTHERWISE) to be maintained and used as a street light, meintainence of which to be borne by the City of New- Smyrna at the contracted rate of $30.00 per annum. Through a misunderstanding on the part of the Electric Department of the city of Newsmyrna (Mr. Moore and one of his Foreman) Two light poles were placed on Park Ave between the Highway and first covered bridge on Park Ave. We discussed the proposition with Mr. Moore and Mr. Ferris on a recent date, relative to the lighting of this street they advising us they would give us two lights and not take out any trees, and would only he necessary to cut a few inside limbs from some of the trees, at the same cost per light as furnished elsewhere within the city limits of Edgewater Florida. de were_ to see Mr. Wilkinson, relative to the scrapper for working on the streets after the first rain, as was suggested would be the opportune time for such work, and we have the following report to make as to the costs of this work. Motion carried. y' 'a BUSINESS : Mr.Leddin who was present offered the foll- owing petetion, signed by a large number of Citizens , (See Petition designated as exhibit "An) attached to these minutes) Motion by Marz seconded by Renwick that Town Council appropriate a sum not to exceed $100.00 , payable to The Chairman of The Committee of Ten, named in the petition, for the purpose of repairing the Dock known as the Town wharf. Motion carried. Mr.Shellenburger, addressed Council, stating that he was a 'member, together with 1ur.Leddin, appointed by the V.I .A. , to ask Council to co-operate with. the VIA in making necessary plans to fill in vacant lot adjoining the Town Hall, and Mr.Shellenburger reccoruended that this could be partially done by cutting down Park Ave , a depth to be agreed upon. Mr.Ashcraft , Pres. of the V.I .A. , gave the Coun- cil a brief history of the V.I .A' s efforts in the past to accomplish the filling in of the lot mentioned, was received by Council with enterest. Motion by Marz seconded by Ald. Patch that Street Committee be instructed to• meet the V.I .A. Committee and, make its reccomendations to Council. Motion carried. Motion by Marz second- . +y Moore that Council adj ourn, carried. • gar • 3 • Edgewater, Fla. Jany 15/29 To the Honorable Town Council, of Edgewater, Fla. Sirs; Your Bridge and drainage Committe have investigated the bridge over drainage ditch crossing Park Ave., west of the Dixie Highway and finds same dangerous to traffic and recommends its immediate repair. At a meeting of the Council held on Jany 2nd, Mr. Marz stated he would give an estimate of the cost of repairing same. Upon further investigation relative to repairing same and to the problem of drainage along Park Ave., near the Old County Road, we find that conditions are such as need careful study before steps to repair this bridge are taken. We have investigated the drainage complaint made by Mrs. Coffin, Mr. Michael and other residents in that section relative to water flooding their lands. We find that this water comes chiefly from the South -side of Park Ave., the water draining through a small culvert crossing Park Ave. , near what is known as the Old County Road. The closing of this culvert will eliminate the present flooding of these lands but in that event other disposition will have to be made of the water. Your Committe recommends that in the event this culvert is closed, that a drainage ditch be dug paralelling Park Ave., from the intersection of Mrs. Coffin's corner, (name of street unknown) draining into the larger ditch which eventually drains into the South Canal. In order to do this, it will be necessary to grade, or cut down the knoll between these two present ditches and if this be done, °: e recommend that two lengths of suitable double concrete pipe be laid on either side od large drainage ditch, using the dirt from the knoll to widen the bridge and also to widen Park Ave., where needed. Now if this be done, it will force a surplus of water into the large drainage ditch and as same is badly filled in with brush, etc., we believe it might cause lands through which it flows to become flooded, unless same is widened and deepened. We believe it will cost not less than $200.00 to properly widen and deepen this drainage ditch from Park Ave to the South Canal, a distance of about a mile and a quarter. It would probably cost another X150.00 or more to dig the ditch paralell- ing Park Ave., grade the knoll and widen the bridge, and as there has only been appropriated 3 ',-0 =► for drainage and bridge work for the year 1929, it seems as if these permanent improvements cannot be made unless money is used from some other fund. If the Council does not approve of these improvements, we then recommend that the bridge be widened as above mentioned, so that if in the future these other improvements are made, the bridge and culvert will not have to be rebuilt.
