MONDAY JULY FIRST. A.D. 1929- FCR THE PURPOSE OF RECEIVING THE RE- PORT OF THE CLERK FOR THE 1929 TAX ROLL AND TO HEAR AND CONSIDER COMPLAINTS- MAKING ADJUSTMENTS I F FOUND NECESSARY ON SUCH COMPLAINTS. FURTHER TO CONSIDER BUDGET FOR 1929- 1930 I F TIME PERMITS SIGNED E.A.LEMBECK MAYOR ATTEST R.C.FULLER CLERK REPORTS. CLERK FULLER TENDERED THE REPORT OF THE CLERK AND TAX ASSESSOR COVERING THE PRELIMINARY TAX ROLL FOR 1919. UPON MOTI ON BY ALDERMAN RENWI CK SECONDED BY ALDERMAN MOORE THE REPORT WAS RECEIVED AND MADE A PART OF THESE MINUTES. CLERK FULLER THEN OFFERED THE PRELIMINARY TAX ROLL FOR COUNCIL TO CHECK REVISE OR CHANGE AR AS NECESSITY MIGHT ARISE FROM COMPLAINTS ENTERED AGAINST THE VALUATION PLACED ON PROPERTY FOR THE YEAR 1929. PRESIDENT PRO TEM MARZ ANNOUNCED TO THE PUBLIC THAT THE COUNCIL WAS READY TO HEAR COMPLAINTS REGARDING THE TAX ASSESSMENTS FOR 1929. MESSRS H.B. AND C.A. ASHCRAFT STATED THAT IN TI-I'; 1R OPINION THE ASSESSMENT ON THEIR PROPERTY LOT 4 K G ALVAREZ GRANT WAS INCORRECT ACCOUNT VALUE PLACED ON THE IMPROVEMENTS. COUNCIL DECIDED THAT THE VALUE OF THE IMPROVEMENTS SHOULD BE $Sso°-dd MESSRS ASHCRAFT ACCEPTED THE CORRECTION AS BEING SATISFACTORY. MR.M.A.SNIDER AFTER HEARING THE VALUATION PLACED ON HIS PROPERTY STATED THAT HE WAS SATISFIED THAT THE ASSESSMENT WAS JUST AND FAIR. MR. PAUL D. LEDD I N ASKED COUNCIL WHY HIS PROPERTY KNOWN AS THE FILLING STATION WAS INCREASED GREATLY OVER 1928. IT DEVELOPED THAT A VALUE OF $850 WAS ASSESSED IN 1929 COVERING THE IMP- ROVEMENTS ON THIS PROPERTY CONS I S I TNG OF A COMBINATION FILL- ING STATI ON AND DWELLING ALSO A SMALL OFFICE BUILDING. MR. LEDDEN WAS SHOWN BY COMPARISON THAT THE ASSESSMENT WAS P10T UNFAIR . THE VALUE OF THE LOT WAS PLACED AT 10.00 PER FRONT FOOT IN ACCORDANCE WITH VALUES PLACED ON SIMILAR LOTS I N THE 441 SHEET 2- MINUTES OF JULY FIRST A. MR.LEMBECK STATED THAT HE WAS SATISFIED AT THE VALUE PLACED ON HIS PROPERTY AFTER HE WAS SHOWN THAT IT COMPARED FAVORABLE WITH VALUES PLACED ON SIMILAR PROPERTY. CLERK NEXT READ LETTER FROM W.J.BIGELOW WHICH LETTER WAS ACCOM- PANIED BY A STATEMENT MADE BY MR. BIGELOW I N WHICH HE LISTED A NUMBER OF LOTS I N HIGHLAND SHORES I N WHICH HE WAS ENTERESTED OR OWNED TOGETHER WITH THE VALUES OPPOSITE EACH LOT LISTED AS MR. BIGELOW WOULD VALUE THEM FOR TAX PURPOSES FURTHER STATING THAT THE TOTAL VALUE OF THE LOTS SO LISTED WOULD BE $43-225. 00 . COUN- CIL CAREFULLY CHECKED THIS LIST WITH ASSESSMENT AS MADE BY CLERK AND FOUND THAT CERTAIN LOTS ON UNIMPROVED STREETS WEST OF DIXIE HIGHWAY WERE ASSESSED HIGHER TH THEY SHOULD BE. CLERK WAS IN- STRUCTED TO MAKE NECESSARY CHANGES TO CORRECT. MR.SNIDER CALLED ATTENTION TO ERROR I N ASSESSING MR.SHORT ALL OF LOTS 10 & 11 D.ALVARE2 GRANT. UR SNIDER STATED THAT MR. SHORT ONLY (MED 106 FT BY 350 FT OF LOT 11 AND THAT BALANCE OF LOT WAS OWNEW BY MR.SNIDER. CLERK WAS INSTRUCTED TO MAKE NECESSARY K CHANGE, MR.R OY MATHEWSON STATED THAT DEPTHS OF MS LOTS I N WILKINSON SUB FRONTING DIXIE HIGHWAY WAS 150 FT AND NOT 164 FT AS SHOWN BY MAP THIS DIFFIRENCE CAUSED BY HIGHWAY DEPT TAKING OFF 14FT WHEN REBUILDING ROAD. OW' Ot•' O ,l)O r; .A ,FLA• { A TO: TEE HONORABLE MAYOR AND TOWN COUNCIL, OF THE TOWN OF EDGE WATER, Gentlemen: I hand you herewith my preliminary tax assessment, covering all of the real property 'ocated within the Town limits of the Town of Ed;_;ewater, for the year 1929, totaling eight hundred twelve thousand four hundred four dollars ($312,404.00). In submitting this report I wish to call your especial attention to figures in comparison to those heretofore received regarding methods of making previous tax assessments. Therefore with an eye of justice to all, discrimination toward none, I have with the able assistance of Councilman Renwick, personally examined and assessed every building and dwelling in the Town, on the basis that is to the best of my knowledge and belief to be fair and equitable. You gentlemen realize that it is no easy matter to satisfactorily place values of any kind upon property at this time and doubtless there may be some apparent differences existing from this report, however, I urge you before changing any of the figures submitted, to carefully consider all of the points used in assessing the values. As you know many complaints have been registered at the practice of assessing frontage values and I have carefully endeavored to get away from this I, practice nd have used as a general basis a standard lot of 5Q1 x 1501, depths greater than 1501 being assessed with an eye to their inaccessibility placing a value of 500 per foot. I have generally divided the values of streets as follows: Dixie Highway from Gabardy Canal to Cemetry, basis $10.00 _oer front foot; beyond X5.00 per front foot except all of the extremely southern portion near the Township line which I have placed a value of $2.50 per front foot. On the Strand from Gabardy Canal to Turgot Avenue I have placed a value of $10.00 per front foot, figuring that water frontage and riparian rights would offset Dixie Highway pavement. Turgot Avenue through Totem Park to the Strand has been valued at $5.00 per front foot, this reduction being reasonable in view of the fact that electric service does not extend South of Turgot Avenue. From Gabardy Canal to Turgot Avenue on all improved streets, that is, shell streets or other hard sur- faces I have placed values of $5.00 per front foot, the same is true on all improv d streets West of the Dixie Highway and East of Florida East Coast Railway, on all Improved streets in these sections I have placed a value of $2.50 per front foot, with the exceotions where values were placed as low as $1.00 per front foot due to geographical causes. Acreage has been generally assessed at $25.00 per acre throe ) out, except those lying adjacent to the Dixie Highway and Park Avenue. I have also made a minor assessment on orange groves located within the Town, the moot assessment on any grove being $500.00, I have not attempted to divide the groves into classes, as has been done by the County Tax sessor, placing such a small value that I feel sure that no complaints can just arise from this cause. This work has been done with painstaking care and while I realize that no one man can be infallible in work of this kind, nevertheless, I do not hesitate to state that it is my honest and candid opinion that the assessment submitted is just and fair. It is hoped that the recent bill passed by the Legislature requiring returns filed on all real and personal property will become effective next year, giving the tax assessor information which it is impossible for him to secure now of the teluctant'property owner to declare their opinion as to the values 4_39 #2.
