RESOLUTION NO. 97-R-26
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EDGEWATER, FLORIDA, OPPOSING VOLUSIA
COUNTY'S PROPOSED NON-REFUNDABLE PERMIT FEE
FOR ALS SERVICES AND SUPPORTING OPEN
COMPETITION AMONG LOCAL GOVERNMENT AND PRIVATE
SERVICE PROVIDERS; REPEALING ALL RESOLUTIONS
IN CONFLICT HEREWITH AND ESTABLISHING AN
EFFECTIVE DATE.
WHEREAS, the Volusia County Council has recently been
requested by County staff to consider a proposal to charge
applicants a $25,000 non-refundable permit fee for ALS services;
and
WHEREAS, this permit fee proposal is excessive and will act as
a deterrent to local government to provide appropriate cost-
effective services to local residents; and
WHEREAS, the City of Edgewater, with a population of over
18,000 in a high growth area, currently has no ambulance station
located within the city for the County -provided EVAC services; and
WHEREAS, the City of Edgewater is a "Home Rule" city which
currently provides ALS services to residents; and
WHEREAS, the City of Edgewater desires to analyze and evaluate
the current two-tier system of providing ALS and ambulance services
for the most cost effective system to respond to emergency rescue
calls, without being burdened by an excessive, unjustified County
ALS permit fee of $25,000; and
WHEREAS, the proposed County permit fee has not been discussed
among the cities of Volusia County; and
WHEREAS, the City of Edgewater strongly objects to the
excessive Volusia County proposed non-refundable ALS application
fee which will be an obstacle to obtain a certificate of
convenience and public necessity for emergency and non -emergency
medical transport.

NOW THEREFORE, BE IT RESOLVED that the City Council of the
City of Edgewater, Florida, urges the Volusia County Council to:
1. Vote "No" for the proposal to charge a $25,000
non-refundable permit fee for ALS services.
2. Meet with all elected and key officials of
Volusia County municipalities to discuss this
proposal and defer any further consideration
of this permit fee until this matter has fully
been discussed and issues resolved.
3. Support open competition among local
government and private service providers.
Section 1. All resolutions or parts of resolution in conflict
herewith be and the same are hereby repealed.
Section 2. This resolution shall take effect upon adoption.
