02-04-1930 - Regular r 1 i � MINUTES OF REGULAR MEETING OF THE TOWN COUNCIL TOWN OF EDGEWATER,VOLUSIA COUNTY, FLORIDA HELD TUESDAY r'EBRUARY 4th A.D. 19 30. Meeting Called to order at 7:30 p.m. by Mayor Renwick. ROLL CALL: Mayor i?..(.Renwick, Present Pres. Phil Marz Jr. , Present, Ald.W.T.Goodyear, Absent Ald.H.A.Moore , Present Ald.Paul Van Arman, Present . Ald.H.P .Wilkinson, Present. MINUTES of regular meeting held Jan 21st 1930 were read and approved, upon motion by Ald.H.A.Moore seconded by Ald. H .P.Wilkinson. COMMUNICATIONS: Letter from Mrs. A. Verner relative cleaning lot was read. Arz/166:1.-e Letter from Phil Marz, Pres of Counci] read. Aid. Van Arman made motion that letter be received an& Action taken on it Wider New Business. Motion seconded by Ald.H.P.Wilkinson and carried. Letter from Mayor F.R.Renwick, read relative Marshalls salary and duties. Motion by Ald•Van Ar- man seconded by Ald.H.A.Moore that letter be received and action taken in the regular order of business. Motion carried. Motion carried. Mr.E .A.Lembeck, asked permission to tell the Council of the Fire Hazard in the nature of uncleared lots near his home in Highland Shores. He stated he k d been unable to get the owner of the lots to clean them and that it constit- uted a real menance to the safety of his home in case the grass and underbrush caught en fire . He asked Council to consider the advisability of cleaning the lot and Mayor "en- wick and Pres. Matz, told him the council would consider the maS,ter. 514-- Mrs.L.M.Morse, speaking for Mrs.V.L.Marshall, asked council to withdraw the Town forces from cleaning Mrs.Mar shalls lot- ( continued on next page ) Minutes of Feb 4th 1930 Continued. As Mrs.Marshall preferred to and in fact had already arr- anged to have the Lots cleaned. Mrs Molise tWas. thanksdrb Mayor Renwick and assured that the Town Forces would be in- structed to proceed no further with the cleaning of Mrs.Marshalls' lots. Motion by Ald.Van Arman that the fire hazard on vacant lots near residence of E .A?Lembeck, in Highland Shores , be removed and that inasmuch as this action would set a precedent, that Council will also consider other requests of a like nature. The Motion failed of a second and was lost. REPORTS OF OFFICERS; Clerk submitted the Monthly Reports of Clerk and Treasurer for Month of January 1930. Motion by Ald.Van Arman, seconded by Ald .H.P .Wilkinson. that reports be received and made a part of these minutes. Motion carried. REPORTS OF STANDING COM TTEES : Ordinance Committee . thru Attorney John Duss, submitted Ordinances numbers 29 ,30131,32,33 and 34. After discussion, Ordinance Number 31, relating to the Duties of The Town Clerk, was retnened to Attorney Duss for corrections which council note** as necessary. Chairman Moore of Street Committee reported that work of repairing the Town Dock had been completed at as cost of $22.23 , which covered the cost of material only, as various Citizens of the Town had volunterred and furnished the labor for the work, gratis. ORDINANCES: Clerk read Ordinance Number 29, an Ordinance Entitled "An Ordinance Providing for a regristration Officer. The Time and Method of the Regristartion of Voters , the Reregristration of All Voters of Elections to be held in the Year A.D. 1930, and sub- sequent Years thereafter , the Qualification of Voters entitled to Regristration. prescribing the Oath of those applying for regristration, Providing for the Revision of, and the Restoration of names in, the Regristration Book, the Notation of the Payment of Poll Taxes, what Voters may be )ermitted to Vote at Elections the Furnishing of the Regristration book to Judges of fteetion, and providing a Penalty for wilfully Refusing or Neglecting to Register and Person qualified to Register in the Town of Edgewater Florida"; Clerk also read Ordinance Number 30, An Oedinance en- titled " An Ordinance Repealing Sections 6 ,7 and 8 of Ordinance Number 1. entitled and Ordinance Providing for the Duties and Powers of the Town Council of the Town of Edgewater, Flroida" ; and Clerk Also read Ordinance Number 32, and Ordinance entitled " An Ordi nonce Prescribing the Authority and Duties of the Town Marshall of the Town of Edgewater, Florida," ;and Clerk also read Ordinance Number 33 and Ordinance entitled " An Ordinance Pro- hibiting the endangering or Disturbing the Public Peace , the Use cf Abusive, Obscene or Profane Language , Disorderly Conduct, Fast Driving, Carrying Concealed Weapons , Indecent Exposure of Person, Discharging Firearms , Throwing Stones or other Missies , and Dis- orderly Houses , in the Town Of Edgeweiter; Clerk Also read Ord- inance Number 34, and Ordinance entitled: " Prohibiting the obs- truction of Streets or Public Ways and the Dumping of Refuse. H.P.Wilkinson, that Ordinanees Numbers 29,30 ,32,33 and 34, as Nally Described, and attached to these Minutes, be passed 'on thier First reading and that the Rules be 'Waived and these Ordinances be placed on their Second and Final Reading. Gentlemen; At the regular meeting of the Town Council, Jany 21st 1930, I presented the matter of paving Hamilton Drive and Park Ave with Ocala Lime rock with slag top dressing. The expression of all members of the Council who were present was favorable to these permanent improvements, but the matter was tabled for consideration in the future. I also presented the matter of butifying the Town by the planting of water Oaks along the Principal cross streets between the Highway and the River. This matter also was tabled for future consideration. I would like to have the Council take some action at the meeting tonight, favorable action if the Council is so inclined in order that these permanent improvements might be started before our friends and winter residents return to their homes. By commencing this work while they are here, they will return to their homes in position to tell their friends in the northern states that Edgewater is progressive and thereby boost our Town. Favorable comment by our northern friends will mean much to the future upbuilding of our community. Gentlemen • hereas the duties of The Town Marshall of the Town of Edgewater Flo., appear to be little if any, I humbly recommend the cutting of the salary of Town Marshall from Fifteen ($15.00) dollars per month to Five 05.00) per month. My opinion is, The Office of Town Marshall has been overpaid for what has been required of him, for some time and we have discussed this fea- ture at length on different occassions and I believe we agreed to take the matter under further consideration. I }----,-c had reports from some reputable citizens that out present Marshall has recanted, investigating some suspicions because, the suspicious parties have been customers of his, or he did not wish to cause any trouble and other such reports. I believe other members of the council have trade some investigations relative the above matter , and perhaps they too , have a report to make.
