1 ORDINANCE NO. 29. 'p AN ORDINANCE, providing for a, Registration Officer, the Time and Method of the Registration of Voters, the Reregistration of All Voters of Elections to be held in the Year A. D. 1930, and subsequent :-..Yeers thereafter, the Qualifications of Voters entitled to Registration, Prescribing the Oath of those a.pplYing for Registration, Providing for the Revision of, and the Restoration of names in, the Registration Book, the Notation of the Payment of Poll Taxes, what Voters may be permitted to Vote at Elections, the Furnishing of the Registration Book to Judges of Election, and Providing a Penalty for Wilfully Refusing or Neglecting to Register &TW Person Qualified to Register in the Town of Edgewater, Florida.. BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN CF EDGEViATER, FLORIDA: SECTION 1. The Town Clerk shall be the Registration Officer of the Town, and shall keep a. book in which shall be entered the named of all qualified voters who shall in person make application for registra- tion. SECTION 2. The Clerk shall keep the registration book open for the registration of voters on each day during the hours he is at the town office uo to six o'clock P. It. of the Saturday immediately preceding the 7th day prior to ang general or special election, at which time it shall be closed. SECTION 3. All Voters who intend to vote and cualified for voting in any or all elections to be held in the Town of Edgewater, in the year A. D. 1930 and subsequent years thereafter, shall be required to re -register as such voters, and any voter who shall have re -registered under the provisions of this ordinance, for any election in the year A. D. 1930, shall not be required to re -register for any election in any year su7,epuent thereto, and thereafter additional registration of Y R individuals as Voters shall be added to the list of persons who may be re -registered under this ordinance. SECTION 4. Every person entitled to vote in general State elections, according to the laws of the State of Florida, who is or will be twenty- one yea,ts of age, and will have resided in the State of Florida for twelve months and within the corporate limits of the Town of Edgewater for six months last prior to any town election, for which such registra- tion book is open, shall be entitled to register. Nothing herein shall be construed to require State and County registration as a prerequisite to registration in the town. SECTION 5. Every person applying for registration shall take and subscribe to the following oath, which may be administered by the registration officer, to -wit: "I do solomnly swear (or affirm) that I will protect and defend the Constitution of the United States and of the State of Florida, that I have been a resident of the State of Florida for twelve months; that I am twenty-one years of age, or will be prior to the day of election to be held on the4111� day of / A. D. 1$L, and prior to said day of election I will have been a resident of the Town of Edgewater for six months, and am otherwise qualified to vote under the Constitution and laws of the State of Florida, so help me God." , SECTION 6. It shall be the duty of the Town Oouncil, at their first regular meeting in September of each year, to revise the registra- tion book, and cause to be stricken therefrom the names of such persons as are known, or shall be shown to the satisfaction of the Council, to have died or ceased to reside in the Town, or who are otherwise dis- qualified; and a list of the names so stricken shall, before the time for opening the registration book for the next election thereafter, be published in a newspaper published in the County of Volusia, State of Florida, on or before the first day of October in each year. 1^ f SECTION 7. If any person whose name has been improperly stricken from the registration book shall appear before the registration officer, at any time when he shall have the registration book open and shall take the oath required of persons desiring to register, his name shall be restored to the registration book. SECTION S. Ohly registered voters shall be entitled and permitted to vote at any town election, and no person shall be allowed to vote at any such election who is not shown by the registration book, or a certified copy thereof, to have paid his or her poll taxes, unless he or she shall produce and exhibit to the Judges of Election his or her poll tax receipts, showing payment as required by law, or shall exhibit a certificate from the County Supervisor of Registration showing exemption from the payment of poll tax. If any person shall be permitted to vote on the exhibition of poll tax receipts or exemption certificate, notation thereof shall be made opposite such oersong name on the poll list kept by the Clerk of Election. SECTION 9. Immediately after the closing of the registration book preceding any election, the Clerk shall transmit the same to the County `Q Supervisor of Registration and have noted thereon the mames of the regis— tered electors who have paid their poll taxes for two years next preceding .N the year in which such election is held, prior to the second Saturday in �\ the month preceding the day upon which such election shall be held. SECTION 10. At each general or special election the Clerk shall furnish the Judges of Election with the registration book, or a certified copy thereof, for the care and custody of which the Judges receiving the same shall be responsible, and shall return the same to the Clerk at the close of the election. SECTION 11. If the registration officer shall wilfully refuse or neglect to register any person qualified to register under the provisions of this ordinance he shall be punished by a fine not exceeding twenty— five dollars, or by imprisonment not exceeding ten days. '2. SECTION 12. All ordinances or parts of ordinances in conflict herewith are hereby repealed. SECTION 13. This ordinance shall take effect upon being passed by the Town Council, approved by the Mayor, or becoming a Law without such approval, and after having been posted for two days at the V. I. A.
