03-30-1933 - Special • MINUTES OF SPECIAL MEETING OF THE TOWN COU'TCIL, TOWN OF EDGE WATER, VOLUSIA COUNTY, FLORIDA, HEIR THURS- DAY MARCH 0 30th A.D. 1933 _METING called to order at 8'Oclock-P .M. by Mayor F.R.Renwick, with the following members and Town Officers present : Mayor-Councilman 2.R.Renwick Councilman J..J.Francis , Councilman H.P .Wilkinson, Clerk R.C .Fuller, Town Attorney G.O .Rasco Town Engineer R.S .Fee Clerk read the call for the meeting issued by Mayor F.R.Renwick, as follows : " A special meeting; of the Town Council of the Town of Edgewater,Florida is hereby called to convene at 8'Oclock P.M. Thurs- day March 30th 1933 for the purpose of setting up basis of agreement in dealing with the Contractor for purpose of securing spoil from Intra-Coastal 'ilaterway Canal,and to authorize the Town Attorney to investigate and negotiate for a loan sufficient to cover the cost of this work, and to provide for the setting up of a fund for the particular purpose of Permanent- Improvements , in the Town. " MDTION by Councilman H.P.Wilkinson seconded by Councilman J.J.Francis , that Town Attorney G.O .Rasco and Mayor P.R. Renwick jointly, be instructed to draw up a contract on a basis of Fourthousand Seven Hundred Dollard, and or conditions encountered therein, and negotiate with Cont- ractors through thier Agent , to secure the spoil according to the plan of reclamation approved by the United States rar i)epartment and the Trustees of 3oard of Internal Improvement. A roll call vote demanded by Mayor F.R.Renwick, on the above Motion, was as follows: Mayor-Councilman 3R/A1, 4, - v e F.R.Renwick i Councilman rancis , r G/ Co uncilman e H.P .':, ilkinson Mayor F.R .Renwick, then introduced the following Re olution: ( :Zinutes continued on sheet 2) Sheet 2 Minutes of Town Council Town of Edgewater, Florida Special meeting held Thursday March 30th 1933 R E S O L U T I O N A RESOLUTION PROVIDING THAT ALL MONEYS COLLECT 'D BY T�7E TOWN OF EDGEWATER FOR DELINQUENT TOWN TAXES BE SET ASIDE IN A SPECIAL FUND TO BE HELD AND USED FOR THE BUILDING, ERECTION A:D CONSTRUCTION OF PERMAN- ENT PUBLIC IMPROVE NTS AND DESIG- NATING SAID SPECIAL FUPD AS THE "PERMANENT IIItPROVEIAENT FEND. " WHEREAS , the Torn of Edgewater , Florida, is now poss- essed. of certain money derived from the collection of delinquent Turn Taxes levied and assessed by said Town aMa.inst the property locate in said Torn, and WHEREAS said Torn is from time to time collecting money in payment of delinquent taxes as aforesaid, and WHEREAS said. Torn has reason to believe that it will continue to collect money in payment of delinquent • taxes as aforesaid, and WHEREAS the income derived, and to be derived, as aforesaid from the collection of delinquent taxes is not accounted for or considered in the financial Budget of said Torn, and WHEREAS, it is the desire of the Torn Council of said Torn to a'?oronriate and Place said moneys de- rived, and to be derived, as aforesaid from the collection of delinquent taxes in a fund to be held and 'Ised by said Torn as and for the building, erection and construction of permanent public improvements with- in said Town, NOW THEREFORE, (Continued on sheet 3) +CI Now" ,ftwole Sheet 3, Minutes of .Jpecial meeting of the Town Council, Town of Edgewater, Florida held, Thursday March 30th 1933 BE IT RESOLVED SY T"E TOWN COUNCIL Ci THE TOWN OF EDGEWATER, FLORIDA: Section 1. That all moneys now held, or to be here- after received, by said Town by reason of the collection by said. Town of delinquent Town taxes levied and assessed against the property located in said Town be set aside and placed in a special fund to be held and used by said Town as and for the building, erection and construction of permanent public improvements within said Totvn of Edgewater, Florida, and that said special fund hereby created and established be known and designated as the "Permanent Improvement Fund" of the Town of Edgewater, Florida. Section 2. That said moneys deposited and held in the "Permanent Improvement Fund" will be drawn by check signed by the Mayor and Torn Auditor and Clerk. Section 3. That the Town Council of said Town hereby reserves the right to declare and determine what shall constitute a permanent public improvement within the meaning of Section 1 of this resolution. Section 4. That this Resolution become effective immediately upon its p by the aforesaid Town _ assa�ge Y Council.
