MINUTES OF SPECIAL MEETING OF THE TOWN COUNCIL
OF THE TOWN OF EDGEWATER, VOLUSIA COUNTY, FLORIDA
TEL), IN THE V.I .A. HALL MONDAY MAY 21, 1934.
Meeting was called to order by Mayor-Councilman F.R.Renwick
at 7:25 P.M.

This meeting was held for the purpose of discussing with County
Commissioner T.L.Pattillo who was present, the ownership of the
Strand Road and also refund of tax monies paid into the district
by Edgewater property owners for roads and bridges.
The meeting opened by Councilman E.A.Ely stating that he had con-
ferred with Mr. H. TI. Bonnet, Republican candidate for County Com-
missioner who told him that the Strand Road was not only a County
Road bu was a bonded County Road. 1 . Pattillo than stated that he
had looked through the County Records with County Clerk Botts as
far back as ia8a and could find no record of the road belonging to
the County nor did the records show that any monies had been spent
for the upkeep of the Strand Road. Mr. Pattillo also stated that
records of that time were often very vague. Mr. A. B. Wilkinson
an old time resident, was called upon and explained some of the history
of the Road. M'r. Pattillo stated that other towns in the County had
received some aid in the upkeep of roads and that Edgewater has as
yet not received any, and if agreeable to the Council he would
furnish 18 to 20 white convicts, two trucks and one scraper to begin
work Thursday morning at 7 A.M. and work up until 12 noon Saturday
requesting that the Town furnish someone to supervise what work
should be done. This was agreeable to the Council and Councilman
H.P.Wilkinson aand Mayor-Councilman F.R.Renwick agreed to supervise
the work. Councilman Wilkinson to supervise the work until Mayor-
Councilman F.R.Renwick was off duty from his position at the F.E.C.
Railroad. Councilman Ely stated that he could not supervise the work

Regarding the refund of tax money paid into the district by Edgewater
property owners, Mr. Pattillo said that the old statute providing for
refunds had been annulled, and a general statute took it' s place, but
that at the last session, the legislature passed a special statute for
Volusia County voiding the effect of the general statute as far as
Volusia County was concerned. Mr. Rasco then explained that this did
not relieve the district of it's obligation on taxes paid in during the
time the general statute was in force. Mr. Pattillostated. that the
County board did not include any tax to take care of the refund for the
last year and that the Town got the benefit of lower taxes in the
place of what would have been refunded.. Mr. Rasca stated that he would
confer with the County board' s attorney with the view of reaching a
settlement that would be agreeable to all. In view of this it was
decided to hold up on the contemplated law suit to collect the tax
refund until after Tear. Rasco had made a report on his conference with
the County board' s attorney.
There being no further discussion nor any other business to come before
the meeting E.A.Ely moved that the meeting be adjourned motion being
seconded by Councilman H.P.Wilkinson, and meeting adjourned at 10:30 P.R .
