97-R-14RESOLUTION NO. 97-R-14 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA, SUPPORTING PROPOSED ALTERNATIVE N6, THE ?MICA PLAN", FOR THE DEVELOPMENT OF SEMINOLE REST BY THE NATIONAL PARR SERVICE; REPEALING ALL RESOLUTIONS IN CONFLICT HEREWITH AND ESTABLISHING AN EFFECTIVE DATE. WHEREAS, Representative John L. Mica, has requested the City of Edgewater's support and assistance relating to the National Park Service's proposed alternatives for the development of Seminole Rest located at the Canaveral National Seashore; and WHEREAS, located on the Seminole Rest site are historic graves on top of a shell mound as well as two historic buildings. The property holds archaeological resources including pre -historic shell middens and historic graves which reflect periodic occupations over a period of about 2000 years; and WHEREAS, Seminole Rest contains one of the most significant and unique Indian middens on the East Coast of the United States and the two historic houses are significant for their design and integrity and have been located on the property since before 1890; and WHEREAS, Seminole Rest was listed on the National Register of Historic Places on March 19, 1997, and Representative Mica strongly believes that Seminole Rest should be developed in a manner which preserves its resources while making them available for public enjoyment; and WHEREAS, the National Park Service announced in May of 1996 that it would begin working on a Development Concept Plan to develop the Seminole Rest property with an emphasis placed on preservation. As a result, six alternatives have been announced for the proposed development of Seminole Rest, ranging from taking no action to a full restoration of the houses and the development of an interpretive exhibit to depict Indian life in that area. NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Edgewater, Florida: 97-R-14 1 Section 1. The Honorable Bruce Babbitt, Secretary of the US Department of Interior and Denis Galvin, Acting Director of the National Park Service, are urged to adopt Alternative #6, the "Mica Plan" which proposes the full restoration and use of the historic houses as well as the development of exhibits and displays to help create an interactive and educational experience for park visitors. Section 2. The City Council supports the incorporation of Seminole Rest with other aspects of Canaveral National Seashore to maximize the visitor experience and the acquisition of additional lands adjacent to Seminole Rest to be used to provide facilities such as walkways and boat access ramps to enable visitors to see other features located at the Seashore. Section 3. In addition, the City Council supports the establishment of a marine transport service to take visitors from the Visitor Center at Canaveral National Seashore to Seminole Rest and other sites at Canaveral, such as Turtle Mound, Eldora State House, Mosquito Lagoon and other wildlife areas. Section 4. The City Council believes that this comprehensive proposal has the greatest potential for long term utilization of the property and for creation of a public -private partnership which will provide jobs and an outstanding experience for park visitors.
