A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EDGEWATER, FLORIDA, OBJECTING TO FLORIDA
DEPARTMENT OF TRANSPORTATION PROJECT NO.
79210-3504 ACCESS DESIGN AND CROSS -OVER
GEOMETRY AND REQUESTING FDOT RECONSIDER THE
ELIMINATION OF EXISTING CROSS-OVERS AND
INCORPORATE EXISTING TRAFFIC ACCESS TURNING
PATTERNS INTO THEIR FINAL DESIGN FOR WIDENING
OF S.R. 442; REPEALING ALL RESOLUTIONS IN
CONFLICT HEREWITH AND ESTABLISHING AN
EFFECTIVE DATE.
WHEREAS, the City of Edgewater has already expended 11
million dollars as part of a proposed 13 million dollar project for
roadway and drainage improvements throughout the Florida Shores
subdivision of Edgewater; and
WHEREAS, the Florida Shores Roadway Improvement Project
eliminated the majority of east -west connecting streets in order to
comply with State -required drainage improvements thereby changing
the traffic patterns which impact access to S.R. 442; and
WHEREAS, commercial, industrial and residential vehicle
traffic depends on the current access points to turn both east and
west on S.R. 442 as the major arterial route to I-95 and U.S. 1;
and
WHEREAS, the commercial and industrial areas of the City would
be adversely and severely economically impacted by the proposed
design referenced in this resolution; and
WHEREAS, the City Engineer of Edgewater has communicated
specific concerns to the Florida Department of Transportation
(FDOT) in his letter of April 18, 1997, which is attached hereto
and incorporated by reference; and
WHEREAS, the City Council of Edgewater fully supports the City
Engineer's concerns regarding the proposed design for this project;
and
WHEREAS, the City Council of Edgewater requests that FDOT work
closely with the City of Edgewater to revise the proposed design
for this project to accommodate existing traffic patterns and
minimize the proposed closures of median crossovers which access
east and west turns on S.R. 442.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City

of Edgewater, Florida:
Section 1. The City Council strenuously objects to FDOT
Project No. 79210-3504 access design and crossover geometry
depicted in the 30 percent plan submittal.
Section 2. The City Council fully supports FDOT's widening
of S.R. 442 with modifications of the access design indicated in
the City Engineer's April 18, 1997 letter.
Section 3. The City of Edgewater requests that FDOT revise
the proposed plans to address the concerns set forth in this
resolution.
Section 4. All resolutions or parts of resolution in
conflict herewith be and the same are hereby repealed.
Section 5. This resolution shall take effect upon
adoption.
After motion by Councilman Hays and second by Councilman Mitchum,
the vote on this resolution is as follows:

Dear Ms. Valentine:
As set forth in last Wednesday's meeting the City of Edgewater has serious concerns regarding the
proposed design of the above noted project, in particular we oppose the access design and cross-over
geometry as depicted in the 30 percent plan submittal. The elimination of existing cross-overs inhibits
the residents' availability to conduct east/west turn maneuvers which counteracts roadway and drainage
improvements recently implemented in the Florida Shores Subdivision. Also it is our position the
proposed design will impinge upon the subdivision's accessibility for emergency vehicles, thus reducing
response time.
An array of issues must be resolved between the City and State prior to advancing to the next step.
will delineate our concerns so that you are informed and can help us resolve these issues.
· The number and pattern of median cross-overs should resemble existing conditions, providing
motorists the option of turning either east or 'Nest at each intersecting roadway. One of the
many ways the City will be affected by the current plan is evident at station 157 +90 (Fern Palm
Drive) which would deny eastbound traffic from turning north on Fern Palm Drive. Fern Palm
Drive is an access road to industrial zoned property which carries truck and commercial traffic
from 1-95. Eliminating this cross over will have a significant economic impact on all the
properties served by Fern Palm Drive.
· Proposed water retention area (WRA) No.2 is designated where existing houses are built.
· Proposed WRA No.3 (NOTE: this WRA is snown to be constructed at Sta. 148 + 50 on sheet
No. 14, but WRA No.3 is sho'Nn at Sta. 153 on sheet No. DM3) is designed where there are
existing and new houses being built.
· Proposed WRA No.4 (Sta.. 153) is designed 'Nhere existing houses are built.
· Proposed WRA No.5 (Sta. 163) is designed where a proposed commercial development is
slated.
· Are the retention areas designed to have a dry bottom or permanent impoundment of water?

· Will the posted maximum speed limit be raised to the design speed of 70 kmm and will it be posted in
metric units?
· Are the trees currently located within the median scheduled to be removed? If so, are there plans to
replant the trees?
· All the intersecting roadways (i.e., Willow Oak Drive, Victory Palm Drive, Umbrella Tree Drive, etc.)
depicted as constructed of dirt have been paved. The City request the thermoplastic stop bars be
replaced at the turnouts for the intersecting roadways.
The key issue of concern to the City regarding this project is the cross-over design which I briefiy described
above. The effects of the proposed closures if implemented in our community will be devastating. As stated in
our meeting we want to discuss the ramifications of each closure at future meetings with the State. In
accordance with the outcome of our meeting the next step to resolve this matter involves meeting with FDOT
access management personnel. Your commitment to coordinate this meeting in the near future is greatly
appreciated.
