08-02-1938 - Regular a REGULAR MEETING OF THE TOWN COUNCIL OF THE TOWN OF EDGEWATER, FLORIDA, HELD IN V.I .A. HALL ON AUGUST 2ND, 1933. Meeting was called to order at 7:32 P.M. by M'ayor Councilman H.L.Haughton ROLL CALL. Mayor Councilman H.L.Haughton Present. Councilman Ralph Adams Present. Councilman C .D.Bartlett Absent. Clerk Walter C.Fuller Present. Attorney J.U.Gillespie. Present. Marshall T.A.Swanri Present. READING OF MINUTES . The minutes of the meeting of July 19th, 1933 and those of the adjourned meeting of truly 21st, 1938 were read and upon motion made by Councilman Adams seconded by Councilman Haughton, were approved as read. CARRIED. REPORTS OF OFFICERS . The Clerk read his "Cash Statement and Report on Budget Appropriations" for the period of July 1, 1938 to July 31, 1933. Councilman Adams moved that these reports be accepted and made a part of these minutes, seconded by Councilman Haughton, and by vote declared CARRIED. ORDINANCES. The matter of Ordinance Number 75 was discussed. and upon reference being • made to the minutes of the meeting of July5th, 1938 , the Town Attorney advised that there were some irregularties in the final passage of the Ordinance and recommended that it be re-sasetsd. Whereupon Ordinance No. 75 entitled " AN ORDINANCE PROVIDING FOR THE GOVERNMENT OF THE TOWN OF EDGE ',ATER, FLORIDA, PRESCRIBING THE POWERS AND DUTII OF THE TOWN COUNCIL AND OF THE OFFICERS THEREOF, ESTABLISHING A MUNICIPAL COURT, REGULATING STREETS AND AT.T.y yS , SUBDIVISIONS AND PLATS , RELATING TO THE PASSAGE OF ORDINANCES , REISTRATION OF ELECTORS , CONDUCT OF ELECTIONS , ESTAB- LISHMENT'30F A FIRE DEPARTMENT, ERECTION OF BUILDINGS,PERMITS AND LICENSES, MOTOR VEHICLES AND DRIVERS LICENSES, POLICE REGULATIONS AND PENALTIES FOR THE VIOLATION THEREOF, REGULATION OF NUISANCES, AND REPEALING ALL ORDINANCES INCONSISTENT HEREWITH. " was read a first time in full and it was moved by Councilman Adams, seconded by Councilman Haughton, thatsaid Ordinance be passed upon first reading. Upon vote motion was unanimously CARRIED. ':hereupon it was mimed by Councilman Adams, seconded by Councilman Haughton, that the requirement of reading Ordinance No. 75 on second reading be waited and that said Ordinance be put upon its final passage. 4 • Minutes meeting of August second , 1938 page two. Upon vote -this motion was carried unanimously. Whereupon it was moved by Councilman Madams , seconded by Councilman Haughton, that Ordinance No. 75 be passed and adopted and roll call being taken on said motion resulted as follows; Councilman H.L.Haughton Yes. Councilman Ralph Adams Yes. Said motion was declared carried unanimously and said Ordinance was declared adopted. UNFINISHED BUSINESS . The matter of Evergreen St widthning was held over to the meeting of September 6th, 1938. NEW BUSINESS . Councilman Adams moved .that Marshall Swann immediately proceedto grade the Strand and make it wider, also to grade the other streets, to haul oyster shelifrom Plaza Lane by making this street wider and to place this shell in the low spots where necessary at a total cost for all the work done not to exceed $100.00. This motion was seconded by Councilman Haughton and upon vote was declared CARRIED. A Tentative Budget for the Fiscal Year October 1, 1938 to September 30 , 1939 was submitted as follows; Streets and drainage $800.00 Street Lighting $905.00 Salaries Council, Clerk and Marshall. $1420.00 Legal and Elections. $300.00 Mayors Court. 50.00 Office Expenditures, Lights , Heat, • Clerks Bond, Audit and Supplies $275.00 Emergency and Unforseen Expenses . $300.00 Fire Department. $150.00 Lot Cleaning. $100.00 Permanent Improvements. 200.00 Total 4500.00 Councilman Adams moved that the Tentative Budget:be accepted, adopted , a copy be spread on the minutes of this meeting and that four copies oe posted as required by Law. Seconded by Councilman Haughton and upon vote declared CARRIED. The Mayor appointed Councilman H.L.Haughton and the Clerk a committee to confer with J.U.Gillespie, Town Attorney, to select a *liist of delinquent properties and estimate casts on Forclosure proceedings.
