03-24-1939 - Special Special Meeting of the Town Council of ]dgewater, Florida,
held at V. I. A. Hall on March 24th 1939.
Meeting was called to order at eleven (11:00) o 'clock, A.
M. , by "ayor-Councilman, Ralph C. Adams.

It was properly loved by Councilman Bartlett and seconded
by Mayor-Councilman Ralph C. Adams that Councilman Horace King
act as Secretary pro tem of this meeting in the absence of
Walter C. Fuller A vote being taken said motion was declared
carried.
Mayor-Councilman,'.alph C. Adams, stated that the pdrpose of
this meeting was to cake action on the application of Herbert F.
Fuller as Attorney for W. J. Bigelow, for a sale of the uel: u uent
tax certificates on Highland Shores Subdivision at a discount,
and to designate an acting Town Clerk in the absence of Mr. :Walter
C. Fuller.
It was reported to the Council that Mr. ::alter C. Fuller
had been called to hey West on account of the critical illness
of his son. fithout an acting Town Clerk the oi.fice would have
to be closed, and t' is being the time during s1- ich taxes are
payable and the time for filing Homestead exemptions. It also
having been reported to Council that Mr. Fuller had recommended
UAst� Mr. H. F. Molten to act for him - Mr. Fuller assuming full
responsibility for all business transactions handled by Mr.
Hol.ten in his absence.

k' Korace King, that Mr. H. F. Holton be appointed acting Town
Clerk in the absence of Er. '`salter C. Fuller A vote
being taken said motion was declared carried.
The matter of the proposition of Mr. Herbert F. Fuller
regarding delinquent tax certificates on Highland Shores
Subdivision w:.s then taken up for discu ss4n. The Members of
the Council expressed the opinion that it would be unfair to
the tax payers , particularly all those who had paid their
taxes and penalties in full since the delinquent tax roll
was _placed in the hands of the Town Attorney for collections
and that it would be a discrimination if Council made any
reduction on these taxes. The Co ncil also expressed the
opinion that they felt that since a settlement could not be
made with ir. Bigelow directly under the law to sell the
certificates as outlined in this offer - wold be doing in-
directly what could not be done directly.
Moved by Councilman, C. D. Bartlett, and seconded by
Councilman, , orate Ling, that the proposition of Mr. Herbert
F. Fuller be declined x vote being taken said motion was
declared carried.
Councilman, C. D. Bartlett, moved that we do now adjourn,
secLnded by Councilman, Horace King .t vote being taken
said motion was declared carried.
