Councilman Bartlett moved that these minutes be approved as read , seconded by Councilman Renwick and by vote declared CARRIED. The minutes of the meetings of July 3rd and July 4th, 1939 were read. These meetings were regular stated meetings of the Board of Equilization and of Council but on account of no quorm were adjourned to July 19th and. July 18th respectively. Councilman Bartlett moved that theminutes of the meetings of July 3rd and July 4th, 1939 be approved as read, there being no second to this motion there was mo action taken. BIT,T> AND ACCOUNTS . Councilman Renwick moved that these bills be approved, made a part of the minutes and be paid as read, sceonded by Councilman Bartlett and by vote declared CARRIED. O FFI CERS REPORTS . The Clerk read his Statement far Cash received and disbursed and a statement of Budget Expenditures for the period June 1 to June 30 ,1939. He also read the Tax Collectors report for the period November'.),, :.1939 tso June 5, 1939 and the Clerks Estimate of Revenue other than from Taxes Levied for the Fiscal Year begining October 1, 1939 and ending September 30 1940 . Councilman Renwick moved that these reports be accepted and made a part of these minutes, seconded by Councilman. Bartlett and by vote Declared CARRIED Marshall King reported that the sidewalk in front of the Store South of the Post Office was in bad shape in that it had drpppeddown below the surrounding walk about six inches. He also reported that the weeds on the Old County Road North of Park Ave. needed cutting so that the residents on that Road could walk on the road. His report also ctvered the necessity of repairing the Town's small tools, and of his having lost from a truck a shell fork. The dangerous practice of small boys handing out circulars at the Traffic Light to drivers of automobiles was reported upon and Council was informed that this practice had been stopped but that others had made application to the Marshall to continue the distribution. REPORTS OF STANDING CO 'aITTRRS. The Committeq6n Valuation of Properties taken under Foreclosure made a report a copy of which is attached and forms a part of these minutes. Councilman Rentritkoved that the report be approved and that the committee be continued with instructions to make a tentative valuation on each of the best seventy (70) properties and report at the next meeting of Council, seconded by Councilman Bartlett and by vote declared CARRIED. COMMtJNI CATI ONS . A letter was read from Mrs. T . Kleist dated .Fuly 12, 1939 complaining about large number of bees about her home due to a great number of hives having been placed on the property across Hotel Ave. from her property. An application from Mrs. Clara Hay and one frdm T.D.Arnett was read for a permit to keep hogs. ORDINANCES . Councilman Renwick moved that Ordinance No. 79 Entitled AN ORDINANCE, REGULATING THE KEEPING OF S 4"THE TN THE TO T OF EDGE WATER, VOLUSIA COUNTY, FLORIDA, AND PRESCRIBING PENALTIES FOR THE VIOLATION THEREOF." be read in full on second reading and put' on final' passage , seconded by Councilman Bartlett and by vote declared unanimously CARRIED. Councilman Renwick moved that Ordinance No. 79 be adopted, seconded by Councilman Bartlett and adopted the the vote of the Council being as follows; Mayor Councilman Ralph Adams. Yes. Councilman C.D.Bartlett. Yes. Councilman F.R.Renwick. Yes. UNFINISHED BUSINESS. Councilman Renwick moved that the sidewalk in front of store South of the Post Office be condemned as dangerous to the Public and that the property owner be notified to fix the same immediately, seconded by Councilman Bartlett and by vote declared CARRIED. Councilman Renwick moved that the Marshall have the weeds cut on the Old County Road North of Park Ave. at a cost not to exceed V..80 by a resident of that Road if possible otherwise by some one else, seconded by Council- man Bartlett and by vote declared CARR +T . Councilman Renwick moved that the Marshall be instructed to make a list of the owners of property and the owners of Bees kept on the properties, that the Attorney draft a letter to these people declaring these bees a nuisance and that they remove the nuisance, seconded by Councilman Bartlett and by vote declared CARRIED. Councilman Renwick moved that the application of 'YS.D.Arnett for the keeping of two hogs on Lot 3 Section 2 Twp. 18 be granted and that the Clerk be authorized to issue the permit for one year, seconded by Councilman Bartlett and by vote declared CARRIED. The application of Clara Hay was held over to the meeting of August 1, 1939. NEW BUSINESS. Councilman Renwick moved that the Clerk be authorized to handle with the City of New Smyrna Beach the maintaince of the traffic light as far as bulbs are concerned, seconded by Councilman Bartlett and by vote declared CARRIED. By unanimous consent of Council the Clerk was Authorized to accept $1.00 for the four used window sash which the Town owned. Councilman Bartlett moved that the Clerk be authorized to have the necessary work done on the Plat Book to complete the same at a cost not to exceed 45.00 seconded by Councilman Renwick and by vote declared CARRIED. It was reported that there was a hollow in Park Ave. near the Drainage Ditch. The Mayor reported that Street Budget Fund was low and only enough left to do the necessary cleaning of Streets this Fall unless this cleaning can be done at a less cost than last year. Ninety-two (92 ) percent of the Tax Roll was collected. The largest amount of Taxes was collected in the month of November 1938. , rte Tax Collector. The committee appointed to place a valuation upon the pieces of land taken over by the Town through its recent foreclosure suit retorted that it h,d met at the office of the Town Attorney and had jone over the different properties recently foreclosed upon. That the total amount of money due the gown on account of the unpaid taxes and interest, court costs , attorney' s fee and redemption of the properties under the Liurphy Act amounted to approximately $4,200.00, which sum did not include the 1938-39 taxes. The committee is of the opinion that some of the property on account of location and for other reasons does not have a quick market value , but it is also the opinion of the committee that the entire amount due the Town can be realized out of the better pieces of property and recommended that a se-- ling price be put o, the seventy (70) most c% esirable tracts in a sufficient amount to realize the total due the Town.
