Meeting called to order at 7:41 P .M. by the Town Clerk.

Councilman Bartlett moved that Councilman Renwick act as Vice-Mayor
Councilman, seconded by Councilman Renwick and by vote declared un-
animously CARRIED.
Councilman Bartlett moved that the regular order of business be dis-
pensed with in order to take up matters which the Attorneyhad to
bring before the meeting, seconded by Councilman Renwick and by vote
declared CARRIED.
ORDINANCES.
Ordinance No. 81 entitled " AN ORDINANCE APPROPRIATING REVENUES TO BE
COLLECTED BY TEE TOWN OF-EDGEWATER, VOLUSIA COUNTY, FLORIDA, OR THE
• FISCAL YEAR BEGININOCTOB.ER 1, 1939 AND ENDING SEPTEMBER 30 , 1940 , to
THE VARIOUS ITEMS OF THE TOWN BUDGET." wasread a first time in full,
whereupon it was moved by Councilman Bartlett , seconded by Councilman
Renwick, that Ordinance No. 31 be passed upon first reading. Upon vote
the motion was declared unanimously CARRIED. Councilman Bartlett movedh
that the requirement of second reading be waived and that the ordinance
be placed upon final passage , seconded by Councilman Renwick and by vote
declared unanimously CARRIED.
thereupon Ordinance No. 81 was passed and adopted the vote of the
Council being as follows ;

Ordinance No. 82 entitled " AN ORDINANCE PROVIDING FOR THE RATE OF
TAXATION FOR ALL PROPERTY IN THE TOWN OF EDGEWATER, FLORIDA, FOR THE
YEAR A.D. 1939 ; PROVIDING WHEN SUCH TAXES SHALL BECOME DUE AND BECOME
DELIN ,UENT AND BE SOLD FOR NON-PAYMENT; AND PROVIDING FOR DISCOUNTS IF
PAID BEFORE MARCH 1st, 1940. " was read in fill a first time, whereupon -
it was moved by Councilman Bartlett , seconded by Councilman Renwick,
that ordinance no. 82 be passed upon first reading. upon vote the
motion was declared unanimously CARRIED. Councilman Bartlett moved
that the requirement of second reading be waived and that the ordinance
be placed upon final passage , seconded by Councilman Renwick and by
vote declared unanimously CARRIED.

Ordinance No. 83 entitled " AN ORDINANCE REPEALING ARTICLE XIII OF
ORDINANCE NUMBER 75 THEREBY ABOLISHING DR: /rERS LICENSES IN THE TOWN
OF EDGEWATER, FLORIDA. "was read in full .V first time, whereupon it
was moved by Councilman Bartlett, seconded by Councilman Renwick,
that Ordinance Not 82 bepassed upon first reading. Upon vote the
motion was declared unanimously CARRIED.

Minutes of meeting of October 3, 1939.
Councilman Bartlett moved that the requirement of second reading be
waived and that the Ordinance be passed upon final passage , seconded
by Councilman Renwick and by vote declared unanimously CARRIED.
;hereupon Ordinance No. 83 was passed and adopted the vote of the
Council being as follows;

The Town Tax Assessor reported that the 1939 Assessment Roll with the
extension of Taxes carried out thereon,based upon the Milleage set by
Council in accordance with Ordinance No. 82, and set opposite the pro-
perties assessed, for the year 1939, duly certified and Consisting of
Pages 1 to 33 inclusive was completed and now delivered to Council.
Councilman Bartlett moved that the said Tax Assessment Roll for the
Year 1939 be confirmed and approved and that the Tax Collector proceed
to collect out of the Real and Personal Property shown thereon, the
amount of Taxes shown thereon, as provided by the Laws of the State of
Florida and the Ordinances of the Town of Edgewater, seconded by Council-
man Renwick, and by vote declared unanimously CARRIED.
Councilman Bartlett moved that the Clerk post a Notice that Council will
meet on Oct. 19th at the hour of 7:30 P .M. to receive the petitions of
Candidates for the offices of Town Councilman and Town Clerk and that
said 19th day of October will be the last day upon which petitions will
be received, seconded by Councilman Renwick, and by vote declared un-
animously CARRIED. A copy of said notice forms a part of these minutes.
Councilman Bartlett moved that the Clerk post a notice that the Town.
Registration Books are now open and will be kept open until the 28th
day of October at 6:00 P .M. for the registratiof of electors , seconded
by Councilman Renwick, and by vote declared unanimously CARRIED . a copy
of this notice is attached and forms a part of these minutes.
Attorney Gillespie at this time was excused and Councilman. Bartlett
moved that the regular order of Business be resumed , seconded by Council-
man Renwick and by vote declared CARRIED.
READING OF MINUTES.
After a reading by the clerk of the minutes of the regular meeting of
September 19 and the Board of Equalization Meeting of September 21, 1939
Councilman Bartlett moved that these minutes be approved as read, seconde
by Councilman Renwick and by vote declared CARRIED.

Councilman Bartlett moved that the bilT7 be approved as read, be paid
and made a part of the minutes , se @Onded.,by Councilman Renwick and by
vote declared CARRIED.
REPORTS OF OFFICERS.
The Clerk read the following Reports ;
"Clerks Cash Statement for the period Septemberl to 30th, 1939 ."
"Budget Appropriations report for the period September 1 to 30th, 1939."
"Clerks Annual Reportref Receipts and Disbursements for the Fiscal Year
October 1, 1938 to September 30, 1939. "
Councilman Bartlett moved that the reports be approved and made a part
of the minutes, seconded by Councilman Renwick and by vote declared
CARRIED.
Marshall King reported that he had investigated the Town owned lots on
the river front and that there was not any large amount of shell on
these lots.
lie also requested permission of Council to dump dry refuse in the low
spot North of the Park Ave. Flow Well and East of the Strand Road. In
this way there would be eventually an area filled in which could be
topped with soil and there could be created a park on this area.
COMMUNICATIONS. -
Letters were read by the Clerk from the following;
B .E.Baker, Tax Commissioner, Southern Bell Telephone and Telegraph Co. ,
dated Sept. 20 , 1939.
.S .Darley and Co. , dated Sept. 18 , 1939 giving costs of exchanging
traffic lights.
By mutal consent both communications were tabled.
UNFINISHED BUSINESS.
The Clerk was instructed to find out the height of the Port Orange
Traffic Light and if the clearance was not under 14' the Marshall was
instructed to lower the light at Ridgewood and Park Aves.
The Clerk reported an offer for the lot 4 Block C, Sec. 3, Highland
Shores Sub. , this offer by mutal consent was rejected and the Clerk was
instructed not to take less than the established selling price of $175.
The Clerk reported that Mr. A.R.Patch had requested the removal Of the
moss from the trees opposite his property, as he had cleaned all the moss
from his trees.Council expressed as their opinion that if removal of moss
was done in this locality then it would have to be done in all parts of
the Town and there were no funds available for this purpose. The Clerk
was instructed to so advise Mr. Patch.
NEW BUSINESS.
Councilman Bartlett moved that Pentland and Robertson, Certified Public
Accountants of Daytona Beach be engaged to audit the Town's Books and
Records at a cost of X60.00 for the Fiscal Year 1938 to 1939 and that if
it is found necessary to have them return in November that they be paid
an additional $15.00, the Clerk to make the arrangements , seconded by
Councilman Renwick and by vote Declared CARRIED.
Councilman Bartlett moved that we do now adjourn , seconded by Councilman
Renwick and by vote declared CARRIED. Time 9 :36 P .M.
