HEADING OF MINUTES .
The minutes of the meeting of October,3, 1939 were read whereupon
Councilman Bartlett moved that they be approved as read, seconded by
Councilman Renwick and by vote declared CRIED.

Councilman Bartlett moved that the Bills be approved, paid as read and
be made a part of the minutes , seconded by Councilman Renwick and by vote

The Clerk reported that Lot 4 Block C Section 3 Tighland Shores Sub.
had been sold.

COMMUNICATIONS .
The clerk a letter from Yrs. Marie Asper dated at Cleveland, Ohio
Oct. 14, 1939 complaining about a dead pine tree on the property
next to hers on Palmway. This was refered to the Marshall for a report.
UNFINISHED BUSINESS.
Councilman Bartlett moved that the Sale of Lot 4, Block C, Section 3,
Highland Shores Sub. to Heyward and Myrtice H . Kickliter under
contrac, dated October 6th, 1939 be confirmed and approved and that the
Mayor be authorized to sign the contract , seconded by Councilman.
Renwick and by vote declared unanimously CARRIED .
The Clerk requested permission to destroy the ballots printed for the
Election (Special) of May 16, 1939 on which ballots only the name of
F.R.Renwick appeared whereas those used had two names . Councilman
Bartlett moved that the Clerk destroy these Ballots , seconded by Council-
man Renwick and by vote declared CARRIED.
NEW BUSINESS .
Councilman Renwick moved that Edward J. A.11cox be given permission to
have removed a pine tree in front of his property Lot 8 , Block 2 Snidner
Spencer Sub. on the Dixie Hi.ghn ay, seconded by Councilman. Bartlett and
by vote declared CARRIED.

Councilman Renwick moved the adoption of the resolution and that it be
made a part of these minutes , seconded by Councilman Bartlett and passed.

Councilman Bartlett moved the adoption of the resolution and that it be
made a part of these minutes , seconded by Councilman Renwick and passed
the vote of the Council being as follows ;

Councilman. C .D .Bartlett. Yes.
Councilman. Pi .R.Renwick. Yes.
The Marshall having requested the Mayor to appoint a Vice-Marshall to
serve at the Election on Nov. 7th, 1939because of his having to drive
the School Buss, Mayor ,Adams appointed C.T .King to serve on 7ov. 7 , 1939.
Councilman Renwick moved that the appointment. be confirmed, seconded by
Councilman Bartlett and by vote declared CARRIED.
The Mayor at this time called upon Hr. Genter of Pentland and Robertson
to present his- report upon the audit of the Town' s Books for the Fiscal
Year ending September 30 , 1939. The report was read in full and various
parts explained to Council.
Councilman Renwick moved that the report be accepted , approved and be
made a part of these minutes , seconded by Councilman Bartlett and by
vote declared unanimously CARRIED.
Councilman Bartlett moved that the Clerk be authorized to sell one watch
the property of the Town for the sum of :;35.00 , seconded by Councilman
Renwick and by vote declared CARRIED.
By mutal consent the Clerk was instructed to have his Bond time extended
from November 2nd when it expired to cover the time until the Election.
• By mutal consent the Attorney was asked to obtain the Supreme Court
Decision on the casting of Absentee Ballots .
Councilman Renwick moved that the Clerk is hereby instructed to abide by
the opinion of the Supreme Court to be furnished him by Attorney
Gillespie , in voting of Absentee Ballots , seconded by Councilman Bartlett
and by vote declared CARRIED .
The Marshall was ordered to place boards in the City Dock.
The Clerk was instructed to make arrangements to serve meals to the Elect
ion Board at a cost of 50% per plate.
Councilman Renwick moved that we do now adjourn to meet at 7:30 P .M. on
November 6th to prepare the Ballot Box, seconded by Councilman Bartlett
and by vote declared CARRIED. Time 8:45 P .M.

During the current year the Tree foreclosed tee:
certificates on numerous properties, including in the
foreclosure suit all unextended taxes and interest and
obtained Nester's Deeds to property amounting to $2,960. 7?.
The Town also sold property in the amount nt of $830. 34. We
recommend that this practice be continued as it tends to
place property on the current tax rolls thereby increasing
current revenue.

Street Department. The Toxin Council, as was the policy in
the previous year, decided to delay cleaning the 'Town 's
streets and parkciges until later in the Fall so as to have
the Torn in good condition during the tourist season. This
amount is shown in expenditures under A'xh i bi t C, the l ui et
Appropriations statement.

Collections of current te.xeei amounted to 92$ of
the current tax roll or a decrease of 6. 25, over the previous
year. This decrease is partially due to the increase of the
tax roll by extending taxes ,flr properties sold by the Town.
