The minutes of the meeting of December 5th, 1939 were read and upon motion. made by Councilman Goodyear, seconded by Councilman Bartlett, were approved as read. By vote the motion was declared CARRIED. BILLS AND ACCOUNTS. A.M.Gibson 1.00 Horace King 1.00 Councilman Bartlett moved that these bills be approved, paid and be made a part of the minutes , seconded by Councilman Goodyear and by vote declared CARRIED. REPORTS OF OFFICERS. The clerk reported prices obtained for roofing from the Bond-Howell Co. and from the Southern States Iron Roofing Co. A report was made of the picking of Oranges from Town owned lots by the Oak Hill Citrus Growers Association upon orders received from W.J.Bigelow. Also that Attorney Gillespie had written the Association. The Clerk further reported that an adjustment had been made with the Bank of New Smyrna and payment had been made for 1000 Checks and Duplicates in the sum of 47.25. The Marshal had no report. ORDINANCES . Ordinance No. 8.4 entitled " AN ORDINANCE AMENDING SECTION 6 OF ARTICLE XV OF ORDINANCE 75 SO AS TO ELIMINATE THEREFROM ANY LICENSE ON SALESMAN AND DEALERS IN MILK, WATER, ICE, NEWSPAPERS AND AGRICULTURAL PRODUCE RAISED BY THE SET.TFR AT RETAIL." was read in full. Councilman Bartlett moved that Ordinance No. 84 be passed upon first read- ing, seconded by Councilman Goodyear and by vote declared CARRIED. Councilman Goodyear moved that the requirement of second reading be waived and that the ordinance be placed upon final passage, seconded by Council- man Bartlett and by vote declared unanimously CARRIED. Thereupon Ordinance No. 84 was passed and adopted the vote of the Council being as follows; Mayor Councilman F.R.Renwick. Yes. Councilman C .D.Bartlett. Yes. Councilman W.T.Goodyear. Yes. OR . minutes of December 19, 1939. NEW BUSINESS . Mr. Leon H. Mcllvene given the floor stated that he represented several of the property owners and that they desired to raise an objection to the building as now erected on the Town' s Lots described as "N. 80' of Lot 4-Q all 'of Lot 4-R, and N. 30 of Lot 4-S." the objection was in regard to the cutting off of the view of the River of the properties owned by L.X. Turner and Mrs. R.R.Shellenbarger and to the general appearance and the usefbr which the building was erected . Mr. Mcllvenefurther stated that it was his understanding that these lots when bought by the Town were to only be used for a parking space. The record of Council was looked up and read and there was nothing mentioned in the record about such an under- standing, and also Councilman Bartlett who was a member of the Council at the time of purchase did not remember any such understanding. Surrouding property owners present were L.R.Turner, Mrs. R.R.Shellenbarger O .A.Rogers and Leon H. Mcllvene. Upon the Mayor' s suggestion Council agreed to each individually view the premises and to further consider the matter at the meeting of Jan. 2, 1940 . Mr. Robert Vollbeding residing at the corner of Pine Bluff St. and Park Place given the floor requested of Council that they abate a nusiance made by the continous operation of a gasoline motor used to operate a washing machine in the apartment located on the S .W . corner of Pine Bluff and Park Place. The noise of the motor' s exhaust was very objectional. Council requested the Marshall to make an investigation and to report at the next meeting of Council. Attorney Gillespie advised that he had not received a reply to the letter written the Oak Hill Citrus Grower's Association as to the 13 Boxes of Oranges picked from the Town owned lots ios. 7,9 ,10 ,11,13 and 14 Block B and Nos. 5 and 19 Block C, Section 3, Highlands Shores Sub. Councilman Bartlett moved that the Clerk be and he is hereby directed to cancel on the Town' s records all of the Tax Sale Certificates and subse- quent Delinquent 'taxes on those properties included in the Foreclosure Proceedings being Chancery No. 7018, seconded by Councilman Goodyear and by vote declared unanimously CARRIED. Councilman Bartlett moved that. the Town lease to Mrs. Frances F. Wood Lot 35 AA Ass'rs Sub. of G. Alvarez Grant(80 A.) at a stipulated price of ,45. per year payable in advance for a period of one year subject to yearly renewal up to five( 5) years ,subject to 60 day noticeaccount of Sale and further subject fence surrounding property to remain property of leasee 4nd that a proper lease be drawn by Town Attorney to be signed by the Mayor attested to by the Town Clerk; this motion was seconded by Councilman Goodyear and by vote declared unanimously CARRIED. Councilman Goodyear moved that the Attorney draw up a petition to change the name of the River road from The Strand to Riverside Drive and that the Marshall circulate this petition among the property owners to ascertain their opinion as to the proposed change , seconded by Councilman Bartlett and by vote declared CARRIED. Councilman Goodyear moved that the clerk be autorized to order 10 Concrete Street Sign Posts from Robert Houston at a cost of 95 Cents each, seconded by Councilman Bartlett and by vote declared CARRIED. The Marshall was ordered to make a list of the Town' s Tools. Clerk to list 'Town owned Lots on which 1940 State and County houd be paid.
