The minutes of the meeting ofMay 7, 1940 were read, whereupon Council- man Bartlett moved that they be approved as read, seconded by Councilman Goodyear and by vote declared CARRIED. McLane, 2 Hrs. Labor .40 Councilman •Goodyear moved that these bills be approved, paid as read and be made a part of the minutes , seconded by Councilman Bartlett and by vote declared CARRIED. REPORTS OF OFFICERS . The Town Clerk acting as Tax Assessor read a Report on Homestead Exemption Applications for the Tax Year 1940. Councilman Bartlett moved that the report of the Tax Assessor be accepted made a part of these minutes and that the 93 Applications as allowed by the Tax Assessor be approved , sceonded by Councilman Goodyear and by vote declared CARRIED. The Clerk reported that Tr. Grant Gonyeau had not as yet received a price on the material to keep down dust on roads. The Clerk further reported that air. A.B .Farnsworth had been seen and that he thought it w=ould be better to clean his lots in the Fall, that he would clean now if Council insisted but he would then request Council to have nearby lots also cleaned. The report was received and no action taken The Marshall reported that the River Road needed scraping. COMIITNI CATIONS . A letter from A.B .Sechrest, Jacksonville , dated May ay 20 , 1940 was read. NDING SECTION III OF ORDINANCE NO . 79 RELATIVE TO THE TIME WHEN PERMITS PROVIDED FOR BY SAID ORDINANCE SHALL EXPIRE AND THE PERIOD FOR WHICH THE SAME SHALL BE ISSUED." was read in full. Councilman Bartlett moved that Ordinance No. 87 be passed on first reading seconded by Councilman Goodyear and by vote declared CARRIED. the Councilman Goodyear moved that/requirement of reading Ordinance No. 37 on second reading be waived and that said Ordinance be placed upon final passage, seconded by Councilman Bartlett and by vote declared unanimously CARRI ED. Whereupon it was moved by Councilman Bartlett, seconded by Councilman Goodyear, that Ordinance No. 87 be passed and adopted and a roll call being taken on this motion resulted as Follows; Mayor Councilman. Ordinance No. 38 entitled " AN ORDINANCE AMENDING SECTION III OF ORDINANCE NO. 80 RELATIVE TO THE TIME WHEN PERR,ETB PROVIDED FOR BY SAID ORDINANCE SHALL EXPIRE AND THE PERIOD FOR WHICH THE SATE SHALL BE ISSUED, AND RE- ',UIRING THE OWNERS OF BEES TO GIVE THEM. PROPER CARE AND ATTENTION DURING THE PERIOD OF SAID PERMITS ." was read in full. Councilman Bartlett moved that Ordinance No. 88 be passed on First reading, seconded by Councilman Goodyear and by vote declared CARRIED . Councilman Goodyear moved that the rquirement of reading Ordinance. No. 88 on second reading be waived and that said Ordinance be placed upon final passage, seconded by Councilman Bartlett and by vote declared unanimously CARRIED . The Clerk was instructed to write ',o.1 .Colby that this Council would shell Sutton Place when the lots were sold and buildings erected upon that section of Sutton Place at the East end and which section is not now shelldd it being understood that the property owners must gruh and level the street. NTYS The Marshall was instructed to go over with the.Engineer the repair, necessary on the bridge on Park Ave. near Railroad Street. NEV V BUSINESS . Councilman Goodyear moved that the Mayor and Clerk be authorized to sign a deed conveying the " East 141' of the North 187' of Lot 39 F, Assessors Sub. of G.Alvarez Grant now owned by the Town to Robert Houston in exchange for a deed from him to the Town of Edgewater for Lot 28 , Block D, Section 1, I1iiland �h�res Szb:, each party to pay for the recording of their deeds; d�CT T6 pP(YGV L � T T4. motion was seconded by Councilman Bartlett and by vote was declared CARRIED. Councilman Goodyear moved that the Marshall be paid the sum of 410.00 Extra compensation per month for the months of June, July, August and September for extra patrol duty during these months on account of the large number of vacant houses , seconded by Councilman Bartlett and by vote declared CARRIED. Councilman Goodyear moved that the Clerk be authorized to have a switch installed at the head of the stairs , second floor V.I .A.Hall to govern the Hall lights and to have new copper netting placed on the screen entrance doors at a cost not to exceed $7.00, seconded by Councilman Bartlett and by vote declared CARRIED. To the Town Council of the Town of Edgewater, Florida. Ninety three applications for Homestead Exemption are handed you herewith. These have all been allowed by your Tax Assessor. The total amount of assessed valuation for these 93 applications allowed for the year 1940 is 0103 365. In 1936 61 allowed represented an assessed valuation of $64 457. 1937 71 :$81 660 . 1938 78 $83 290. 1939. 34 : 93 655- The 1940 figure is an 60% increase over the 1936 figure. The increase from 1939 to 1940 was $9710. or approximately 10* % while the assessed valuation of properties returned to the Tax Roll by the payment of Delinquent Taxes has only been 08275. making a decrease in total taxable assessed property of 01435. This in itself is not serious but it does show a condition which must be taken into consideration within the next few years. Of the 93 Applications for the year 1940 , 48 pay no Taxes on Homestead Property. 45 pay some Taxes on Homestead Property. Town Tax Assessor.
