CALL FOR MEETING.
The Clerk read the Notice and postponement of the meeting scheduled for
August 20th, 1940 to August 22 , 1940 , whereupon Councilman Bartlett
moved that the notice be approved and be made a part of these minutes ,
seconded by Councilman Goodyear and by Vote declared unanimously CARRIED. .
READING OP MINUTES .
The minutes mf the meeting of August 7, 1940 were read whereupon Councilman.
Bartlett moved that they be approved as read , secanded by Councilman
Goodyear and by vote declared CARRIED.

Councilman Bartlett moved that the bills be approved , be paid and be
made a part of these minutes , seconded by Councilman Goodyear and by vote
declared CARRIED.
RLITORTS OF OFFICERS .
The Clerk reported that 10 Street sign posts now located or stared on QA-"
Spencer Street shoulf be moved and stored in another location or better
to save expense by hauling and setting in locations where they will be
used. Clerk requested to make list of locations Where they should be used.
ORDINANCES .
An Ordinance entitled, "AN ORDINANCE REGULATING THE BUSINESS OR OCCUPATION
OF DISTRIBUTING I'IAi1D BITJ 3 OR ADVERTISING LITERATURE ON THE STREETS AND
HIGH; A` S OF THE T0WN OF EDGExATER, FLORIDA, AND PRESCRIBING PENALTIES FOR
THE VIOLATION THEREOF. " was read in full a first time. Council agreed to
each study this ;proposed ordinance and to discuss it further at the next
meeting.
A Resolution canceling Town of Edgewater Tax Sale Certificates No. 83.1 of
the Sale of June 2, 193WYand 7o. 245 of the Sale of June 2nd , 1934 was read
in full.
Councilman Bartlett moved the adoption of the Resolution, seconded by
Councilman Goodyear a}d passed the vote of the Council being as follows;

= BUSINESS .
At this point Mayor Renwick took the Chair relieving Vice Mayor Goodyear.
A Resolution expressing grief upon the death of Ralph Adams and expressing
sympathy to his family was ordered spread upon the minutes by attaching a
copy, a copy ordered sent to his family and to the Press , by motion of
Councilman Goodyear, seconded by Councilman Bartlett and by vote Declared
Councilman Goodyear moved that the Mayor and Clerk be and they are hereby
authorized to deliver a deed to Robert Houston for Lots 13, 14 and 15,
Block E, Sec . One, Highland Shores Sub. in consideration of a deed from
Robert Houston to the Town of Edgewater, Florida, for Lots 12 , Block C , ari.
and 28. Block D, both in Sec. One, Highland Shores Sub. , subject to approval
of title by Town Attorney, seconded by Councilman Bartlett and by vote
declared unanimously CARRIED.
Council agreed that a price of 200.00 .should be set on the property
situated between ark Ave. on the South , the i+ .C . Edgewater Crcightmn
cut off on the forth, Railroad St. on the East and Flagler Ave. on the
-,est. The price on two lots just Yorth of Park Ate. , i.e. 35E and 352.
would be 100.00.
MISSCELLLA1TEOUS BUSIlSS .
The Marshall was requested to report to the Attorney the locations of the
several concrete bases left when the light standards were removed by A.S.
Barnhart so the Attorney could notify .7:T.- Barnhart to have them removed.
The Marshall was instructed to have the grass cut around the Hall , also on
the Strand North of ',: .J.Bigelows where it was dangerous to traffic. He
was also instructed to have the Strand scraped when it was wet enough.
The Clerk was instructed to write Robert S."gee, with a copy to P.B.Dick,
advising that the certified copy of Dicks Lot 6 had not been received.
The Ilarshall ,.00s instructed to have the flow well at Park Ave. re faired
so that water jugs could be filled, work to be done by plumber wno had .n
Edgewater License.
Council agreed to look over the street light situation on Lamont St. at
Hubbell St.
Councilman Bartlett moved that we do adjourn, seconded by Councilman
Goodyear and by vote declared CARRIED. Time 9 :40 P .M.

AN ORDINANCE REGULATING THE BUSI-
NESS OR OCCUPATION OF DISTRIBUTING
SAND BILLS OR ADVERTISING LITERATURE
ON TEE STREETS AND HIGHWAYS OF THE
TOWN OF EDGEWATER, FLORIDA, AHD PRE- .
SCRIBING PENALTIES FOR TEE VIOLATION
THEREOF.
BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF
EDGEWATER, FLORIDA:-
Section 1. No person, firm, or corporation within the
Town of Edgewater, Florida, shall engage in, manage , carry
on or conduct the business or occupation of distributing
hand bills and advertising literature on the streets and
highways of said town without having first procured a town
license therefor from the Town Clerk and having jid the
amount hereinafter provided. rrovided however, that no more
than one license shall be issued and be in effect at any one
time for the distribution of such advertising matter at any
street intersection where a light is or hereafter may be loc-
ated to control traffic thereon. .
erection 2. The method of obta ping such license and the is-
suance thereof shall be the same as is provided by Sections
1 to 5 inclusive , of Article 15 of Ordinance 75 of the said

Town od ETdgewater, Florida. Ho such license shall be issued
until the application therefor shall first have been approvii
by the 'Mayor of the said town. In the event of the violation
of the provisions of this Ordinance by any such licensee, of in
the event of the failure of any licensee to comply with any
of the provisions of this Ordinance , any license iued here
under may be revoked by the said Mayor.
Section 3., In the application for said License , the licensee
shall agree to indemnify and save harmless said Town of Ldge-
water from any damages or claim for damages accruing to said

licensee or to any third party as a result of the exercise
of the privileges conferred by such license.
Section 4. The following regulation shall apply to the dis-
tribution of advertising matter at any street intersection
in said town where a traffic light is or hereafter may be loc-
ated:
(a) it shall be unlawful for the holder of any license issued
under the provisions of this ordinance or any agent or employee
of such licensee to stop or make any effort to stop any pass-
ing motor vehicle at or near such intersection for the purpose
of delivering any such advertising literature.
(b) no such literature shall be handed to any motor vehicle
at or near such intersection while the same is in motion nor
shall, any effort be made to distribute such literature at such
intersection to any motor vehicle while the same is in motion.
(c) no effort shall be iade by any such licensee or agent or
employee of such licensee to attract the a .tention of any
driver of a passing motor vehicle to induce such driver to
stop at such intersection.
(d) no person under the age of — years shall be em-
ployed by any such licensee for the distribution of such lit-
erature.
(e) not more than one person shall be engaged in the distribu-
tion of such literature at any such intersection at any one
time either as principle or as agent or employee.
Section o. The license fee for such license shall be _
11\,4evl per annum, in addition to a filing f: e of $.25 .
Section 6.An.y person who shall violate any of the provisions
of this °rdinance shall, upon conviction thereof be punished
by a fine not exceeding Dollars or by
imprisonment, not exceeding a term of days or by

both such fine and imprisonment , such punishment bein;_j in the
discretion of the 1°-ayor as,. r;unicipal Judge.
erection 7. That all Ordinances or larts of 'rdinanc ;s in don-
flict herewith be and the same are hereby repealed.
Section 8. That this Ordinance shall be posted in four (4)
conspicuous places in the Town of Edgewater, Florida, one of
which laces shall be the V. X . A. Hall, and take eifect
immediately upon its passage.
This Ordinance ?eras read in full and passed by the unanimous
vote of the Town Council of the Town of Edgewater, Florida,
at its regular meeting on the 6th day of August , A.D. 19L,O.
Upon motion duly made seconded and unanimously carried the
requirement of reading this Ordinance upon second. reading
was waived and this Lrdinance was ordered put Llon its
final passage.
