The minutes of the meeting of September 17 , 1940 were read whereupon Council- man Bartlett moved that they be approved as read, seconded by Councilman Renwick and by vote declared CARRIED. BILLS AND ACCOUNTS . The following bills were read; City of New Smyrna Beach, Street Lights for October 45.23 V.I .A. Hall lights to Sept. 17 2.04 Clerks Miss. Cash, Tax Roll Expense p1. 50 , Notary Fee .25 Building Permit Forms 42.00 , P .O .Box rent.25 350 Post Cards 7. 50 John Birch, Printing 500 License Forms. b. 50 Cleaning Ditch, Kay Lofton 1.60 Repairing Bridge, Blair Piliger, 1.20 John Birch, Printing Tax Statements and Receipts 8.00 Councilman Bartlett moved that the Bills be approved, paid and be made a part of these minutes , seconded by Councilman Renwick and by Vote declared CARRIED. REPORTS OF OFFICERS . The Clerk read a Cash Statement and a Budget, Appropriations Statement for the period September 1st to the 30th and also a report showing Receipts and Dis- bursements for the Fiscal Year October 1, 1939 to September 30 , 1940. Councilman Bartlett moved that these reports be approved as read and be made a part of these minutes , seconded by Councilman Renwick and by vote declared CARRIED. The Clerk presented the completed Tax Roll and a report covering comparisons for different years. Councilman Bartlett moved that these be received and that the report be made a part of these minuts , seconded by Councilman Renwick and by vote declared CARRIED. The Marshall reported in reference to a tractor for doing Street eork. After a discussion it was agreed by Council to pay 0..00 per hour for a Trector the owner to furnish the tractor, a driver and all the necessary gas and oil. The Marshall reported a bad condition of the State Highway at Ridgewood and . Palmway and was instructed to see the Highway Repair Men who were working near Edgewater. He also reported that he was unable to have the Live Oak Tree removed from Wilkinson Street for the wood. He was Instrfacted to see several wood yards • and ascertain if they would remove these trees and some dead trees from the Strand for the wood. ORDINANCES . Councilman Bartlett moved that the requirement of reading Ordinance No. 90 on second reading be waived and that said Ordinance be placed upon final passage , seconded by Councilman Renwick end by vote declared unanimously CARRIED. Ordinance Ho . 91 entitled " AN ORDINANCE PROVIDING FOR THE RATE OF TAXATION FOR ALL PROPERTY IN THE TOWN OF EDGEWATER, FLORIDA, FOR THE NEAR A.D. 1940 , PROVIDING VHEN SUCH TAXES SHALL BECOME DUE AND BECOME DELINQUENT AND BE SOLD FOR NON-PAYMENT; AND PROVIDING FOR DISCOUNTS IF PAID BEFORE MARCH 1st, 1941." was read in full a first time. Councilman Bartlett moved that Ordinance No. 91 be passed upon first reading, seconded by Councilman hewick and by vote declared CARRIED. The Clerk having presented to the Town Council the completed Tax Assessors Roll of the Town of Edgewater for the Year 1940 , duly certified and consist- ing of pages 1 to 33 Inclusive , it was moved by Councilman Bartlett , seconded by Councilman Renwick, that s: id Tax Assessment Roll be confirmed and approved and that the Tax Collector proceed to collect out of the Real and Personal Property shown thereon, the amount of the Taxes shown thereon as provided by the Laws of the State of Florida and the Ordinances of the Town of Edgewater, by vote the motion was declared unanimously CARRIED . Council reviewed the Application of Fred H.Smith for Homestead Exemption and the reasons given for failure to file before the date of April First , 1940. Councilman Bartlett moved that the Application for Homestead Exemption be denied for the reason that this application was not filed during the time provided by Law, seconded by Councilman Renwick and by vote declared unani- mously CARRIED Councilman Bertlett moved that the layor and the clerk be and they are hereby authorized to sign a contract to sell the property owned by the Torn described as Lots 35 E to 35 L Incl. and that portion of Lots 35- M to 35 Q which is situated :youth of the OKEECHOBEE BRANCH OF THE P.E .C . RIGHT OF '`;AY, Assessors Sub. of G.Alvarez Grant , at a price of : 150.00 payable 130.00 down and 120.00 per month for six months , with interest on the unpaid balance of 6% per .annum, the; purchaser to pay the 1940 State aria.County Tu es to , v lueeup •to' 10'.x0 the Tow tp pay,:all over .';10.00 , ' econded by Councilman Renwick and by vote declared CARRIED. Councilman Bartlett moved that Council meet at 7:30 P .M. on October 16th, 1940 to receive petitions of candidates for the offices of Town Councilman and `town Clerk and that said 16th day of October will be the last day upon which Petitions to have CandidYtes' names printed on the Ballot of the general Election in said Town in November, 1940 , will be received and that the Clerk post notice thereof, seconded by Councilman Renwick and by vote declared CARRIED. Councilman Bartlett moved, that the clerk cost notice that the Town Registra- tion Books are now open for the registration of Electors andwiilbe kept open during the Clerks Office hours on :L:ondays , ' ednesdays and Fridays and on Friday evenings October 16th and 25th from 7: to 8:30 P .L. and on Saturday October 26th from 2:00 to 6:00 at which time the said .degtstration Book shall be closed, seconded by Councilman Renwick and by vote declared CARRIED .
