MINUTES OF THE ORGANIZATION MEETING OF THE TOWN COUNCIL
OF THE TOWN OF EDGEWATER, FLORIDA, HELD IN V.I .A. HALL ON NOVEMBER 5, 1940.
The Clerk called the meeting to order at 8:17 P.M.
ROLL CALL.
Councilman. F.R.Renwick. Present.
Councilman. W.T .Goodyear. Present.
Councilman. 0.E .Southard. Present.
Clerk. *Walter C .Fuller. Present.
Attorney. J.U.Gillespie. Present.
Marshall. iorace King. Present.
Whereupon the Clerk read the "Oath of Office"as subscribed to by
O .E.Southard to serve as eouncelman for the term of three years and the
"Oath of Office" as subscribed to by Walter C.Fuller to serve as Town Clerk
for a terns of one year.
The Clerk read his Certificate of Election issued to O .E.Southard and halter
C. 'uller.
Councilman Renwick moved that -.;alter C .Fuller act as Chairman Pro Tem,
seconded by Councilman Goodyear and by vote declared CARRIED.
Chairman Fuller announced that nominations were in order for a Councilman
to serve as Mayor for the next year.
Councilman Renwick and Councilman Goodyear were nominated. ballots were voted
collected and counted by the Clerk the result showing as fellows ;

CouncilmanAdeclined to serve. Whereupon another ballot taken resulted as
follows; Councilman Renwick 2
Councilman Goodyear 1 and Councilman
nehwick was declared elected Mayor Councilman.
Nominations were declared in order for Vice Mayor Councilman. The names of
Councilman Goodyear and Councilman Southard were nominated. A ballot being
taken resulted as follows;
Councilman Gooyear 2
Councilman Southard 1 and councilman
Goodyear was declared elected Vice Mayor.
Chairman !+`uller surrendered the Chair to Mayor Councilman 2.T .Renwick.
A Resolution entitled "A RESOLUTION DECLARING THE TOWN COUNCIL OF THE TOWN
OF EDGEWATER, FLORIDA, DULY AND LEGALLY CONSTITUTED) AND ORGANIZED UNDER THE
PROVISIONS OF LAW APPLIABLE THERETO." was read in full.
Councilman Goodyear moved the adoption of the Resolution, seconded by Council
man Southard and adopted the vote of the Council being as fellows;

Councilman. O .E.Southard. yes.
A copy of the resolution is attached and forms a part of these minutes,
Councilman Goodyear moved that the Clerk' s bond be set in the sum of Three
Thousand iiollars( $3000.00) , Smalls Insurance Agency be given the business
at a premium of X30.00 and that the 1,ayor and Clerk be authorized to issue
a voucher for the sum of $30.00, seconded by Councilman Southard and by vote
declared CARRIED.
A Resolution entitled "A RESOLUTION DESIGNATING THE OFFICIAL BANK DEPOSITORY
OF THE TOWN OF EDGEWATER, FLORIDA, AND DIRECTING SAID DEPOSITORY TO HONOR
THE SIGNATURES OF THE TOWN CLERK AND MAYOR ON ALL CHECKS OF SAID TOWN." was
read in full.
Councilman Goodyear moved the adoption of the resolution, seconded by council
man Southard, and adopted the vote of the Council being as follows;

Councilman Goodyear moved that rorace King be appointed Fire Chief, J.J .
Bates, Asst Fire Chief and the call men be as follows;

h.G.Smith. .Lra Gramham. ri.P.Wilkinson. iced Massey.
C.T.King,Jr. 1m. J.Deasey.
seconded by Councilman Southard and by vote. declared CARRIED.
The Fire Chief was requested to obtain a list of residents who kept Fire
Extinguishers and who would loan them in case of fires if the town had
them recharged when used.
The Mayor appointed Horace King to serve as Town tarshall for the .ensuing
year, whereupon Councilman Goodyear moved that the appointment of Horace
King be confirmed, seconded by Councilman Southard and by vote declared
CARRIED.
UNFINISHED BUSINESS.
The question of a three light Traffic Light was discussed and the Marshall
was requested to find out the make, cost and timing cycle of the Light
used by the City of Port Orange.
The question of advertising in the Mail Away Edition of the New Smyrna yews
was tabled as the promoter was not present.
NEW BUSINESS.
Councilman Renwick moved that the Marshall apply Calcium Chloride in frent
of 3'.' .Goodyear property, on the Strand north of Riverview Drive, and _North
of Merrimac Ave. on the Strand for the purposes of an experiment, seconded
by Councilman Southard and by vote declared CARRIED.
Councilman Goodyear moved that the .'`own expend not to exceed *25,00 for
making, painting, lettering and erecting one sign board at the North and
South ends of Edgewater, advertising the Town, signs to be approximately
20' by 14' and appointing O .E.Southard a committee of one, with authority
to appoint others to help him, to see that the work is done and the signs
erected , seconded by Councilman Renwick and by vote declared CARRI).
Councilman Goodyear moved that the Marshall have the Fire Extinguisher
now in the council room recharged at a cost than to exceed 41.00 , the
Clerk to pay when it is dine, seconded by Councilman Southard and by vote
declared CARRIED.
The Clerk was requested to write James F.Costello relative to the lowest
price for a heavy duty motor scythe and if sold on a three year plan.
council heard W.i3.Gurganious propose a private collection system of
garbage collection for the gown. AC was given consent of councia to
contact the residents, and the Clerk was authorized to give him a letter
of introduction.
Councilman Goodyear moved that we do now adjourn, seconded by Councilman
Southard and by vote declared CARRIED. Time 10:15 P .M.
